Visit McMinnville “Foundations” Mural ProjectCall to ArtistsLocation 2: Yamhill County Housing Authority BuildingRevision: V8 Date: April 24, 2021PROJECT OVERVIEW:The “Foundations” project consists of conceptualization, preparation, and execution of a Muralon the west facing wall of the Yamhill County Housing Authority building, facing the traintracks.PROJECT OBJECTIVES:-Create an approachable art piece attractive to locals and visitorsAdd visual interest and culture to a colorless areaBe highly visible from a distanceImprove wayfinding between McMinnville’s historic downtown and the Granary District,and encourage foot traffic between the two areas across the train tracksWe wish for the Mural to be representative and respectful of the history of the McMinnville areaand create a sense of place. This location runs parallel to train tracks and directly across from ahistorical train station, and it is the halfway point between our historic downtown core and theGranary District (an up-and-coming makers’ district full of wineries, tasting rooms, restaurants,breweries, and shopping). It is a prominent location in the heart of our City, located at acrossroads between our history and our future. It will serve as an important part of the landscapefor years to come. Submissions should reflect the themes above.NOTE: This project is the second of a series of Mural installations planned over the coming 3-5years and is intended to be a first in a series leading from the Historic Downtown to the GranaryDistrict.PARTNERS:-McMinnville Downtown Association Committee for Public Art (MDACPA)Visit McMinnville (VM)Yamhill County Housing Authority

-Final Selected ArtistAPPLICATION GUIDELINES:All applications will be reviewed and juried to help ensure the quality of the project andsuitability of the concept to public art and to the City. Both solo artists and teams of artists willbe considered for the project.To be considered, each of the following must be included with the Artist/s application: Current personal resume of the Artist/s (maximum 2 pages per artist).Images of prior Murals completed by the Artist/s, not more than 10 pages.Full contact information for the Artist/s.A minimum of 1, but no more than 6 images or sketches, of each proposed Mural may besubmitted.o All images submitted must be labeled with name of Mural and the Artist/s, so asto avoid confusion.o Please include a master list of images if the application includes more than oneproposed finished Mural.The intended color pallet of the Mural.An estimated budget for the proposed project.In the case of multiple submissions, each proposed Mural will be judged on its own merits.Applications must be submitted to BOTH of the following email c.comApplications must be submitted no later than 5:00 PM, June 11, 2021.From these applications, one to four finalists will be selected and notified. The selected finalistswill receive a stipend of 500.00 to develop a finished proposal, including their proposedbudget. The final proposals will be due no later than July 16, 2021. These proposals will bereviewed by our selection committee. Each submitting finalist Artist/s will have an individualArtist/s meeting with the selection committee to present and explain their proposed Mural. Thiswill lead to the selection of the Artist/s to create the Mural. The final selection is intended to becomplete by July 30, 2021.BUDGET:A maximum budget of 20,000 is available for the completion of this project. Included within thisamount must be all necessary materials and supplies, equipment (such as scaffolding, ladders, drop cloths,etc.), workman’s compensation and liability insurance, transportation to and from site, as well as anynecessary artist lodging and meals during the duration of the project.

SITE PREPARATION:The site will be prepared for the artist prior to the beginning of the art installation by VM/MDACPA , atno expense to the Artist/s. Site preparation includes removal of existing weeds and vegetation, cleaningthe surface of the wall by an approved method, and application of primer and finished anti-graffiticoating.AUDIENCE:-McMinnville area citizens supporting downtown businessesVisitors; food, wine, history & travel enthusiasts exploring McMinnvilleWHAT ACTION DO WE WHAT THEM TO TAKE?-Appreciate a unique art pieceFeel a sense of place and connectionFeel safe and confident in traveling by foot from downtown to the Granary DistrictREQUIREMENTS:---The Mural must have an expected life of more than 10 years without restorationThe Mural must not extend more than 2 inches from the wall or façadeThe height of the Mural must not exceed the height of the concrete block wall withoutagreement from VM and MDACPAThe concrete block will be cleaned in one of three ways:*Sand blastingScrubbing with a solution of detergent and TSP(tri sodium phosphate)Pressure washing with a solution of detergent and TSPThe concrete block will then be primed with an acrylic gesso paint. Latex gesso is notapproved for this project. The gesso may be tinted with Acrylic paint if so desired as partof the composition.*The Mural shall be painted using a color fast, high quality Acrylic Paint and shall staywithin the color pallet submitted with the Artist/s application.Three (3) coats of non-sacrificial VandlGuard anti-Graffiti Coating, or equivalent, will beapplied; airless spray equipment preferred. Sacrificial anti-Graffiti coatings are notacceptable.**The priming of the Mural site and the finished anti-graffiti coating will be provided at byVM/MDACPA. As will the removal of all weeds and small plants at the site.

This provision will be agreed to inwriting between the parties before any paint is applied.

LOCATION DESCRIPTIONThe location of the mural is on the beige concrete bottom portion of the west facing wall of theVillage Quarter building shown below; dimensions are roughly 70’ wide x 10’ tall. The buildingis owned by the Yamhill County Housing Authority.
