Revised June 1, 2021Page 3North American Numbering PlanNumbering Resource Utilization/Forecast (NRUF) Report,Form 502JOB AID to Report Geographic Utilization and Forecast DataThis NRUF Geographic Job Aid provides information that supplements theinstructions for completing and submitting FCC Form 502 to NANPA.It is not intended to replace the instructions which are contained in the Excel version of Form 502 (the far right tab in the workbook) which is available on theNANPA website (www.nanpa.com) under NRUF/Submission Methods andResources. The instructions are also available in NAS after logging in underRequest for NRUF/Geo 502 Instructions.This document provides essential information for completing the Excel , andelectronic file transfer (EFT) or FTP versions of Form 502 by providing step-bystep instructions and applicable field calculations.Procedures for completing the on-line version of Form 502 are described in theNRUF (Form 502) On-Line User Guide on the NANPA website at:https://www.nationalnanpa.com/tools/nasUser guide.htmlJune 1, 2021 Update: Questions concerning this Job Aid should be directed toNANPA at 571-363-3824.I.How Often Carriers Must Submit the NRUF ReportThe Form 502 is a Federal Communications Commission (FCC) Form, approvedby the Office of Management and Budget (OMB Approved No. 3060-0895) onJanuary 1, 2001. The current Edition Date is June 2016.All reporting carriers must submit NRUF Reports to NANPA semi-annually, on orbefore February 1 for the preceding 6-month reporting period ending onDecember 31, and on or before August 1 for the preceding 6-month reportingperiod ending on June 30.Per the Report and Order in the Matter of Numbering Resource Optimization, CCDocket No. 99-200, FCC 00-104, March 31, 2000 (“NRO Order”), an individualstate commission may reduce the reporting to an annual submission which wouldbe due on the August 1 submission deadline.Page 3

Revised June 1, 2021Page 4II.Who Must Submit NRUF ReportsReporting is mandatory for reporting carriers as defined in the NRO Order. Allcarriers that receive numbering resources from NANPA (i.e., code holders), orreceive numbering resources from the Pooling Administrator (PA) in thousandsblocks (i.e., block holders), must report utilization and forecast data to NANPA.In addition, carriers that receive intermediate numbers must report utilization datafor such numbers in their inventories to NANPA to the same extent required forcode and block holders. For intermediate numbers controlled by non-carriers(such as retailers or unified messaging service providers), the carrier thatprovides intermediate numbers to such entities must report utilization andforecast data to NANPA for these numbers.Reporting is also mandatory for Interconnected VoIP service providers that obtainnumbering resources directly from the Number Administrators per FCC 15-70,Report and Order In the Matter of Numbering Policies for Modern CommunicationsWC Docket No. 13-97, June 22, 2015, which also provides this clarification onintermediate numbers:“ numbers provided to carriers, interconnected VoIP providers, or other noncarrier entities by numbering partners should be reported as “intermediate,” anddo not qualify as “end users” or “customers” as those terms are used in thedefinition of “assigned numbers” in section 52.15(f)(1)(iii) of the Commission’srules.[1]”Ported NumbersIn the case of ported numbers, if a carrier ports numbers for the purpose oftransferring an established customer's service to another service provider, theporting-out carrier should classify the numbers as "Assigned" and the numbersshould not be counted by the receiving/porting-in carrier.Resold Services“Resold” services should also be treated like ported numbers, meaning thecarrier transferring the service to another carrier or non-carrier entity shouldclassify the numbers as “Assigned” and the numbers should not be counted bythe receiving carrier. These numbers should not be considered intermediatenumbers because the intermediate classification only applies to blocks ofnumbers obtained from or given to another carrier or non-carrier entity for futureassignment. Numbers transferred with resold services already have establishedcustomer assignments and therefore cannot be used for future assignment.[1]47 C.F.R. § 52.15(f)(1)(iii).Page 4

Revised June 1, 2021Page 5III.Who is Not Required to Submit NRUF ReportsA non-carrier that receives numbering resources from a carrier is not required tosubmit Form 502. Examples of non-carriers are retailers and unified messagingservice providers. A carrier or non-carrier that receives numbers through “resold”services should not report on these numbers. Please see the above explanationin Section II.IV.Submission Methods & NAS RegistrationAll reporting carriers must be registered NAS users and must have selected theNRUF resource subscription in NAS when registering. Form 502 must besubmitted via FTP, spreadsheet attachment to e-mail, online entry into NAS,compact disk (CD), or paper.Service providers must maintain an active NAS profile in order to submit anNRUF by renewing their password every 180 days. Per the North AmericanNumbering Plan Numbering Resource Utilization/Forecast Reporting (NRUF)Guidelines (ATIS-0300068; section 6.6), published by the Alliance forTelecommunications Industry Solutions (ATIS): “SPs are responsible for keepingcompany contact information updated by maintaining an active NAS profile withthe NANPA.”June 1, 2021 Update: In addition, SPs are encouraged to review/update their NASprofiles periodically. The user must ensure that the applicable NAS profileincludes accurate company information, and all the OCNs, states, and NPAs forwhich the user plans to report NRUF data. More information onregistration/renewing passwords is available by calling the NANPA Help Desk at866-623-2282 or by referring to the NAS User Registration Guide located on theNANPA r guide.htmlService providers should also subscribe to the NANP Notification System (NNS)when registering in NAS and check the NNS notification type “Notificationsconcerning the submission of the NRUF Form 502” to receive reminders ofsubmission due dates and other notices applicable to NRUF. NANPArecommends that service providers should have a company representativeregistered in NAS to receive notifications regarding NRUF, even if a consultant isregistered on behalf of the service provider.Page 5

