A total of 6 national teams from Guamcompeted in tournaments in 2018, beginning withthe Guam U15 Boys National Team in July.The Matao and the Masakåda, Guam men’s andwomen’s national teams, respectively,competed in EAFF E-1 Football ChampionshipRound 1 tournament in Mongolia in Septemberand in the same month, the Junior Masakåda,Guam U16 Women’s National Team competed inthe AFC U16 Women’s Championship Qualifier inSri Lanka.In the EAFF E-1 Football Championship, the men’steam defeated Northern Mariana Islands 4-0,drew 1-1 with Mongolia, and lost to Macau 2-0.The women’s team defeated Macau 4-0, drewwith Northern Mariana Islands 0-0, and lost toMongolia 1-0.In October, the Guam U17 Boys National Teamand the Young Masakåda, Guam U19 Women’sNational Team, competed against their NorthernMariana Islands counterparts in Saipan. The U17Boys won in a penalty kick shootout 5-3 and theU19 women’s team lost 3-2. Later in the month,the Young Masakåda competed in the AFC U19Women’s Championship Qualifier in KyrgyzRepublic.

In 2018, the Guam Football AssociationCompetitions Department staged two domesticcompetitions – the Jamaican Grill 11th AnnualGFA Cup men’s competition, the top clubcompetition for men’s soccer and the AlohaMaid Minetgot Cup Youth Cup, the first-everdomestic competition for elite youth athletesapart from the twice yearly elite youth league.For the first time, the Bank of Guam Strykers wonthe GFA Cup, becoming only the fourth team toever hoist the trophy. The only other clubs to winthe GFA Cup are Quality Distributors, GuamShipyard, and NAPA Rovers.The official draw for the GFA Cup was held inApril 2018, featuring a preliminary round open forMasters Division teams and the lower-rankedteams from Budweiser Soccer League.The top-ranked teams earned automaticqualification into the main draw of thetournament.Beginning in June 2018, Guam FootballAssociation staged the first-ever Aloha MaidMinetgot Cup Youth Cup for elite league teams.The competition included teams in the U13 andU18 divisions of the elite youth league.In the U13 division, Wings Red swept both theleague premiership and the Youth Cupchampionship.In the U18 division, Quality Distributors defeatedleague premiership winners Wings FC for theYouth Cup trophy.During the Youth Cup presentation ceremony,trophies for the Premiership also were awarded.

Guam Football Association accepted and hasbegun to implement structural changes asadvised by AFC in Guam’s top leagues. With afurther emphasis on club licensing andadherence to league standards at the additionallevel, both the Budweiser Soccer League andBud Light Women’s Soccer League saw changesfor the 2018-2019 seasons.The Budweiser Soccer League now features aPremier Division and an Amateur Division. GFAmember clubs may opt to put in teams in eitherdivision or both; however, non-member clubs areonly able to enter teams in the Amateur Division.As member clubs pay dues, player registrationfees for the Premier Division is less than at theAmateur Division. Premier Division teams now alsocompete for prize money as a championshipbonus to aid in club development.The Bud Light Women’s Soccer League nowfollows a similar structure with a Premier Divisionand an Amateur Division. Additionally, instead oftwo seasons per year, the women’s league nowfollows the same competition calendar as themen’s league, with one full season overlappingthe calendar year. With this schedule change,women’s league players now are afforded theopportunity to participate in club transfers midseason.The Premier Divisions of both the BudweiserSoccer League and Bud Light Women’s SoccerLeague enjoy full live-stream coverage thanks tothe mycujoo.tv platform. The platform wasprovided by AFC for a two-year term. In additionto international visibility of league matches, theplatform may open new revenue streams for GFAand additional value for GFA and leaguesponsors.

GUAM EARNS AFC GRASSROOTS CHARTER BRONZE MEMBERSHIP[October 10, 2018 – Harmon, Guam] Guam Football Association recently was laudedas one of Asian Football Confederation’s newest AFC Grassroots Charter Membersbased on initiatives and development strategies in place by the GFA TechnicalDepartment.The announcement of GFA’s membership officially was made Oct. 10 through officialcommunication that included an AFC Declaration of Recognition of GrassrootsCharter Bronze Membership Status signed by AFC General Secretary Dato’ WindsorJohn.“In recent years, football development inGuam has accelerated greatly and it is withgreat honor to announce that Guam hasreceived AFC Grassroots Chartermembership at the bronze level,” said TinoSan Gil, GFA President. “GFA’s vision is toensure that every person is given anopportunity to be involved in all thewonderful aspects of football as part of a lifelong commitment for an active, healthy, andpositive lifestyle while obtaining a life-longpassion for the sport. This recentachievement is testament to the steadfast efforts of all at GFA in moving towardrealizing this vision. We still have so much more to accomplish, and I look forwardto seeing the next phases of football development in Guam.”Earlier this year, Guam Football Association submitted an application formembership, which included extensive details and photos of Guam’s grassrootsfootball activities and strategies based on 20 performance categories: leadership,planning, structure, staffing, playerprograms, grassroots competitions,fair play, finance, partnerships,personal development, results,women’s projects, social schemes,special areas, promotional activities,member association events, adulteducation, ambassadors,communications, and facilities.“We are very excited that Guam hasearned this recognition from AFC, asGFA’s Technical Department has beenworking earnestly to develop newprograms and document what our

