All calls will be treated asconfidential and you can remain anonymous.Fishing regulations are in place to protect andconserve our fish stocks and aquatic habitats toensure that fishing activities remain sustainable.When do I need to pay the fee?The central coast district, extending fromMunmorah State Recreation Park in the north, tothe southern bank of the Hawkesbury River,caters for beach, rock, estuary and ocean fishingactivities. Anglers have the chance of catching awide variety of fish, including Tailor, YellowtailKingfish, Australian Salmon, Luderick, Snapper,Bream, Whiting, Leatherjacket, Flathead andMulloway.The waterways and beaches of the NSW centralcoast offer many fishing opportunities for anglingenthusiasts. This guide will help you tounderstand a number of closures and restrictionsthat apply in the area, for example, the net andtrap restrictions in Tuggerah Lakes and BrisbaneWater.NSW DPI fisheries officers routinely patrolwaterways, boat ramps and foreshores to adviseanglers about responsible fishing practices and toensure compliance with NSW fishing regulations.Fishcare volunteers can also be found at boatramps and on the water in dedicated Fishcarevessels, advising anglers about responsiblefishing practices and distributing saltwater fishingguides and sticky rulers.Information on bag and size limits, fishingclosures and legal fishing gear can be obtainedfrom the NSW DPI websitewww.dpi.nsw.gov.au/fisheries, or by visiting yourlocal NSW DPI fisheries office.When fishing in NSW, in both freshwater andsaltwater, you are required by law to pay theNSW recreational fishing fee and carry a receiptshowing the payment of the fee. This applieswhen spear fishing, handlining, hand gathering,trapping, bait collecting and prawn netting orwhen in possession of fishing gear in, on oradjacent to waters.All money raised by the NSW recreational fishingfee is spent on improving recreational fishing inNSW. Projects include: the installation of fish aggregating devices(FADs) to enhance fishing opportunities fordolphinfish, tuna and marlin; creation of recreational fishing havens; angler facilities such as fish cleaning tablesand fishing platforms; stocking of freshwater fish in dams andrivers; essential research on popular recreationalfish species; restoring important fish habitat; research stocking of mulloway and prawns inestuaries; angler education and advisory programs suchas the fishcare volunteer program, fishingworkshops, get hooked.its fun to fish andfishing guides; building artificial reefs in Lake Macquarie,Botany Bay, St Georges Basin, Lake Conjolaand Lake Merimbula;

You can also pay the fee at some caravanparks, local shops and service stations, manyKmart stores, online at www.licence.nsw.gov.auor by calling 1300 369 365.If you pay for a one year or three year periodonline, over the phone, or at a Touch agent, or ifyou renew your licence using your renewal letter,you will receive a plastic receipt in the post. Youmust be able to produce evidence of payment,such as your receipt number, if requested by anauthorised officer (until you receive your receiptin the post). If you pay for a 3-day or 1-monthperiod, no receipt will be posted.Bouddi National Park (Figure 3). The whole of thewaters of that part of the South Pacific Oceanadjacent to Bouddi National Park is closed to allmethods of fishing.Recreational netting and trappingUpper Hawkesbury River (Figure 2). All watersof the Hawkesbury River, its creeks, tributariesand inlets, upstream to its source from the roadbridge at Windsor are closed to nets of everydescription, except the landing net.Some exemptions apply to paying the fishing fee,including people under the age of 18 and holdersof pensioner concession cards. For furtherinformation on exemptions visit the NSW DPIwebsite or call (02) 4424 7499.You may not need to pay the NSW recreationalfishing fee if you are fishing on a charter boat,hire boat or under the supervision of a fishingguide. Please check with the charter/hire boatoperator, or guide, before you go fishing. If theydo not hold a recreational fishing fee exemptioncertificate you will need to pay the NSWrecreational fishing fee.Figure 1. Budgewoi Lake and Lake MunmorahRecreational fishing closuresA number of fishing closures exist in the CentralCoast area. These exist for a variety of reasons,from public health and safety to preservingunique aquatic environments. The majority ofthese closures are signposted and penaltiesapply