The area is prohibited. There are manyvaluable things in the ship, including 900 tonnes of furnace oil and 47 tonnes of diesel," Paradip marine police officer TPatel said. "Coast Guard officials are also keeping a watch on the ship," a Coast Guard official said.Many tourists are also hiring fishing vessels to go as close to the ship as possible. But authorities have marked thearea as "No Navigation Zone". Even the fishermen, who used to frequent that area, have been banned from fishing, anofficial of Paradip Port Trust said. The restriction notwithstanding, the number of tourists is increasing everyday."I used to sell food to only 50-70 people before the ship sank on September 9. But now, I get at least 120-150customers a day, said Ramesh Behera, who owns a food kiosk near the beach. These days, more than 2,000 peoplevisit the beach every day. Earlier, their number was not more than 800 to 1,000 people," beach guard Pravat Pradhansaid.PPT had filed a case against noted scuba diver Sabir Bux on charges of entering the sunken ship without obtainingpermission from the port authorities. "We decided to hire a trawler to keep a watch on the ship. But port authoritiesdid not allow us to visit the sunken ship," said Chandan Sahoo of Kendrapada."In many countries, port authorities allow tourists to visit shipwreck sites. This boots tourism. In some countries,authorities even allow visitors to go scuba diving near the sites. The team includes P. Mohan, director generalof shipping, and Srinivas Nair, director general of port operations.The decision to dispatch the team of experts was taken by the shipping ministry after Paradip Port authorities soughtits intervention following reports of oil spill from the ship that could pose a danger to marine life.MV Black Rose, a Mongolian registered vessel, sank Sep 9 with 924 tonnes of furnace oil on board. The portauthorities have said 900 tonnes of the oil — in semi-solid state — is still inside the ship, but there have been smallspills. Pollution control authorities have reported patches of oil on the coast three to four kilometres away.Apart from the 924 tonnes of furnace oil, the sunken ship was carrying about 25,000 tonnes of iron ore fines. He said after scrapping four ships, the corporation presently has only 11.However, he assured that owing to ageing fleet more ships would be scrapped and the PNSC would be allowed topurchase new ships to create more jobs for seafarers. Senator Ghauri said even during these difficult times wheremany countries are unable to protect jobs, Pakistan is blessed that no lay-offs have taken place officially.He appreciated the hard work of PNSC staff and announced two bonuses on making handsome profit-after-tax ofRs2.3 billion. The minister disclosed that a PNSC ship had been arrested at Myanmar, but assured that it would bereleased within a week and before the court proceedings start. He hoped that the ship would be released before the start of courtproceedings on giving bank guarantee and the Pakistan embassy has also approached the government inMyanmar.The 36-member crew of the ship, he said, hopefully would be in Pakistan by the first week of next month. The ministerexpressed the hope that Sindh would get Rs194 billion in next National Finance Commission (NFC) award and if givenon population basis, it would give Karachi a lion’s share of Rs96 billion.Babar Khan Ghauri said that the provinces should also distribute NFC award on the basis of population and it wouldhelp carry out many development projects of the city. He, however, said it was more important that after getting dueshare funds be used honestly and prudently and only then desired results could be achieved. He regretted that in thepast much of development funds were wasted owing to rampant corruption and no development works were carriedout.Earlier, PNSC chairman Admiral Skandar Waqar Naqvi in his address of welcome said that the corporation’s auditedfinancial results for 2008-09 show net profit equal to last financial year. He said this achievement had been made atdifficult times when there was a recession in other parts of the world and the number of PNSC ships declined from 15to 11 from March 2009, onwards.He disclosed that the delivery of two tankers purchased by the PNSC was due in October but owners have requestedto delay it till Nov 15. As a result of delay in delivery, he said that the PNSC has asked reduction in cost of thesevessels by 1 million. He, however, said it is expected that we would finally enter into a deal at a reduction in cost inthe range of 50,000 to 100,000. Mr Naqvi said after the induction of these two tankers with double hull, the PNSCcould meet country’s POL import haulage up to year 2030.The PNSC would also be able to enter into purchase contract for other ships before the end of this year, he said andadded that the corporation had declared a record dividend and also paid tax to the tune of Rs1.3 billion to the nationalexchequer Source : via Imran FarooqScandinavian ships on the Paris MOUAugust listAt least eight ships with Scandinavian connections are on the Paris MOU list of detained vessels in August. The Danishflagged Maria Soltin, owned by Soltin Shipment AS, was detained for the longest period of time – 13 days in Antwerp– with 16 deficiencies, five of which were grounds for detention.Most of the eight vessels were detained for only one day, for example, the Swedish Pallas Ocean, Pallas Shipping AB,which was detained in Szczecin with nine deficiencies, two were grounds for detention. U.S. Coast Guard Capt. James Whitehead said authorities do not know when the ship channel will open, butthey are assessing the situation every two hours."It's slightly over the threshold of a medium spill. The threshold is 10,000 gallons," Whitehead said. "Mainly we look atthe impact of the area. It's low economic impact at this point."The 458-foot motor vessel, Chemical Supplier, was turning around in the ship channel near Brady's Island around 9p.m. when it struck Buffalo Barge #251. Now they are open almost all the year for navigation,” said Edgard Cabrera,who heads the WMO’s Marine Meteorology and Ocean Affairs division.“That’s why it was necessary to establish five new areas,” he added.Previously, no country had been assigned to provide weather and navigation information in the Arctic seas.The manual will be launched on Thursday by the World Meteorological Organization, the International MaritimeOrganization and the International Hydrographic Organization. The understanding in principle involves four 10,000 TEU ships originally due to be delivered next year, whichhave been postponed until 2014 or 2015. This follows a recent understanding to postpone delivery of nine 12,600 TEUships until 2014 or 2015.This extension of delivery dates marks a major step in completing ZIM's recovery plan, enhancing the company’s cashflow by deferring investments of up to US 2 billion. ZIM CEO, Rafi Danieli: “This understanding reflects the shipyards’clear expression of confidence in ZIM’s recovery plan and in the company’s long term commercial success.“As with the rest of the shipping industry, ZIM has recently been faced with very challenging market conditions in thedepths of a major downturn. Industry experts predict that by 2014-2015 we’ll be well past the current crisis and themarket will have recovered. Based on these estimates we look forward to strong market conditions that will enableZIM to grow, prosper and benefit from the new, efficient fleet at the right time.“The understandings were achieved in part thanks to the Ofer Group’s strong position in world shipping.”ZIM has previously estimated that 2011 will see the first signs of a sustained, albeit gradual upturn in the marinetransportation market. Prevailing industry forecasts anticipate significantly improved trade terms in 2012-2013, due toincreased demand in world markets and the delay in delivery of new vessels.Based on this timeline the company expects to reach an operating profit of around US 100 million in 2011, growing toabout US 350 million in 2012, and around US 500 million in the year 2013.Mr Danieli added: “The 2009 year will mark a uniquely difficult period in terms of the severity of this global shippingcrisis.
