1.Introduction.The District of Columbia Department of Transportation (“DDOT”), pursuant to the Procurement PracticesReform Act of 2010, and the Procurement Integrity, Transparency, and Accountability Amendment Act of2016, is issuing this Request for Qualifications (“RFQ”) to solicit Statements of Qualifications (“SOQ”s)from firms (“Offerors”) interested in providing Engineering Consultant Services (as the “Consultant”) forthe City-Wide Traffic Engineering Design Project (the “Project”).Selection of a Consultant will be made using a qualifications-based process.2.Project Background.a.Overview.The District of Columbia Department of Transportation (DDOT) like other cities in the Nation isactively looking for ways to proactively address high crash/problem intersections. DDOT has acrash database with a number of records extracted from police crash reports. This crashinformation serves as the primary source for developing the annual Highway Safety ImprovementProgram (HSIP) program. The HSIP program uses the crash data to determine the top HighHazardous locations each year, and then a program of investigations ensues to improve the safetyat each of the High Hazardous locations.In addition, DDOT receives a large number of requests for other safety and traffic improvementsthroughout the city. Many of these requests are not programmed into the capital infrastructureprogram, delivered by either IPMA or TOA. The central goals of this project will be to improvesafety at high hazardous locations in the District via placement of appropriate traffic control andgeometric improvements over a five-year cycle.b.Objectives.DDOT would like to establish a formal Traffic Engineering Design program within the DistrictDepartment of Transportation. This project will provide DDOT with the ability to perform trafficengineering design services of intersections with known safety issues within the District.The District Department of Transportation is seeking to select up to two qualified consultants, onan as-needed basis, to provide professional engineering services for traffic engineering design andreview. The proposed task order contract will be administered by the Traffic Engineering andSignals Division (TESD).3.Contract Scope.In response to the complexity of the Project, and the need to effectively deliver the Project within theallocated time and budget, DDOT is soliciting A/E consultants to provide needed support under anengineering consulting contract (the “Contract”). Under the terms and conditions of the Contract, thesuccessful Offeror will serve as a management extension of DDOT staff, assisting in the successful deliveryof the Project.4.Responsibilities of Consultant.a.Consultant shall perform its services consistent with the skill and care ordinarily provided bytraffic engineering consultants practicing in the Washington, D.C. metropolitan area on projects of5

b.c.d.e.f.g.h.i.j.k.l.m.n.o.a similar type, cost, and size. The Consultant shall perform its services as expeditiously as isconsistent with such skill and care and the orderly progress of the Project.Consultant’s services shall be provided in consistence with DDOT Standard Specifications forHighways and Structures (2013) (the “Standards”), which is hereby incorporated herein byreference, including any amendments or revisions thereto.When reviewing, evaluating, monitoring, coordinating, and reporting with respect to the servicesof other consultants, vendors, suppliers, and contractors, Consultant shall apply all applicableDistrict and federal, laws, codes, regulations, standards, guidelines, and orders, including, withoutlimitation, the then-current version of the DDOT Standard Specifications for Highways andStructures.Consultant shall identify a representative authorized to act on behalf of the Consultant withrespect to the Project.Consultant shall not engage in any activity, or accept any employment, interest or compensationthat would reasonably appear to compromise the Consultant’s judgment with respect to thisProject, except with DDOT’s prior knowledge and prior written consent.In the conduct of all activities required for or otherwise related to the performance of theContract, Consultant shall conform to and uphold all established ethical principles andprofessional standards of practice governing consulting engineers in the District of Columbia, andin any jurisdiction where the Consultant may be licensed or registered.Consultant shall not have responsibility for the construction means, methods, techniques,sequences or procedures for the work of construction contractors or other contractors for all orany portion of the Project.Consultant shall provide all necessary expertise and services, and shall have and maintainappropriate licenses that meet District of Columbia requirements, all so that Consultant shallprofessionally and diligently prosecute the work authorized.Consultant shall provide sufficient staff to monitor and manage work whenever the Contractor isgranted permission to work. The work times may extend beyond normal working hours or be atnight or on weekends.Consultant shall contract for or employ at Consultant's expense, subcontractors to the extentdeemed necessary for the work, with the prior written consent of DDOT.Consultant shall consult with normal and customary employees, agencies, and/or representativesof the District of Columbia regarding the work of the Contract.Consultant shall work effectively with other District of Columbia and federal agencies.Consultant shall abide by all regulations imposed by funding sources, such as auditingrequirements and payroll affidavits.Consultant shall perform its services in accordance with all applicable District and federal, laws,codes, regulations, standards, guidelines, and orders.Consultant agrees that it shall recognize that in the performance of the Contract that it mayreceive certain information submitted to the District government on a proprietary basis by thirdparties, information which relates to potential or actual claims against the District government, orinformation which relates to matters in dispute or litigation. Unless the District consents to aparticular disclosure, the Consultant shall use such information exclusively in the performance ofthe Contract and shall forever hold inviolate and protect from disclosure all such information,except disclosures required by applicable law or court order. The Consultant also agrees that, tothe extent it is permitted to disclose such information, it will make such disclosures only to thoseindividuals who need to know such information in order to perform required tasks in their officialcapacity and will restrict access to such information to such individuals.6

