Butte CountyButte County is a semi-ruralcounty in California, with apopulation of nearly 210,500,covering 1,675 square miles ofland in the northern end of theSacramentoValley.Communities range from smallisolated towns in the foothills to alarge progressive city, which ishome to a campus of the CaliforniaState University System.Theprevalence of drug use in thecounty is a significant factorimpacting the Court and deliverysystems in Butte County. Themost popular illicit substance ismethamphetamine, with a localhistory of its presence spanningalmost 30 years.The ChildWelfare Department has assessedthat 85% of all dependency cases,and nearly 100% of dependencycases with children under the ageof three, involve drug and/oralcohol abuse in one or bothparents.Treatment GoalTreatment PhasesThe goal of the Butte County DependencyDrug Court (DDC) Program is to achieve safeand timely family reunification or other court-approved permanency outcomes by providingimmediate treatment and support forparental compliance with individualizedsubstance abuse recovery plans.The Family Treatment Court(FTC) Program is a four-phased,highly structured, outpatient andresidential drug treatmentprogram. Phases are comprised ofthe following requirements: Report to treatment providerfor group and/or individualcounseling sessions weekly Attendweeklymanagement meetings Submit to multiple drug testsweekly3. Is at least 18 years of age 4. Has a child under the age of three at thetime of removalAttend Community Support orother 12-Step meetings 5. Goals and ObjectivesGoal #1: Assist parents within the juvenile protection system in reducing their substance abuse issues through the use ofevidence-based treatment approaches and innovative system change.Objective:a) FDTC will research and implement evidence-based treatment programming.b) FDTC will verify that all treatment providers accepting referrals from the FDTC employ evidencebased practices.c) FDTC will increase the length of treatment participation of the FDTC clients.d) FDTC will reduce the number and duration of relapses of the FDTC clients.e) FDTC will develop phase appropriate treatment plans for every participant.f) FDTC will hold weekly meetings with participants to address their needs.Outcomes:a) FDTC will serve at least 15 families between January 1 and December 31 each year.b) FDTC will conduct research regarding evidence-based practices by 12-31-12c) 80% of participants will remain in FDTC for a minimum of eighteen months.d) All participants will attend 85 % of all treatment sessions.e) All participants will attend 95% of all scheduled court review sessions.f) 80% of participants will have 100% clean UA’s in the final phase of FDTC participation.g) 75% of all clients will graduate from the FDTC.h) 90% of clients will have no substantiated child abuse or neglect while in the program.i) 80% of FDTC graduates will have no substantiated child abuse or neglect within 18 months ofgraduation.Goal #2: Establish timely permanency for children of parents with substance abuse issues with reunification as apreferred outcome.Objectives:a) FDTC will quickly identify potential participants and enroll them in the program in a timelymanner.b) Provide prompt assessments and treatment of parents and children to maximize the time to restorechild safety and well-being under ASFA guidelines.c) FDTC will reduce the length of time and frequency of out-of-home placements of participants’children.Outcomes:a) 75% of FDTC participants will be inducted into FDTC within 26 days of being identified aseligible.b) 80% of participant’s children will reach permanency within the first 12 months of parent’sparticipation in FDTC.c) 60% of children will reunified with their parents within 6 months of entering FDTC.d) 80% of participants will keep their scheduled visitations with their children.Goal #3: Utilize appropriate and prompt responses to facilitate behavior changes for parents with substance abuse issues.Objectives:a) FDTC sanctions and incentives will be utilized in a timely and appropriate manner at frequent andregular court sessions within clearly defined phases to facilitate behavioral change.b) Participants will work with FDTC treatment team to develop plans that will be reviewed by teamand participant during each phase of the program and will strengthen families by addressing andpromoting self-reliance, increase ability to problem solve, and increase knowledge of availablecommunity services and support networks.c) Reduce the number of relapses and the duration of those relapses.d) FDTC participants will increase participation in pro-social community activities.e) Teach participants the skills needed to have a relationship with family membersOutcomes:a) 100% of court ordered sanctions and incentives will be administered at the next scheduled courtdate.

b) 80% of participants in need of educational assistance will make meaningful progress towardcompletion of education.c) 80% who are identified as needing job training will participate in training and will obtainemployment by the time of completion of FDTC.d) 100% will have adequate housing at graduation.e) 80% will be involved in at least one pro-social community activity or graduation.Goal #4: Strengthen the capacity of families to provide guidance, structure and nurturance for their children.Objectives:a) FDTC will provide intensive, home-based services to participants and families.b) The FDTC team will refer all participants to appropriate parenting program.c) FDTC will promote early assessment of physical, mental and dental needs to provide participantsand their children assistance in obtaining services necessary to address those needs.Outcomes:a) 90 % of all participants will complete parenting programs.b) Participants will attend 85% of all parenting class sessions.c) 100% of participants who are reunified with their children will show improved parenting practicesat graduation.d) 90% of participants and children will have a physical and dental exam within 60 days of entranceinto the FDTC.e) 90% of participants and children will have a mental health screening within 60 days of entranceinto the FDTC.f) 90% of participants will obtain the necessary resources to follow up on recommendations of thephysical and dental exam and the mental health screening with 60 days of the exams andscreenings.

FORWARDThe following document shall provide a general framework of common principles, policies andpractices for the Faribault, Martin and Jackson Multi-County Family Dependency TreatmentCourt, hereinafter known as FDTC Program. The purpose of these standards and policies is to:Minimize duplication of efforts and ensure greater coordination of FDTC.Maximize coordination and sharing of resources.Strengthen efforts to obtain Federal funding.Facilitate coordinated long-range plans for financing FDTC.Developed through a consensus of involved Faribault, Martin and Jackson County agencies(hereinafter FMJ), the standards include all the elements that are considered essential to theoperation of the FDTC Program held in Martin County, Minnesota. Collectively, they representa required minimum program model. Specific practices are also described to provide examplesof actions that should be taken to ensure conformity to the FMJ Multi-County FDTC standards.The program is intended to reflect the unique needs and operational environment of FMJ –FDTCCourt jurisdiction. However, it is clear that there is a need for overall uniformity as to basiccomponents and operational procedures and principles. Therefore, this document is an attemptto outline those fundamental standards and policies to which FMJ Multi-County FDTC shouldsubscribe.FDTC represents a very non-traditional approach for families with children in need of protectionand/or services who have been identified as having a family member who is chemicallydependent. FDTC is built upon a unique partnership between the family justice system and thedrug treatment community; one which structures treatment intervention around the authority andpersonal involvement of a single FDTC Court Judge. FDTC is dependent upon the creation of anon-adversarial courtroom atmosphere where a single judge and a dedicated team of courtofficers and staff work together toward a common goal of breaking the cycle of drug abuse andchild neglect or abuse behaviors.We encourage readers to learn more about FDTC by reading publications and research on FamilyDependency Treatment Court outcomes.
