This Course meets the following Mandates: Constitutional Proper Use of Law Enforcement Authority, Law Updates, Use of Force Handcuffing can range from the cuffing of a totally cooperative subject to cuffing a combative individual who is actively fighting with the officer and everything in between.This course is designed to provide department trainers with the skills needed to successfully and safely instruct their department personnel on determining when to handcuff as well as a variety of techniques for cuffing from standing and prone positions, from wrist locks, and from ground control techniques. Topics to be addressed include the following: - Preparation, planning, and equipment considerations related to handcuffing - Using proper and safe approach procedures when making initial contact - Properly arrest a felon while using appropriate commands, procedures, and techniques - Determining formulas for both common wrist locks and steel wrist locks and transitioning between the two - Cooperative subject handcuffing - Uncooperative subject handcuffing - Handcuffing the combative subject - Determining when each technique would be appropriate - Handcuffing from the subject’s vehicle PLEASE NOTE: Students are required to bring chain link (NO HINGED) handcuffs and duty leathers to class.They should dress appropriately for practical cuffing exercises. This two day, sixteen (16) hour training program has been specifically designed for North East Multi-Regional Training, Inc. to meet the needs of law enforcement personnel tasked with conducting sex crime investigations.This course meets the requirements for First Responders and Investigators as required under Public Act 99-0801: Sexual Assault Incident Procedure Act. The course will focus on the response and investigation of sexual assault.Topics addressed include: - Trauma and the neurobiology of the brain. - Rape myths surrounding sexual assault cases will be discussed and addressed. - What it means to be victim centered and trauma informed, and how to conduct trauma informed interviews with victims. - Defendant interviews and considerations when dealing with offenders charged with sex crimes. - Investigation tips as to hospital protocol, and the role of SANE nurses and rape advocates. - Social media and evidence gathering from the internet will be discussed. - This training will stress the importance of being trauma informed and victim centered to avoid re-traumatization of the victim. The goal of this training is to educate investigators as to the complexities of sexual assault investigations including: - Misperceptions about sexual assault survivors and offenders which may make survivors reluctant to report the crime. - How trauma impacts the manner in which survivors are able to report. - How best to support sexual assault survivors during their encounter with law enforcement and the criminal justice system, and how to focus on offender behaviors as well as hold offenders accountable. - Conducting trauma informed, survivor sensitive interviews, - Effective techniques for offender interviews, - Considerations in report writing, - Investigating digital and social media platforms - An in depth look at the neuro-biology of the brain that helps explain how trauma effects memory. While only a fraction of households contain firearms, almost all have knives and/or other edged weapons in them.Successful completion of this three-day HFRG/PPCT certification school will enable participants to instruct other officers in self-defense techniques for spontaneous edged-weapon attacks. This Course meets the following Mandates: Cultural Competency, Procedural Justice This new 32 hour curriculum has been designed to provide new instructors with the skills needed to become dynamic, effective trainers.In this highly interactive and participatory program, students will be introduced to a multitude of techniques that can be used successfully within traditional law enforcement environments and applications, including the classroom, field operations, simulated scenes, scenarios, and assessment training. This course focuses on techniques of instruction that address different adult learning styles and will provide a comprehensive overview of different classroom management principles.Participants will complete numerous practical exercises in public speaking, demonstrative instruction, and lesson plan preparation.Class will culminate in each participant providing a block of instruction on a law enforcement-related topic of their choosing.Attendees will be encouraged in the development of their instructional skills through immediate, supportive feedback from instructors as well as their fellow classmates. This Course meets the following Mandates: Law Updates This course, which is nationally certified through the International Police Mountain Bike Association, has been developed for officers and First Line Supervisors and focuses on the use of the bicycle as a patrol vehicle. Participants will spend approximately half of each day riding their bikes and negotiating obstacles. Students will learn to safely handle their bikes while in traffic and how to use the bicycle when making traffic stops, citizen contacts, and suspect contacts. They will also learn how to safely handle bicycles in pursuit situations. The course includes: - Bicycle, uniform, accessory, and clothing selections - Basic physical fitness and injury avoidance - Critical situation riding techniques - Basic maintenance, tire changing, brake and gear adjustment, lubrication - Pre-ride safety inspections - Traffic strategies and approaches to calls - Negotiation of basic obstacles - Patrolling, vehicle stops, suspect stops - Pursuits and takedowns - Night patrol - Drug enforcement - Community relations - Negotiation of advanced obstacles - Pride ride - Bicycles and firearms Participants must bring a multi-geared, quality mountain bike, a bicycle helmet that meets ANSI 90.4 and SNELL memorial standards, and protective eyewear. IMPORTANT NOTE: Student bikes MUST meet IPMBA standards for appropriate frame height and size, i.e. there should be 1.5 to 3 inches