GENERAL RULESGENERAL CONDUCT: Each exhibitor, parent, vocationalinstructor, Extension agent, and adult leader is on hishonor to abide by the rules and report any violations tothe GCFA Executive Board. Upon entry each individualagrees to read and comply with all the rules of theshow as provided herein. Any individual not abiding bythese rules will be subject to penalties including aminimum penalty of loss of the resale value of theanimal withheld from their sale proceeds, forfeiture ofany premium money, or a maximum penalty ofpermanent disbarment from participation in futureshows. Penalties will be prescribed by the GoliadCounty Fair Association’s Executive Board or it’s dulyappointed representatives.1. Only youth who are Goliad County FFA members, Jr. FFAmembers, or 4‐H club members who have not exceeded the12th grade or equivalent and do not exhibit livestock inanother county show are eligible to show or sell in the GoliadCounty Fair slaughter animal sale. For exhibitors to be eligibleto show animals, poultry, and rabbits, the exhibitor mustattend at least 5 of 7 meetings in their respective 4‐H club orFFA chapter between the months of September 2014 andMarch 2015; furthermore the exhibitor must have turned in arecord book in their respective 4‐H club or FFA chapter at theconclusion of the previous show year (due date of books to beset by respective 4‐H club or FFA Chapter). If an exhibitor isaffiliated in both 4‐H and FFA, the exhibitor must completeboth the meeting and record book criteria in at least oneorganization.2. The Goliad County Fair Association (GCFA) will support statelegislation regarding ‘No pass/no play’. Ineligible exhibitorswill not be allowed to show their market animal for judging.However, ineligibleexhibitors will be allowed to have asubstitute exhibitor take their market animal through the sift.The animal will not be judged during the regular show.Ineligible exhibitors who make the sift will sell market animalsat red ribbon prices.6

3. For exhibitors to be eligible to show livestock or make auctionwith a food item, a parent or legal guardian of the exhibitormust attend at least 2 Fair Meetings and at least 2 Fairgroundwork days. The new year begins with the April regular GCFAmeeting.4. At least one parent/legal guardian of exhibitors or theirdesignated adult will sign up on the official concession standwork schedule poster by March 1, 2015, to work in designatedareas.Exhibitor whose parent/legal guardian or theirdesignated adult does not sign up by March 1, 2015, will beineligible to show. Exhibitor whose parent/legal guardian ordesignated adult signs up by that deadline but does not actuallywork their shifts during the show will have 50% of theirsale/premium money retained by the GCFA.5. All exhibits will be controlled by the Division Chairs.6. All exhibitors will turn in Thank You letters to their appropriateorganization, no later than April 1, 2015. Failure to complywith this rule will result in a 25 deduction from sales check forthe exhibitor.7. New rules can be proposed to the Division Chairs, executiveofficers, or 4‐H or FFA advisors prior to the April meeting. Newrules must be approved by the Executive Committee beforebeing voted on by the membership at the May GCFA meeting.Any rule changes proposed during the year may beconsidered by following this process:a. Executive board meets and approve proposed rule.b. Notify membership at GCFA meeting of proposed rule.c. Vote by membership at next regular GCFA meeting8. Any issue not covered by these General Rules and Regulationsshall be considered and acted upon by the Special RulesCommittee (including clarification and discrepancies). SpecialRules Committee consists of the 4‐H and FFA Advisors, theDivision Chairs and the GCFA President.9. The GCFA will not assume any liability or responsibility fordamages, injuries or death to animals or exhibitors.7

PREMIUMS/AWARDSLivestock1. Premium money will be awarded to breeding animals thatreceive a blue ribbon. Amount ofpremium money to beawarded each grade will be set at the regular Goliad CountyFair meeting in April. Exhibitor will be awarded premiummoney for only two animals.2. Premiums will be awarded to only Goliad County 4‐H Club andFFA exhibitors.3. Division champions will receive trophies and rosettes; divisionreserve champions, third place and fourth place winners willreceive rosettes.Show Grand Champion and ReserveChampion winners will be given buckles. An animal divisionmust have at least 3 entries for the buckles to be awarded tothe Grand Champion and Reserve Champion.4. Market Swine, Lambs and Goats 1st, 2nd ,3rd and 4th placewinners in each weight class that do not win Grand Champion,Reserve Champion, 3rd or 4th place of the show shall receivepremium money. Market Steer 1st, 2nd, 3rd, or 4th place winnersin each breed division that do not win Grand Champion,Reserve Champion, 3rd or 4th place of the show shall receivepremium money.5. Exhibitors will receive a maximum of two premiums forbreeding animal’s entries.6. Banners will be awarded to winners in three herdsmancategories as follows:a. Beefb. Swine, Sheep and Goatc. Rabbits and Poultry7. Showmanship buckles will be awarded in beef, swine, lamb,poultry, rabbit and goat divisions in two exhibitor age divisions‐ junior (8 ‐ 13 years) and senior (14 years and older), withages as of check in date. Market and County Junior breedingshow exhibitors are eligible for showmanship competition.8