local clubs and community organizations have been doing to promote participationand development of the sport in Guam,” said Belinda Wilson, GFA TechnicalDirector. “We will continue working to maintain Guam’s bronze status, whileinitiating more programs and refining structures to next achieve silver status, andultimately gold status. All of this falls in line with our goals and objectives set toachieve our overall vision. Grassroots football is the foundation of all we do at GFAas it drives all of our other programs, from coach education to success at the toplevel of our development pyramid.”The AFC Grassroots Charter was developed in 2016 as a development tool that aimsto raise the quality of grassroots programs across the continent. GFA submitted anofficial application for membership earlier this year. Guam’s achievement washighlighted on the AFC Web site: ze-membership“Receiving recognition fromAFC is a clear indication thatwe have set up a solidframework for grassrootsfootball in Guam from whichwe can build,” said BryanCadiz, GFA PlayerDevelopment Officer, whoauthored Guam’s applicationfor membership. “The charterrepresents the benchmarkfor Asia’s memberassociations to aspiretoward, systematicallyraising the quality of thecontinent’s grassroots programs. In order to be approved for the bronze level of theAFC Grassroots Charter, applying member associations need to satisfy a robust setof criteria and commitment toward developing a vibrant ecosystem through wideranging programs, lifelong pathways, and retention of players. Given the relativelysmaller size of Guam and resource limitations compared to most other memberassociations in Asia, Guam’s ability to fulfill each of the 20 performance categories isquite impressive.”In 2017, only three AFC member associations – Bhutan, Hong Kong, and Macau –received bronze membership. The Chinese Football Association earned silvermembership and Australia earned gold membership. The five member associationsjoin 10 applied member associations in AFC Grassroots Charter membership, theAFC Web site states.

With the advent of women’s recreational leaguesin Guam, including the most popular adult leagueby population, the Docomo Pacific Soccer MomsLeague, participation by female players is now at64%.The Docomo Pacific Soccer Moms Leaguecontinues to be a hot topic of discussion at boththe FIFA and AFC Women’s Football DevelopmentSymposium events.A mothers league was recently pitched in the AFCGrassroots Conference in Kuala Lumpur as howproviding the opportunity would bring morefemales to the sport, and more importantly,mothers into the game. Guam’s successful leaguecontinues to be an international best practiceexample.The table below outlines the number of registeredplayers by league joined. Although participationat the women’s level has increased dramaticallyover the years with the recreational leagues,participation at the girls level has not significantlychanged.

In 2018, both women and girls had nearlyunlimited access to football events, leagues andprograms in Guam.The Bud Light Women’s Soccer League providesopportunities for women at the top level of thegame, as well as intermediate players looking todevelop and play at Guam’s highest domesticlevel. Additionally, the Docomo Pacific SoccerMoms League and the GFA Recreational Leagueprovide opportunities for women solely at therecreational level.Guam FA also staged the TakeCare “AchieveYour Goals” Women’s Soccer Festival twice in2018 with the Spring edition featuring aintroductory referee course. The Fall editionfeatured a football administration course forwomen.For girls, the United Airlines GFA Center ofExcellence provides opportunities at the U9 toU14 level. Unlike previous editions, the 2018 FallEdition focused on participation at the U9 andU10 level, allowing all who registered to take partin the program. Tryouts were held for the upperage divisions.In March, as part of AFC Women’s Football Day,Guam FA once again organized the Sugar andSpice Middle School Girls Soccer Festival for girlsinterscholastic teams featuring players from 11 to13 years old. Additionally, Guam FA organizedthe Girls High School Preseason Challenge Cup,another event for interscholastic teams.At the national level, the Technical Departmentheld two national training camps – one in Dallas,Texas and one in Guam for the Masakåda.