Revised June 1, 2021Page 6Reporting carriers using the e-mail submission method must submit the NRUFForm 502 to NANPA by sending the completed form as an e-mail attachment tonruf@nanpa.com. The entire workbook must be submitted directly tonruf@nanpa.com without forwarding. File images such as Clip Art , companylogos, and textured backgrounds (e.g., .gif, .bmp, .png, .jpg file types) should notbe included in the e-mail text as these file types can be caught by corporatespam filters. A digital signature should not be added to any e-mail with a Form502 attachment.On-Line Form 502s are submitted via the NANPA website by selecting NASLogin/Login to NAS.June 1, 2021 Update: Those carriers who wish to submit their NRUF via CDshould first contact NANPA at 571-363-3824 to obtain the correct mailingaddress.NANPA will enter paper submissions (faxed or mailed copies of the Excel spreadsheet) on behalf of service providers. Carriers using this method will becharged a fee by NANPA. The fee for this service is described at:https://www.nationalnanpa.com/news/enterprise service.htmlJune 1, 2021 Update: If a reporting carrier chooses to submit Form 502 on paper,the entire workbook must be submitted. Carriers are requested to contactNANPA at 571-363-3824 prior to submitting a paper Form 502.June 1, 2021 Update: Carriers can expect to receive an e-mail confirmation orerror notification for NRUFs submitted via e-mail, FTP, CD, or paper within 5business days. If a confirmation or error notification is not received, please call571-363-3824 or 571-363-3826.A tracking number is displayed to the on-line user upon successful submission ofan NRUF in NAS. Errors are presented immediately to on-line users and mustbe corrected before proceeding.V.Reporting RequirementsThe reporting carrier must complete a minimum of three forms for each NRUFsubmission: Company information, one utilization, and one forecast. The twoexceptions to this requirement are: Intermediate reporting carriers are not required to complete a forecastform. This exception only applies to carriers that operate solely asintermediate carriers.Page 6

Revised June 1, 2021Page 7 Reporting carriers that do not have any assigned numbers are notrequired to complete a utilization form.Please note that if a carrier does not foresee a need for growth resourcesassociated with a specific Service Provider Operating Company Number (SPOCN), the carrier should still complete the appropriate forecast by entering zerosfor Year 1 through 5 on the appropriate growth forecast worksheet (F1b, F2b, orF3b).Newly Assigned ResourcesFor newly assigned resources, carriers must report on all codes/blocks assignedto them as of June 30 or December 31, regardless of the effective date of thecode/block. This means that if a carrier was assigned a code/block as of June30, that carrier should report that code/block on the appropriate utilization formfor the August 1 submission, and if the carrier was assigned a code/block as ofDecember 31, that carrier should report that code/block on the appropriateutilization form for the February 1 submission. In any instance when you havereceived a Part 3 Administrator confirmation on the assignment of an NXX(central office code) from NANPA on a different date than you received a Part 3AAdministrator confirmation on the assignment of an NXX-X (thousands-block) forthe same NXX from the Pooling Administrator, please use the NANPA date todetermine whether you need to report on the newly assigned resource.Returned ResourcesService providers are not responsible for reporting utilization on resources thathave been returned to a Numbering Administrator as long as the SP is in receiptof the Part 3 or Part 3A by December 31 for the February 1 submission and byJune 30 for the August 1 submission. If the SP’s request was suspended on thePart 3 or Part 3A, the SP is not expected to report utilization.Transferred ResourcesFor code transfers, block transfers, or OCN changes, SPs should use theAdministrator Part 3 or Part 3A approval date of code/block transfer or OCNchange, not the effective date, to determine under which OCN utilization is to bereported.Page 7