p.All work, services, and submittals shall comply with, and be performed in consistence with, thecurrent standard practice and code requirements for design and construction of the District ofColumbia Department of Transportation, including but not limited to:(1) DDOT Design and Engineering Manual, 2009(2) DDOT Standard Specifications for Highways and Structures (The “Gold Book”), 2013(3) Manual on Uniform Traffic Control Devices (MUTCD), 2009 Edition5.Scope of Services.This scope of work is for Traffic Engineering Analysis and Design of small to medium scale safetyimprovements on roadways and intersections that are high crash/problem intersections. These locationswill be produced from the HSIP, Vision Zero, Livability Studies, and other transportation studies. Finaldesign plans will be developed for each intersection which may include the design of spot safetyimprovements. All engineering and design analysis recommendations will be included in the City WideTraffic Safety Improvement IDIQ Construction contract within TESD or in other available contract vehiclesin the agency.All work under this scope of work shall include but not limited to geometric design of horizontal/verticalalignments, roadway and drainage design, lane/shoulder widths, lane transitions, cross slopes, sightdistances, side slopes/ditches, curb extensions, installation or modification of medians/curbs,channelization, installation or modification of sidewalks, improving catch basins, aesthetics, traffic signals,streetlights, pedestrian transit and bicycle facilities, maintenance of traffic, roundabout design, ADAcompliant handicap ramps, traffic calming, access points, other features of an intersections like signingand pavement markings, structural design related to retaining walls, field survey, utility designation, bidcontract preparation, design review and public outreach may be required for specific project assignments.The plans to be designed as part of this contract may need to be fully developed to the stage ofimmediate installation either via an existing contract vehicle or through a new advertisement; completinga design started by others or designing a plan that may be completed by others at a later date. Designsmay require utility and/or right of way investigation prior to plan development. If however, no plans areavailable or existing plans are not current, field verification of existing topography for such things asutilities, drainage, lane usage, potential conflicts with proposed equipment and all information necessaryto develop the plans, shall be required.a. Provide Traffic Engineering Design Support as follows:(1) Design and prepare preliminary and final plans and specifications for all types of TrafficEngineering Projects to meet DDOT and FHWA requirements, including but not limited to:(2) Prepare traffic design projects, plans, specifications, estimates, right-of-way plans and permitsas may be required or assigned. Assist with the implementation of projects by assisting theTraffic Construction Section as necessary.(3) Provide technical review of traffic design plans, including signing, striping and conduit plans;signal plans; maintenance of traffic plans; detour plans; roadway lighting plans; ITS plans; andassociated specifications and estimates on behalf of the Traffic Section.(4) Traffic signals (LED displays, mast arm designs, etc). All work under traffic signal design shouldinclude but not limited to the design or modification of vehicular and pedestrian trafficsignals, changes to signal timing and phasing plans, mid-block pedestrian crossing, design ofmast arm signals, pedestrian pushbuttons, video detectors, inductive loop detectors,wheelchair ramps, pedestrian crosswalks, conduits, communication cables, placement of7

manholes and hand holes, controller and cabinets, poles, signal head placements, wiring, andelectrical service.(5) Pavement markings (tape, thermoplastic, water based, etc) placement, type, size and colorrequired.(6) Lighting -The work under this section should include but not limited to the design ofstreetlights, photometric analysis, wiring diagrams, voltage drop analysis, and manhole/handhole design. Shall include but not be limited to such items as locations and legends for lightingstandards, control panels and points of electrical services, consideration of levels ofillumination, uniformity ratios, and glare, mounting heights, type and wattage of luminaries,pole types, conduit and wiring.(7) Sign and sign support systems - wood, metal and composite systems, legend, sign structures,sign support foundation and footing details, sign lighting, where required, locations anddetails of power source, sign locations, sign schedules and sign elevation details.(8) Other intelligent transportation systems devices (variable message boards, closed circuittelevision, fiber optics and other communications media, etc.)(9) Intersection designs (signalizations, continuous flow intersections, and round-a-bouts).(10)Preliminary surveys for designs.(11)Guardrail designs.(12)Roadway re-striping and roadway design. The consultant may be required to providesupplemental roadway and related drainage design including but not limited roundabouts,alternative intersections, turn lane design, reconfiguration of lanes at an intersection, curbextension, median, channelization, pedestrian/bike transit, sidewalk, etc. in conjunction withrelated traffic control devices plans. Additional services may include geometric design, andfinal designs for intersections, roadway improvements and interchanges.(13)Fiber optic networking drawings and fiber optics splicing plans.(14)Roadway surveying with a PLS Stamp as required, traffic control and permits will be required.(15)Review and/or design structural shop drawings for Traffic signals, ITS structures (cantilevers,butterfly, two posts, bridge attachments for conduit, light poles and others as requested).Provide a Professional Engineers (PE) Stamp from District of Columbia to certify designsand/or changes to designs.(16)Provide Geotechnical recommendations and reports with regard to test hole boring,classifications analyses, concrete and asphalt testing.(17)Calculate quantities and estimates for plans.(18)Maintenance of Traffic/Traffic Control Plans – Maintenance of Traffic (MOT) plans and TrafficControl Plans (TCPs) associated with various construction projects, as well as TransportationManagement Plans (TMPs) and truck routing plans in order to identify impacts on trafficoperations and transportation safety, as well as to determine effective countermeasures andimprovements to those plans. Develop conceptual phased construction plans consideringgeometric design, capacity analysis, construction signing, temporary guide signing, temporarypavement markings and temporary signal design.(19)Attend various staff, scoping and project related meetings.b. Review Roadway Design Plans:8

The Consultant will be assigned to review plans associated with roadway projects, resurfacingprojects, or various other transportation design based projects.