One of the most significant achievements inofficiating in Guam is the adoption of the IFABLaws of the Game for Guam’s interscholasticleagues.The IIAAG had long been utilizing the United States’NFHS rules, which contains glaring differences frominternational rules used at the highest level of thesport. The GFA Referees Department created a RefereeDevelopment pathway and has instituted refereecontracts.Earlier in the year, national referees MichaelTopasna and Josiah Elwell were selected by GFAto take part in the EAFF U15 Boys Championshipas officials in Beijing, China PR.Topasna and Elwell trained with FIFA AssistantReferees Shawn Spindel and Kyle Legozzie, aswell as GFA Referee Fitness Instructor EladioManansala.For major competitions, referee teams utilizedreferee communication devices, beep flags, anddigital substitution boards.In December, Guam played host to the EAFF E-1Football Championship Round 2 women’scompetition, welcoming 3 FIFA Referees and 4FIFA Assistant Referees from Japan, Malaysia,Singapore, Thailand, and the United States. Thevisiting referees utilized Guam FA equipment tosuccessfully officiate matches played amongformer FIFA Women’s World Cup finalists ChinaPR, Chinese Taipei, Hong Kong, and Mongolia.

The Guam Football Association RefereesDepartment put on its second annual GFAReferees Camp in August 2018.The event expanded from a daylong seminar toa weekend seminar, catered to young refereeswith the potential to be appointed as officials inGuam’s top domestic leagues and eventually forpossible selection to international tournaments.The camp, open to both boys and girls, featureda fitness test, classroom sessions, and guestspeakers. Guest speakers include former youthreferees who were recently appointed by GuamFA to officiate at the 2018 EAFF U15 BoysTournament in Beijing, China.For women at the novice and intermediate level,Guam FA’s Technical Department worked incollaboration with TakeCare Insurance Asia toput on two TakeCare Achieve Your GoalsWomen’s Soccer Festivals in 2018.In the first festival, participants engaged in anintroductory women’s referee course and in thesecond festival, Guam FA organized a FootballAdministration Course for participants. The festivalattracts over 100 women twice yearly.

Guam FA’s four-strategic plan was developed toencompass 2017-2020, setting goals andobjectives for various Guam FA departmentswithin the four-year period.Although the document was accepted by AFCand published on Guam FA’s Web site, variouscommittee workshops were organized to furtherdefine strategies for particular departmentswithin Guam FA. A strategic review committeealso will be created to measure Guam FA’sdevelopment based off of objectives from theStrategic Plan.Following the successful Guam FootballAssociation Technical Strategic Plan Workshop toestablish goals and objectives for Guam’stechnical development in June 2017, the GuamFA Media & Marketing Department held its ownstrategic plan workshop in January 2018 .Invited to the various strategic plan workshopswere key stakeholders, Guam FA staff, andexperts.Particularly for the Media & Marketing workshop,keys areas for the department’s growth werehighlighted and used as the basis for the GuamFA Commercial Plan developed to submit toAFC.Media and Marketing Committee ChairpersonTina Esteves and Media & Marketing Officer JillEspiritu attended the AFC RegionalCommercialization Seminar 2018 in May in KualaLumpur and linked with AFC consultant IqbalMaricar.

In addition to increased financial travel expensesupport from FIFA and AFC for Guam’s nationalteams, the program also received a boostsigning a partnership contract with Europeansports apparel manufacturer Macron for a multiyear term.Macron has been named the “Official TechnicalKit Supplier” of Guam’s national football teams.The Matao and Masakåda debuted the newnational team kits at the EAFF E-1 FootballChampionship Round 1 Preliminary Competitionheld in Mongolia in September.UEFA has identified Macron as the third mainfootball apparel brand in Europe behind Nikeand Adidas.Macron’s portfolio includes outfitting severalnational teams in Europe as part of UEFA’s TopExecutive Programme Kit Assistance Scheme, aswell as professional clubs playing in top leaguesall over the world, including Italy’s Serie A,France’s Ligue 1, Portugal’s Primeira Liga, andAustralia’s Hyundai A-League and Westfield WLeague, among others.Additionally, GFA entered into a multi-yearpartnership with NewGen Physical Therapy toassist national teams in training and recovery.GFA also continued partnerships with long-timecorporate sponsors Ambros, United Airlines, TripleJ Auto Group, Docomo Pacific, and Foremost /Coca-Cola.

A couple dozen local schools benefitted fromfootball equipment donations from Guam FAahead of interscholastic leagues. Amongequipment donated were balls, cones, markers,and bibs.Outside of Guam, Guam FA also donatedfootball equipment to community groups andschools in outer islands of Micronesia, includingthe Northern Mariana Islands. Guam FA recentlyreceived a letter of appreciation from SinapaloElementary School in Rota for football equipmentdonations mailed from Guam. The elementaryschool is looking to develop physical educationopportunities for its students.Guam’s national teams also participated incommunity projects and events, including therecently concluded Fade Away from Violenceevent, an anti-bullying youth event. The GuamU19 Boys National Team was on hand at theevent to assist with its activities, including arecreational kick ball tournament, which wasorganized by the Guam Police Department.
