CIDCO OF MAHARASHTRA LIMITEDCIDCO/CBD/CE(NM)/2015/35710th June, 2015CIRCULARSubject : Empanelment of Consultants for Various Departments of CIDCOBoard has accorded an approval to the Empanelment of Consultants for variousDepartments of CIDCO for required support for various projects vide BoardResolution No. 11360 dated 19.05.2015.I)HIGHLIGHTS :1.The empanelled consultants list is valid for the projects costing up to Rs. 150Crores and consultancy fee up to Rs. 5 Crores.2.Financial quotes [Request for Quotations (RFQ)] from the empanelledconsultant on work to work basis need to be invited by respectivedepartments through on‐line limited e‐bids for the projects costing up to Rs.150 Crores subject to anticipated consultancy fee up to Rs. 5 Crores. CIDCO OF MAHARASHTRA LIMITED5.Consultants on Class A1 can also be used for the consultancy services ofprojects mentioned under Class A2 to Class C, similarly Class A2 consultantscan be used for Class B&C, and Class B consultants can be used for Class C.6.The bidding programme shall be completed within 10 days for the limited e‐bids.7.If minimum two RFQ are not received or if there are no empanelledconsultants for a particular field, then open e‐bids shall be invited for suchparticular consultancy assignment.8.In addition to e‐mail intimation through on‐line process, RFQshall bedisplayed on website.II)VALIDITY OF PRESENT EMPANELMENT1.Thisempanelled consultants list shall be valid for one year i.e up to09.06.2016 or till new E.O.I invited for empanelment for entire categorieswhichever is later.2.As the empanelment is a continuous process and need to be updatedperiodically by the concerned departments through the same terms andnorms and marking system for using the present E.O.I. bid documents.3.All earlier empanelled consultants shall be no more valid & this list willsupersedes all earlier empanelled list.III)Committee for re-scrutiny/addition of new consultants/ removal ofnon-performing consultants is constituted as under :1)Shri. To tackle the upcoming projects in efficient manner, CIDCO hasinvited empanelment of consultant in various fields. The Board videResolution No.10949 dt.18.12.2013 has also accorded approval forempanelment of consultants for various departments of CIDCO. CIDCO OF MAHARASHTRA LIMITEDBidding & Scrutiny Process of Expression of Interest (EOI):Expression Of Interest (EOI) for empanelment of additional expert consultantswere invited by publishing the notice in leading News Papers on 28.08.2014.The date of sale of booklet was 28.08.2014 to 15.11.2014 & receipt of bookleton 28.11.2014. EOI was also displayed on website.The total 642 no. of applications for 58 categories of 20 Departments werereceived from 139 No. of Consultants. (Annexure - II). CIDCO OF MAHARASHTRA LIMITEDRespective departments scrutinized the applications and submitted to thisoffice, based on scrutiny reports a meeting was held under Chairperson ofCVO on 12.02.2015 and subsequent discussions held with External Experts, itwas decided to further categorize these consultants in three classes as ClassA-Unlimited, Class B- Up to 50 Crs. & Class C- Up to 15 Crs. as tabled below.External Experts also agreed for these bifurcation norms.Selection Process for empanelled consultants:Presentation was given to VC&MD on 17/04/2015 at 2nd floor, conferenceroom, CIDCO Bhavan regarding scrutiny norms and proposed biddingprocess.During the presentation, the following norms were finalized forinviting limited e-bids from the empanelled consultants.i).As and when required CIDCO will invite financial quotes [Request forQuotations( RFQ) ] from the empanelled consultant on work to workbasis by respective departments through on-line limited e-bids for theproject costing up to Rs. 150 crores subject to consultancy fee up toRs. 5 crores. Open e-bids will be invited for the projects costing morethan Rs.150.00 Cr. The direct applications of consultants received even after EOIbidding process can also be scrutinized by the committee and recommendthe same for approval of VC&MD for inclusion in empanelled list from time totime.Committee is also authorized to recommend de-listing of non-performing consultants from the empanelled list periodically to VC&MD.the following committee is constituted as directed by VC& MD.1)2)3)4)5)Shri. CIDCO OF MAHARASHTRA LIMITEDThe Board vide Resolution No. 10949 dt.18.12.2013 has accorded approval forempanelment of consultants for various departments of CIDCO. (Annexure - 1) andauthorized VC&MD/Jt.MD to accord approval to the consultants selected forempanelment for various departments. Subsequently, The Board vide ResolutionNo. 11263 dt.18.12.2014 has also delegated MD& CE Jointly full powers to empanelconsultants. Hence this appraisal note is submitted to Board.In light of the above, the following Resolutions are proposed for considerationDRAFT RESOLUTIONS:1. In Abrasive Jet Machining (AJM), abrasive particles are made to impinge on the work material at a high velocity. The jet of abrasive particles is carried by carrier gas or air. The high velocity stream of abrasive is generated by converting the pressure energy of the carrier gas or air to its kinetic energy and hence high velocity jet.