for not complying with fisheries rules andregulations.Total fishing closuresAll methods of fishing are prohibited in thefollowing waters.Budgewoi Lake: Munmorah Power House(Figure 1). The whole of the waters of that part ofthe outlet canal of the Munmorah Power House,Budgewoi Lake, north-east of a line bearing 140 across the canal from the south-westernextremity of the breakwall on the south-westernside of the canal to Ourringo Point. The whole ofthe waters of Mooney Mooney Creek, its creeks,tributaries and inlets, upstream to its source fromthe Pacific Highway Bridge are closed to nets ofevery description, except the landing net. Appliesfrom 6 pm Friday to 6 pm Sunday in each week,or from 6 pm Friday to 6 pm Monday whereMonday is a Public Holiday.Berowra Creek (Figure 3). The whole of thewaters of Berowra Creek (also known as BerowraWaters), its creeks, tributaries and inlets,upstream (south) of a line drawn from the mostnorth-eastern extremity of the southern entry ofMarra Marra Creek, to the most south-westernextremity of Morgans Point are closed to any3method involving the use of a hoop or lift net.Applies from 6 pm Friday to 6 pm Sunday in eachweek, or from 6 pm Friday to 6 pm Mondaywhere Monday is a Public Holiday.Patonga Creek (Figure 3). The whole of thewaters of Patonga Creek, its creeks, tributariesand inlets, upstream of its confluence with theHawkesbury River, being a line drawn northeasterly from the easternmost foreshore corner ofOyster Farm no. 59–30 (section 2), on thewestern foreshore, to the southernmost extremityof the reserve on the opposite foreshore. Closedto nets of every description, except the landingnet. Applies from 12 noon Friday to 6 pm Sundayin each week. These waters are also closed toany method involving a hand-hauled prawn net,all year.Tuggerah Lakes (Figure 4). The following watersare closed to any method involving the use of ahoop or lift net, a hand-hauled prawn net, a pushor scissors net (prawns), a crab trap, or a lobstertrap: the whole of the waters of that part of theentrance to Tuggerah Lake from the confluenceof Tuggerah Lake and the South Pacific Oceanbounded by a line commencing on the high watermark at a point 201 m south-westerly from thenorth-western corner of portion 39 in the parish ofWallarah, then north-westerly to 33 19.410′S,151 30.293′E (NSW Maritime Navigation AidNumber 096), then north-westerly to33 19.344′S, 151 30.112′E (NSW MaritimeNavigation Aid Number 095), then northerly to33 19.143′S, 151 29.959′E (NSW MaritimeNSW Department of Primary Industries, November 2014

The following waters areclosed to any method involving the use of a hoopor lift net, a hand-hauled prawn net, a push orscissors net (prawns), a crab trap, or a lobstertrap: the whole of the waters of Terrigal Lagoon,together with its affluent and tributaries.Avoca Lake. The following waters are closed toany method involving the use of a hoop or lift net,a hand-hauled prawn net, a push or scissors net(prawns), a crab trap, or a lobster trap: the wholeof the waters of Avoca Lake (includingBulbararing Lagoon), together with its affluentand tributaries.Cockrane Lake. The following waters are closedto any method involving the use of a hoop or liftnet, a hand-hauled prawn net, a push or scissorsnet (prawns), a crab trap, or a lobster trap: thewhole of the waters of Cockrone Lake, togetherwith its affluent and tributaries.Bait digging and collectionBrisbane Water (Ettalong). The following watersare closed to any method involving the use of aspade or a fork: the whole of the waters andintertidal zone of Brisbane Water from the meanhigh water mark to the middle of the estuary, andextending from the boat ramp at the southern endof Ettalong Beach (at the end of Kourung Street)to the Maitland Bay Drive road bridge at The Rip.A nipper pump is permitted.Figure 4. The whole of thewaters of Budgewoi Creek, together with all itstributaries, extending upwards from the TrafficRoad Bridge to the Pedestrian Bridge at theentrance to Lake Munmorah are closed to anymethod involving the use of a net other than a dipor scoop net (prawns) or a landing net.Wamberal Lagoon. The following waters areclosed to any method involving the use of a hoopor lift net, a hand-hauled prawn net, a push orscissors net (prawns), a crab trap, or a lobstertrap: the whole of the waters of WamberalLagoon, together with its affluent and tributaries.4Brisbane Water (Cockle Creek). The followingwaters are closed to any