Dockside Safety ExamsRequired Dockside Safety Examinations: 46 U.S.C.§4502(f) requires commercial fishing vessels operatingbeyond 3 nautical miles from the baseline from which theterritorial sea of the United States is measured or beyond 3nautical miles from the coastline of the Great Lakes, beexamined dockside at least once every 5 years. The CoastGuard advises that a safety exam should be completedevery 2 years to ensure safety equipment and proceduresare current. The dockside exam compliance decals arevalid for 2 years.Fish Processing, Aleutian Trade Act Vessels or vessels thatcarry a NOAA Fisheries Observer must be examineddockside at least once every 2 years.Voluntary Dockside Safety Examinations: Voluntarydockside safety examinations are encouraged for all othercommercial fishing vessels. These free examinationsinclude a thorough check of safety equipment required onthat particular vessel. The examination will be conductedby qualified Coast Guard personnel or a third partyorganization accepted by the Coast Guard.The dockside examination educates the fishing public.There is no penalty for not passing a voluntary exam, a worklist will be provided to the owner/operator identifying itemsthat need to be corrected. Upon successful completion asafety decal is issued to the vessel that indicatescompliance with the regulations.Contact your local Examiner to schedule a docksideexamination. At-Sea BoardingsAt-sea boardings The Coast Guard is the primary lawenforcement presence at sea. Coast Guard BoardingTeams conduct law enforcement boardings to verifycompliance with various laws regarding fisheries, safety andenvironmental protection.Compliance with safetyregulations reduces the chance of vessel casualties andhelps avoid costly citations. Additionally, the presence of avalid examination decal may reduce time spent checkingsafety equipment during an at-sea boarding.Voyage terminations for unsafe operationsIf the boarding officer determines that an especiallyhazardous condition exists, the vessel’s voyage could beterminated. The regulations identify eleven items that maybe grounds for voyage termination (46 CFR Part 28.65):1. Insufficient or unserviceable survival gear (such asPFDs, immersion suits, survival craft, etc.)2. No operable EPIRB or radio (when required)3. Inadequate fire fighting equipment4. Excessive volatile fuel/vapors in bilges5. Instability resulting from overloading, improperloading, or lack of freeboard6. Inoperable bilge system (when required)7. Intoxication of operator (.04% BAC)8. Lack of adequate operable navigations lights duringperiods of reduced visibility9. Watertight closures missing or inoperable (whenrequired)10. Flooding or uncontrolled leakage in any space11. A missing or expired Certificate of Class for a FishProcessing Vessel (when required)2

Fire Extinguisher MaintenanceDisposable :Typically white aluminumcanisters with plastic handles.Annual Maintenance may beperformed by vessel owner,operator, person-in-charge ora designated member of thecrew.
