BANKING& FINANCEAmong the top three financial centres in the world,Singapore is the largest corporate banking centre in Asia with over 1,200 financial institutions providing a wide array offinancial services, including banking, insurance, investmentbanking and treasury services.INDUSTRY OUTLOOK :NEGATIVESingapore’s banks were negatively affected by theirexposure to the troubled oil and gas sector, reporting lowerprofits for 2016. With the recovery of oil prices, the outlookhas improved though it remains modest in the face of slowgrowth and economic uncertainty. Some important regulatory changes for the sector includethe relaxation of rules governing finance companies, whichwill in future be able to offer current account, chequeservices and uncollateralised loans up to 25 per cent of theircapital, thus creating new revenue streams. To attract more venture capitalists (VC), the MonetaryAuthority of Singapore is relaxing regulations for VCs andsimplifying the authorisation process. The changes includelower requirements for VC funding and faster approvals, thuspromoting financing for enterprise development.Fintech is a fast developing area. The government hasintroduced initiatives such as the development of aregulatory sandbox for fintech companies and a fund tosupport its growth. 210 fintech companies have startedoperating in Singapore just over the last two years andbanks are getting involved with collaborations, technologyadoptions and their own innovation laboratories.14PROJECTED SALARYGROWTHIN 2017:3%FORECASTED LOANGROWTHIN 2017:4%15

CUSTOMERSERVICECustomer service is critical to a broad span of industries.Frontline staff from the hospitality, retail, restaurant andtourism sectors are the face of the company, with highservice standards required to meet high expectationsfrom customers.Customer service makes a difference, with research fromAccenture showing that over two-thirds of Singaporeconsumers have switched service providers due to poorcustomer service. Affected industries include retailers, banks and internet service providers.Service also includes back-office jobs like call centresand digital support services such as email or online chat.Automation in the form of bots and automated replies hascomplemented manual handling of emails and calls, whilea bid to keep manpower costs low has driven the businessoffshore to low-cost centres. While the call centre sector in Singapore is on the matureend of the growth curve, demand for customer servicepersonnel in other sectors is high, with the hotel, food andbeverage, and retail industry facing a manpower crunch.8% GROWTH INSTAFFING LEVELSIN THE SERVICE SECTOR18NETWEIGHTEDFORECASTEDBALANCE FROM JAN TO JUN:-14%2%YOY INCREASE INRETAILSALES19

ENGINEERING& TECHNICALManufacturing grew 3.6 per cent in 2016, improving from a5.1 per cent decline in the preceding year. The performancewas brought up by an 11.5 per cent increase in thefourth quarter, driven by robust growth in electronics andbiomedical manufacturing.Electronics manufacturing was supported by a recoveryin global semiconductor demand, while biomedicalmanufacturing saw growth in pharmaceuticals and medicaltechnology. However, transport engineering and generalmanufacturing continue to contract.MANUFACTURING :3.6%GROWTHIN 2016Construction was flat, expanding 0.2 per cent, down fromthe 3.9 per cent growth in 2015, weighed down by sluggishprivate sector construction activities. The Ministry of Trade and Industry expects momentum inmanufacturing to be sustained in 2017, supported by globaldemand for semiconductors and its related equipment. Forconstruction, the outlook is weak as there had been a dropin contracts awarded in the last two years reflecting poorerprivate sector demand.Workplace safety and health (WSH) continues to be apriority for companies especially in construction. TheMinistry of Manpower has introduced tougher penalties forcompanies that flout WSH rules, raising the minimum lengthof stop-work orders from two to three weeks. Companiesmay also be barred from hiring new foreign workers untilsafety issues are resolved.Singapore has over 4,000 registered WSH officers, withan expectation that more qualified and responsible safetyofficers will be required, though a slowdown in constructionmay be a headwind.22CONSTRUCTION :0.2%EXPANSIONUP TO 30MILLION INCREDITFACILITIESTO SUPPORT OVERSEASEXPANSION23