method involving theuse of a spade of a fork: The whole of the watersand intertidal zone of Brisbane Water, upstreamto its source, from a line drawn from a postlocated at the high water mark at 33 29.418′S151 29.354′E near the western end of OysterLease 76-199, adjacent to Myler Avenue (suburbof Empire Bay), generally north-westerly to thenearest point on the opposite shore at Davistown(includes waters of Cockle Creek, CockleChannel, Empire Bay, Cockle Broadwater,Cockle Bay and Kincumber Creek). A nipperpump is permitted.Brisbane Water (Saratoga Area). The followingwaters are closed to the taking of Shellfish by anymethod: The whole of the waters of BrisbaneWater from mean high water mark at the PublicWharf, View Parade, Saratoga, then along theSaratoga foreshore to Veteran Hall Wharf,Saratoga, and extending 200 metres offshore.Oysters. Collection of oysters for recreationalpurposes in all waters of the Hawkesbury River,including its bays, tributaries, and PatongaCreek, is prohibited.NSW Department of Primary Industries, November 2014

Central Coast and Hawkesbury River Recreational Fishing GuideDigging is prohibited on rock platforms, inseagrass beds, mangroves, saltmarsh areas orwhen targeting pipis.Abalone. A total closure is imposed on the takingof abalone by all methods from Port Stephenssouth to Botany Bay. Limited fishing for abaloneis permitted between Botany Bay and Wreck Bayon weekends and adjacent NSW public holidays.General recreationalfishing rules Leave all commercial fishing gear in placeand do not disturb commercial fishers goingabout their lawful business. Penalties up to 5,500 can apply. All fin fish and invertebrates such as crabs,prawns, worms, nippers, cockles and squidare subject to bag limits and many are alsosubject to size limits.Spearfishers and divers are permitted to use: a snorkel when taking fish; SCUBA and hookah apparatus for scallopsand sea urchins only; and bare/gloved hand only when taking lobsters.Spearfishers and divers are not permitted to use: a light with a spear/spear-gun; a spear/spear-gun to take blue, brown or redgroper or any protected fish; powerheads and/or explosive devices.Spearfishing is prohibited in freshwater as well asmany entrances, coastal lagoons and other tidalwaters.The following areas covered by this guide areclosed to spearfishing. All NSW ocean beaches, excluding the last20 m at each end of the beach. You cannot use any chemical or explosivedevices to take or assist to take fish. Areas closed to all fishing (red areas infigures). It is illegal for recreational fishers to sell theircatch. You are not permitted to alter the length offish or invertebrate by filleting/shuckingand/or removing the head/shell until you arewell away from the water. This rule does notapply at areas normally used for cleaningfish, such as boat ramp cleaning tables, if thefish are for immediate consumption orimmediate use as bait, or for fish that do nothave a legal length. You may clean fish bygilling and gutting only. It is an offence to interfere with any oysterlease. Please ensure that your vessel, yourvessel’s wash or your tackle does notinterfere with any part of an oyster lease,including the oysters. Abalone gut is prohibited for use as bait inNSW waters to prevent the spread of abaloneviral ganglioneuritis (AVG). Tuggerah Lake Entrance (Figure 4). Thefollowing waters are closed to spearfishing:the waters of Tuggerah Lake Entrance withinthe boundaries commencing at the northwest corner of lots A and B of Strata Plan No4000 on Marine Parade; thence by a linebearing 90 for a distance of 160 metres;then by a line bearing generally northwesterly to the south-east extremity of KaragiPoint; then continuing generally northerlyalong mean highwater mark of the easternshore of Tuggerah Lake to PWD Survey markNo 215 at Coogee Avenue; then continuinggenerally south-westerly to the most northwestern point of Terilbah Island and to PWDSurvey Mark No 217 on Picnic Point; thengenerally easterly and south-easterly alongmean highwater mark of the southern shoreof Tuggerah Lake to the point where the linebearing 90 from the point of commencementintersects the mean highwater mark.There is a state-wide closure on the taking ofpipis from ocean beaches. The taking of pipisis prohibited except for their immediate useas bait. Pipis cannot be taken further than 50m from the high water mark. Brisbane Water and a portion of BrokenBay (Figure 3). The following waters areclosed to spearfishing: the whole of thewaters of that part of Brisbane Water togetherwith all its creeks, tributaries, inlets and baysnorth of a line drawn westerly from thesouthern extremity of Box or Hawk Head tothe eastern extremity of Green Point.Spearfishing and divingSpearfishing in NSW is a popular form ofrecreational fishing and has been recognised forits selective fishing practices. Spearfishers anddivers harvesting fish and/or invertebrates inNSW are required to pay the NSW recreationalfishing fee and the same rules and regulationsregarding bag and size limits apply.5NSW Department of Primary Industries, November 2014