Homemaking8. Class premiums will be awarded to Junior, Intermediate andSenior entries who are members of 4‐H, FFA, Jr. FFA or FCCLAand receive red or blue ribbons. ****IF ARTICLES ARE NOTCHECKED AND PICKED UP AT CHECK‐OUT TIME, PREMIUMSWILL BE FORFEITED.****9. A Best of Show Award of 50.00 with a runner up award of 25.00 will be given in each of the following Divisions: Clothing,Crafts, Needlework, Shop, Art, Photography and FOOD classes1‐17. This award excludes the High Point Future HomemakerAward.10. High Point Future Homemaker Award: Buckle awarded to theHigh Point Future Homemaker and the Runner Up High PointFuture Homemaker. Any high school youth in 4‐H, FFA, Jr. FFAor FCCLA, desiring to enter this competition must submit a totalof five (5) entries and declare an intention to compete uponentering and before any judging begins. There must be twoentries in Foods, one in Clothing (must be sewn), and two inCrafts, Needlework, Art, Photography, or Shop. High Pointentries will be judged individually on the appropriate classscorecard, then they will be judged as a set prepared by theexhibitor and scored on difficulty or creativity for up to 100additional points. The youth receiving the highest average willbe named the High Point Homemaker. The High Point andRunner‐up winners are guaranteed to auction one of their twofood items provided the items are entered in the classesallowed for auction AND are awarded blue ribbons.9

SALESLivestock1. All sales will be under the control of the GCFA.2. All entries will be sold by experienced livestock salespersonsdesignated by the Sales Committee.3. If all market animals are not sold by judging time, all marketentries will be numerically placed by the judge for sales order.4. All sales must be authentic sales and checks covering samemade payable to the Goliad County Fair Association or GCFA.5. The secretary and treasurer will keep a complete record of allsales, collect from buyers, and make payment to theconsignors.6. All entries designated to be resold may not be sold by privatetreaty.7. All entries passing sifting will be sold only under the authorityof the GCFA.8. Each exhibitor will be held responsible for his or her entriesuntil delivered to buyer's pen or loaded on truck or trailer onSunday morning.9. Sale Schedule: Open auction for Grand Champion, ReserveGrand Champion, 3rd Place Overall and 4th Place Overall in eachof the seven market animal divisions will be held Saturdayafternoon, March 21, 2015. Reserve Grand Champion will notreceive more money than the Grand Champion; 3rd place willnot receive more money than Reserve Grand Champion and 4thPlace Overall will not receive more money than 3rd PlaceOverall. The seven market animal divisions will be at thebeginning of the Sale Order Auction followed by the food itemsto be auctioned.10. All exhibitors who qualify for the auction are required to setupand teardown for the auction on Saturday and are required tosign in for both setup and teardown on the sign‐in sheet/s. A10

parent/legal guardian or designee (determined by the exhibitoror parent/legal guardian) will be allowed to setup andteardown instead of exhibitor and must sign in on the sign‐insheet/s as well. If the exhibitor is not represented by him/her,parent/legal guardian or designate at both setup and teardown50% of the monies earned by the exhibitor at the auction willbe forfeited unless prior arrangements have been made withthe Executive Committee.11. No dyes, paints, or glitter on market animals. If exhibitor doesnot comply, a reduction or resale value will be deducted fromexhibitor’s sale/auction money.12. No item can be added to the Auction unless the proceedsbenefit FFA, FCCLA, and/or 4‐H.13. Youth exhibitors may sell breeding animals at private treaty.14. One lot position is provided for auction with the proceeds tobenefit non‐sale market animal exhibitors. The funds receivedare to be divided equally among all non‐sale market animalexhibitors. Exhibitors in the Sale of Champions auction are noteligible for the funding. Donation items such as livestock,equipment, services and other items could be presented to thebuyers of the lot. The lot will be auctioned after the saleanimals and before the food sale lots.15. Resale animal proceeds (total weight X bid price/pound) will besplit amongst blue and red ribbon barn animals not placing 1, 2,3, or 4 place overall for sheep, goat, and swine market species.Resale steers that placed 1, 2, 3, or 4 overall proceeds (blueribbon premium by an additional buyer) if any, may also besplit amongst blue and red ribbon barn steers not placing 1, 2,3, or 4 place overall.16. Exhibitors must be present for sale of animal. Exceptions maybe permitted only under extreme circumstances; and musthave the approval of the Goliad County Fair Special RulesCommittee. (See General Rule No. 7.) Exhibitors who aresimultaneously exhibiting projects at a major show (i.e. Ft.Worth, San Angelo, San Antonio, Houston, Austin) may have asubstitute eligible 4‐H or FFA member exhibit their projectthrough the sale. It is the responsibility of the 4‐H or FFA familyto inform the division chairman prior to the sale if a substitute11

