WHO DOES COMMISSIONING? The Commissioning Team managed by theCOMMISSIONING PROVIDER The COMMISSIONING PROVIDER needs; Independence Experience Testing Equipment Trained Support Personnel Certification

COMMISSIONING PROVIDER 1 Independence.The commissioning provider shouldbe objective, competent and independent from thecontractor responsible for the work being inspectedand the designer of the systems. The entity shall alsodisclose possible conflicts of interest so thatobjectivity can be confirmed.

COMMISSIONING PROVIDER 2. Experience. The commissioning provider shouldhave commissioning experience in management ofthe commissioning process and on the type and sizeof project being considered. The approved providershall have completed the commissioning process on aminimum of two projects of equal or larger scope andcomplexity, or can demonstrate adequate experienceand training in the fundamentals and application ofthe commissioning process.

COMMISSIONING PROVIDER 3. Equipment. The commissioning provider shall have(or have access to) adequate equipment to performthe required commissioning and functional andperformance testing activities for each system. Theequipment shall be periodically calibrated inaccordance with manufacturer’s specifications.

COMMISSIONING PROVIDER 4. Personnel. An approved provider shall employexperienced personnel educated in conducting,supervising and evaluating tests, inspections, andcommissioning. Some system commissioning requireslicenses and other certifications such as elevator andfire protection systems.

COMMISSIONING PROVIDER 5. Certification. Certification of the commissioningprovider could be required according to the provisionsof ISO 17024. The are currently several organizationsthat offer that certification.

COMMISSIONING ENFORCEMENT The AHJ needs assurance that the requiredcommissioning activities are completed before apermit is issued. The AHJ can request a copy of allthe documents for review or rely on the approval andsummary documents by the Commissioning Providerand Owner or owner’s representative. Commissioning Plan Contents A narrative of the commissioning process developedspecifically for the project. The roles and responsibilities for the commissioning providersand the commissioning team through final commissioningactivities. Documentation of communication channels and processesincluding the distribution of the commissioning plan, logs,testing documents and reports during the design andconstruction process. A detailed description of conditions and schedules of thecommissioning process activities, and the list of operations,functions, systems, and assemblies that will be commissioned.Measurable performance criteria shall be included where notshown on the construction documents.

Commissioning Plan Contents The project design documentation and submittal reviewprocedures and reports. Inspection checklists and testing forms, issues and resolutionlog, and commissioning progress reports to be used duringthe project to communicate and track commissioning andinspection process information, including format, approvalsand distribution. The procedures to follow for resolution where thecommissioning evaluation does not meet the Owner’sProject Requirements or design documents.