Central Coast and Hawkesbury River Recreational Fishing Guide- you should know whether the tides are highor low and coming in or going out.Fish aggregating devices – FADsNSW DPI deploy a series of fish aggregatingdevices (FADs) each year along the NSW coastbetween the months of September and June. TheFADs are funded by the Recreational FishingTrust and are installed to provide improvedfishing for recreational fishers. Plan an escape route in case you are washedin. Stay calm, if you are washed in, swimaway from the rocks and look for a safe placeto come ashore or stay afloat and wait forhelp to arrive. Stay alert. Never ever turn your back on thesea, if the waves, weather or swell threatenyour fishing spot then leave immediately. Ask for advice from locals who know thearea. They will always tell you when an areais dangerous. Fishing, especially rock fishing, can bedangerous. Follow these basic safety tips at alltimes when rock fishing:Do not jump in if someone is washed into thewater. Use your rope or something that floatsto rescue the person. If there is an angel ringnearby know how to use it. Dial 000 to alertemergency services to get help. Fish in a group of aleast three people and within sight of eachother. If someone is washed in, one personcan stay and help while the other alertsemergency services (dial 000). Observe all bag and size limits as well as anyother restrictions for the area you are fishing. Inform others of your plans. Always let friendsor family know where you are going andwhen you wilI be back.Carefully release all undersize or unwantedfish and take only what is sufficient for yourimmediate needs. Take home any rubbish from the fishing spot,especially plastic bags, old line and fishinghooks. Take home any left-over bait or fishdiscards and. ensure you clean away anyresidue. Use environmentally friendly fishing tacklewhere possible. Wear light clothing. Light clothing such asshorts and a spray jacket will let you swimeasily. If you are washed in. Jumpers maybe heavy and difficult to take off. Wear appropriate footwear. Cleats, sandalsand sandshoes with non- slip soles suitdifferent surfaces. Use the appropriate shoesfor the conditions. Wear a life lifejacket. Carry safety gear. Alsobring something buoyant that can be easilythrown and held to help you stay afloat.Carry ropes, a float and torches. Fish only in places you know are safe andnever fish in exposed areas during rough orlarge seas. 6Make sure you are aware of local weather,swell and tidal conditions before goingfishing. Listen to weather forecasts or call theweather information line on 1900 937 107. Beaware that conditions may changedramatically in a short period of time.Observe first, fish later. Spend some time (atleast 30 minutes) watching your intendedspot before fishing to get an idea of theconditions over a full swell/wave cycle. Waveconditions can get worse as the tide changesCatch and releaseCatch and release fishing has increased inpopularity in recent years. Research has shownthat most fish survive using current catch andrelease fishing techniques. The followingimproved fishing practices are suggested tomaximise fish survival. If a fish is deeply hooked, do not try toremove the hook; cut the line as close to themouth as possible and release the fish. It islikely to survive if handled carefully. Use artificial lures or non-offset circle hookswhen using bait to reduce deep hooking offish. Barbless hooks can be used to make hookremoval easier and minimise hook damage. Minimise the length of time the fish is out ofthe water. Ideally, unhook the fish while it isstill in the water. Needle-nosed pliers orNSW Department of Primary Industries, November 2014

Avoid dropping the fish on hard or hotsurfaces and do not hold the fish by the gillsor eyes. Use wet hands or gloves to handle fishbefore release.