of clearance between the rider and the top tube of the bike when the rider is astride it in a flat-footed stance. It is mandatory that students wear department uniforms and duty gear for this course.It is also suggested that participants bring power grips or toe clips (no clipless systems), water bottles, a basic tool kit, rain jacket, and cycling gloves. This Course meets the following Mandates: Mandates Pending Approval North East Multi-Regional Training is proud to make available Northwestern University’s Center for Public Safety 10 week, 350 Hour Police Staff and Command School to our area departments. Keeping in mind the scheduling difficulties encountered by many departments, NEMRT has arranged to offer this program two weeks per month over the course of five months, thus relieving some of the strain on staffing requirements. Present and potential commanders or supervisors with the desire to develop into more effective managers will benefit greatly from this course. The program provides students with the knowledge and skills necessary for assuming increased responsibilities in administrative staff or line command positions. Faculty formerly involved in the Center for Public Safety’s renowned nine month Police Administration Training Program will comprise the nucleus of the training staff. Since the program was developed in June 1983, the Institute has received excellent responses from executives and trainers throughout the country. This is a dynamic police management course designed for today’s progressive police administrators and their agencies. The SPSC is a university-based education program intended for mid and upper-level supervisory personnel.Students should have two years supervisory experience and be prepared to complete upper-division (i.e., Junior and Senior-level) university course work. Topics to be covered in this program include the following: The Management Process - Introduction to Management - Managers as effective leaders and motivators Administration of Police Agencies - Establishing policy and procedure - Controlling through effective discipline - Managing internal affairs Planning Skills - Use of staff and problem analyses - Labor/management relations - Performance evaluations Departments are urged to register early to ensure seat availability for their personnel. Exceptions will be noted where applicable. 4 Hour Mandatory Firearms Training Waiver (P.A. 90-646) PHY513R August 23, 2019 Des Plaines Police Department Firearms Range october 4, 2019 Des Plaines Police Department Firearms Range 08:00 AM to 12:00 PM Member Tuition: 75.00 Non-Member Tuition: 105.00 Limit: Unlimited This program may only be attended by students who have previously completed a course of instruction similar to the State of Illinois Mandatory Firearms Training program as provided by the Illinois Law Enforcement Training Standards Board.The sole authority for allowing a student to participate in this program and to waive any participant from attending the entire Mandatory Firearms Training program applicable to Illinois Peace Officers is vested in the Board. The program consists of classroom refresher training to prepare students to take the written examination required by P.A. 90-646, actual administration of the examination, and having each student attempt to qualify on the State of Illinois-approved Mandatory Firearms Training Qualification Course. According to P.A. 90-646, waivers will be contingent upon an officer’s successful completion of the written test and qualifying course of fire from the 40 Hr. Mandatory Firearms Training Program.The written examination consists of 50 multiple choice questions.Officers seeking a waiver must achieve a passing score of 70% and will have only one opportunity to pass the written test.The Handgun Qualification Course of Fire consists of 24 rounds shot from the 7 yard line, 18 rounds shot from the 15 yard line and 8 rounds shot from the 25 yard line.All shooting begins from the secured holster position.The officer will receive only two opportunities to qualify for the record. Range time will be given to familiarize officers with the official course of fire.Students will receive N.E.M.R.T. and State of Illinois certificates reflecting successful completion of the requirements of P.A. 90-646. ***Departments are to submit a Form E, as well as a Waiver Application for the individual officer to the Illinois Law Enforcement Training and standards Board.*** In order to have their registration confirmed, departments will then need to submit the following to NEMRT, prior to the start of the course: - Letter from ILETsB authorizing individual to participate in course of fire - NEMRT’s Consent to Participate Form - NEMRT’s Indemnification Agreement Registrants will be placed on a waiting list until the above items are received. Questions in regards to registration and confirmation should be directed to the NEMRT Registrar at 630-896-8860 Note: students need to bring their duty weapon, holster, 150 rounds of ammunition, eye and ear protection, and a pen to class. This Course meets the following Mandates: Lead Homicide Investigator This program is designed for recently-assigned evidence technicians or those officers who desire an introduction to the tasks and responsibilities of an Evidence Technician.Students will be provided with the basic knowledge and skills needed to identify, process, collect, and preserve various types of evidence. Course topics include: - Crime scene management and search methods - Officer safety at the crime scene - Evidence recognition, collection, preservation, and packaging - Crime scene photography and basic photographic concepts - Toolmark and firearms evidence - Latent print development & AFIS technology - Footwear, tire track, and impression evidence - Evidence documentation - DNA and body fluid evidence - Trace evidence recognition and collection Students should wear appropriate casual clothing for practical exercises conducted both inside and outdoors.PLEASE NOTE: clothing may become soiled or damaged during these exercises due to weather conditions and/or chemicals.
