City of Pittsburgh,PennsylvaniaC.EXECUTIVE SUMMARY:1.Executive Summary –The City of Pittsburgh is required to prepare a substantial amendment to the FY2008 Consolidated Annual Action Plan to add the anticipated funds from the U.SDepartment of Housing and Development (HUD) under the NeighborhoodStabilization Program. This amended plan outlines the use of NeighborhoodStabilization Program funds that the City will receive under Title III of Division Bof the Housing and Economic Recovery Act of 2008 (HERA), signed by thePresident on July 30, 2008. Congress appropriated 3.92 billion to the U.S.Department of Housing and Urban Development. These funds are to be used foremergency assistance for redevelopment of abandoned and foreclosed homesand residential properties under the program entitled Neighborhood StabilizationProgram (NSP). The U.S. Department of Housing and Urban Developmentallocated 2,002,958 in Neighborhood Stabilization Program funds to the City ofPittsburgh.The eligible uses of the Neighborhood Stabilization funds are:1.Establish financing mechanisms for purchase and redevelopmentof foreclosed homes and residential properties2.Purchase and rehabilitate homes and residential propertiesabandoned or foreclosed3.Establish land banks for foreclosed homes4.Demolish blighted structures5.Redevelop demolished or vacant propertiesDue to the nature of these funds to help stimulate the economy, the time forsubmittal of the application is December 1, 2008 and the funds need to beexpended within 18 months after the application has been approved and acontract is awarded.The City of Pittsburgh’s Department of City Planning in cooperation with theUrban Redevelopment Authority of the City of Pittsburgh will submit the revisedplan. The Urban Redevelopment Authority will administer and monitor theNeighborhood Stabilization Program funds.Neighborhood Stabilization Program3FY 2008

In the County, there is a 20.15% of sub primemortgages between 2004 and 2006.The City of Pittsburgh will use the following sources of data to determine the areas ofgreatest need in the City from the HUD Foreclosure/Abandonment Risk Scores.