is to be utilized. It is also the responsibility of the 4‐H or FFAfamily to arrange the substitute exhibitor and is not theresponsibility of GCFA, its advisors, or its volunteers.Homemaking17. Only members of FFA Jr., FFA, FCCLA, and 4‐H are eligible toauction food items.18. For exhibitors to be eligible for the Blue Ribbon Auction, theexhibitor must attend at least 5 out of the 7 meetings in theirrespective 4‐H club, FFA chapter, or FCCLA between themonths of September 2014 and March 2015. In addition we askthat a parent or designated adult make 2 fair associationmeeting.19. Parent/legal guardian of exhibitors must attend two (2) workdays for exhibitors to be eligible to auction. Working in thehomemaking building on Thursday, March 19, 2015, for checkin and during the judging WILL NOT count as a work day tofulfill livestock or food auction requirements and eligibility toshow or auction.20. At least one parent/legal guardian of exhibitors or theirdesignated adult will sign up on the official CONCESSIONSTAND poster by March 1, 2015, in order for the exhibitor to beeligible to auction. Any entry not abiding by this rule will notbe allowed to go to auction.21. Exhibitors MUST pre‐register by March 1, 2015 on Show Works.22. Each exhibitor will be limited to selling ONE food item in theAuction. Exhibitors must declare an item for auction when theentry form is completed at check‐in. If more than one item isdeclared for auction, exhibitor must rank the items 1, 2, and 3,in the order they wish, in case more than one item is declaredeligible for auction.23. To be auctioned, an item must receive first place in classes 1‐17. The 1st place item must be awarded a blue ribbon to beeligible for auction.12

24. All madewith yeastClass 10Semi Homemade (anything with a mix,refrigerator dough or biscuit. Amount of itemsubmitted still follows other class rules ex: 6cookies, 3 muffins)Class 11Quick breads – 1 loaf, not sliced, or 1 full recipe(i.e. cornbread or coffee cake without yeast)Class 12Muffins, biscuits – a plate of 3 standard or 6super minisClass 13Cake, plain – no glaze, may have powderedsugar or cocoa dustingClass 14Cake w/frosting and/or filling, and/or glaze.Includes cake balls (made from scratch)Cupcakes, from scratch, with/without frostingClass 15or filling, plate of sixClass 16Decorated Cake – cake mixes may be used(judged on decoration only). Includes cakeballs (if decorated, not judged on taste)Class 17Snack mixes – quart size zip bag25. All Food Auction participants are required to bring freshlyprepared items for the auction in a decorated container withthe recipe attached. Winners in the cookies, brownies, candy,tarts, yeast rolls, muffin, and snack mix classes (Classes 1, 2, 3,4, 6, 8, 9, 12,15 and 17) must furnish the complete batch onday of auction. (ex: 36 cookies, 2 bread loaves)13

26. Food Auction participants must be present at auction for itemto qualify. Exceptions may be permitted only under extremecircumstances and must have prior approval.27. Food Auction items will remain on display in the HomemakingDivision Building until check‐out time 5:00 p.m. – 6:00 p.m. onSaturday, March 21, 2015.28. Food Auction items will be sold to buyers who submit thehighest bid at the public auction. Of the final bid on foodauction items Class 1 through Class 17, 70% will go to the youthentering the item and 30% will go to the benefit of youthpremiums.29. High Point Future Homemaker Runner‐up will not receive moremoney at the auction than the High Point Future Homemaker.All money earned by exhibitor at the auction will be awarded tothe exhibitor. High Point and Runner‐up ARE REQUIRED to be amember of FFA, Jr., FFA, FCCLA, or 4‐H to be eligible to auction.14

LIVESTOCK DIVISION1. At time of show exhibitors will be called to the ring a total ofthree times. If at the end of the third and final call, exhibitorhas not entered the ring in a reasonable amount of time, thatexhibitor will be disqualified. Only exception will be made ifexhibitor’s animal is being uncooperative.2. Coloring and/or dye of any kind in any market animal above thehocks intended to alter the classification/appearance of theanimal is prohibited. Products used to condition/enhance skin,such as powder or oil, can be used by all exhibitors.3. No diuretics or chemicals of any kind will be used to alter theappearance, weight or disposition of the animal. In the eventan animal must be treated for any illness it must be clearedwith the show officials first. If it is not first cleared with showofficials, the animal will be disqualified from the show.4. To foster fair competition, provide a level competitive field andto protect the safety of food, the showing of unethically fittedlivestock or livestock of any ineligible age for exhibition in theclass entered is strictly prohibited. Unethical fitting means anyattempt to alter the natural appearance, conformation,musculature or weight of an animal by any unnatural means orby the use of injections or feeding of material not conducive tothe health of the animal, safety of food or marketability of itscarcass. (Unethical fitting includes but is not limited toartificially filling animals by stomach pumping, airing injections,bruising, etc.)Animals showing signs of having beenunethically fitted will be disqualified.5. If animal does not meet government inspection standards forhuman consumption, the exhibitor may lose the whole amountof price paid for the animal.6. Parents are not allowed in the show ring other than showofficials.7. All exhibitors must properly feed, water and care for theiranimals at the show through Saturday night.15

8. All animals must be returned to their designated stalls eachnight by 10:00 p.m. (if removed during the day for the purposeof tying out).9. All exhibitors and/or parents are required to help in thelivestock barn with clean up and loading of resale animals onSunday morning at 7:30 a.m. or Sunday afternoon clean up atthe Rodeo and Barbecue areas immediately following the endof the Rodeo. All families will sign in with designated chairmenverifying participation in Sunday activities. No check will bereleased to exhibitors without proof of participation in Sundayclean up. You will receive only resale money for violation.10. In the event an animal must be treated for any illness it mustbe cleared with the Show Officials first. If it is not first clearedwith Show Officials, the animal will be disqualified from theshow.11. Exhibitors in poultry are allowed to have only other current 4‐Hor FFA members help them in the arena.12. No adults except division chairmen and judge allowed in arenaduring judging.13. Project supervision – The County Agent or Vocational Teacherunder whose supervision the projects are completed shallcertify to the compliance that the boy or girl is eligible underthe rules of this show.14. Animal residency ‐ Any exceptional circumstances of an animalnot being fed in Goliad County or being fed outside the schooldistrict in which they live will be presented to the ExecutiveCommittee explaining the reasons for such conditions existing(to include the distance from residence to facilities whereanimal is being fed) and the Committee shall rule on theeligibility on a case by case basis.15. All livestock projects to be entered and eligible to show mustbe the property of the exhibitor, on feed and under the dailycare of the exhibitor by the perspective validation date andacknowledged to the boy or girl’s respective supervisor(meaning County Agent or Vocational Agriculture Instructor).16

16. Exhibitors must be present for showing of animals. Exceptionsmay be permitted only under extreme circumstances; and musthave the approval of the Goliad County Fair Special RulesCommittee. (See General Rule No. 7.) Exhibitors who aresimultaneously exhibiting projects at a major show (i.e. Ft.Worth, San Angelo, San Antonio, Houston, Austin) may have asubstitute eligible 4‐H or FFA member exhibit their project inthe show. It is the responsibility of the 4‐H or FFA family toinform the division chairman prior to the show if a substitute isto be utilized. It is also the responsibility of the 4‐H or FFAfamily to arrange the substitute exhibitor and is not theresponsibility of GCFA, its advisors, or its volunteers.17

Validations/Feeding Period1. Families may validate all market animals without designatinganimals to specific exhibitors.2. Breeder swine must have been validated on December 6, 2014,to be entered. No breeder rabbits can be entered after January15, 2015 and must have been validated on February 7, 2015.3. Validation times are between 8:00 am and 10:00 am.Commercial Heifer appointments must be made with the agri‐science teacher and County Agent by September 12, 2014.4. Limit on the number of head that can be validated varies in anindividual species.5. The feeding period is defined as taking ownership of a projectby the validation date, abiding by the GCFA residency rule, untilcheck‐in date, March 19, 2015.6. State validated hogs will not have to be validated on December6, 2014 (County Validation Date). During Major ShowValidation (November 1 – November 30), if an exhibitor is inpossession of a gilt which cannot be state validated(superseded by state rule), it may be county validated by theState Validation Committee (consisting of the county agent andagri science teacher). Only one of those hogs may be shown asa market entry.7. State validated lambs and goats will not have to be validated onDecember 6, 2014 (County Validation Date) they will bevalidated during Major Show Validation (October 1 – October31, 2014).18