Revised June 1, 2021Page 8VI.Reporting Based on Separate Legal Entity Identified byOperating Company Number (OCN)Carriers must submit their NRUF data based upon the SP OCN and must includeall thousands-blocks and central office codes assigned to the OCN. Carriersshould not file a separate Form 502 for each NPA, nor should they file separateNRUF reports for the utilization and forecast data under the OCN.VII.Major and Minor NRUF ErrorsSubmissions with major error(s) will be automatically rejected and the NRUF willnot be considered on file. Examples of the types of NRUF submissions that willbe automatically rejected include: Submissions in which specific fields of the company information page aremissing. The specific fields are: Parent Company Name Service Provider Name Company Address City State Zip Contact Name Contact Tel# E-mail Parent Company OCN SP OCN SP FRN SP Service Type Submissions using a version of Form 502 other than the current Form 502(June 2016 Edition Date).Submissions in an Excel format other than .xlsm or .xlsx (e.g., .xls).Submissions which contain an e-mail address not associated with anactive NAS registration and password.Submissions where the carrier alters any of the forms within the Excel workbook, including changing the order of forms, deleting forms, removingcells, modifying calculations, or embedding a reference to anotherspreadsheet.Submissions which do not contain the required minimum of threecompleted forms (please see the two exceptions noted under Section V,Reporting Requirements) within the Excel workbook, or if all utilizationand forecast forms contain no data.Submissions in which the Parent Company OCN and/or SP OCN have notbeen added to the user’s NAS profile.Submissions in which the SP FCC Registration Number (FRN) field is notpopulated or is not 10 digits.Submissions in which a rural carrier did not complete the RuralCertification Form.Page 8

Revised June 1, 2021Page 9 If a carrier reports utilization multiple times for the same block or code.If a carrier forecasts multiple times for the same NPA/Rate Center orNPA/State.Submissions which do not contain the correct FTP file name format.Submissions with minor error(s) will not be automatically rejected, but the carrierwill be notified of the error(s). Examples of minor errors in NRUF submissionsinclude: If a carrier includes an invalid rate center name on a utilization or forecastworksheet.If a carrier marks a block as “Donated to the Pool” and reports greaterthan 10% utilization (please see Section XV.D, Reporting Utilization onContaminated Blocks.)If a carrier reports a forecast for more than one NXX or NXX-X for initialcodes/blocks on F1a or F2a.If a carrier reports utilization that adds up to more than 1,000 telephonenumbers (TNs) on any of the rows on Form U1 (Utilization Reporting Form(for Non-Rural Primary Carriers)) or more than 10,000 TNs on any of therows on Form U2 (Utilization Reporting Form (for Rural Primary Carriers)).If a carrier reports utilization of more TNs than received on Form U3(Utilization Reporting Form (for Non-Rural Intermediate Carriers)) or FormU4 (Utilization Reporting Form (for Rural Intermediate Carriers)).If a carrier forecasts for TNs rather than thousands-blocks or NXX codes.For example, if the carrier fills in 10,000 in the Year 1 section of the F2bwhich would result in a forecast of 10,000 NXXs versus 10,000 TNs.If a carrier fails to enter carrier/entity information in the Notes/Assigneefield when the carrier reports intermediate numbers or the carrier is anintermediate carrier. Primary carriers are expected to enter the name ofthe entity to which the primary carrier gave numbers, and intermediatecarriers are expected to enter the name of the carrier from which theintermediate carrier received numbers.If a carrier forecasts a need for over 50 blocks or codes in one rate centerin one year (on F3a and F3b the limit is 100 NXXs in one NPA in oneyear), NANPA will consider this an error until the carrier confirms theforecast.If a carrier fails to completely remove data from a spreadsheet within theForm 502 (please see Section XV.D, Moving Data from One Sheet toAnother.)Submissions that contain unrecognizable NPA information.In all of the above examples, NANPA will send notification to the carrier of thereason the form must be revised and resubmitted. Failure to correct theidentified errors may result in numbering resources being withheld.Page 9

Revised June 1, 2021Page 10The Excel version of Form 502 includes a button labeled “Check the DataBefore Submitting” on each of the worksheets except the Company Informationpage. A carrier can use this button after populating each worksheet to run anerror check on the respective page. Error messages displayed at the right end ofeach row should be corrected before submitting the form to NANPA. Included inthe errors checked are that the rate center is ten characters or less, the NPA isthree digits, and the SP OCN is a four-place alphanumeric. Please note thatNANPA performs final verification of these fields once the Form 502 is received.VIII. Missing or Anomalous DataNANPA will send a Missing Utilization notification to any carrier who has filed anNRUF for the current NRUF cycle but who has not filed a utilization form for allnumbering resources assigned to the carrier’s OCN in NAS or PAS (PoolingAdministration System).NANPA will send an Anomalous notification to any carrier who has not filed anyNRUF for the current NRUF cycle and who has numbering resources assigned tothe carrier’s OCN in NAS or PAS.If a carrier’s code assignment records need to be updated in NAS to show theproper OCN assignment, the carrier should file a Part 1 to change those recordsor contact NANPA for assistance. If a carrier’s thousands-block assignmentrecords need to be updated in PAS to show the proper OCN assignment, thecarrier should file a Part 1A to change those records or contact the PoolingAdministrator for assistance.As part of NANPA’s efforts to ensure the integrity of code and thousands-blockassignment data, NANPA may send a Missing Utilization or Anomalousnotification to a carrier if it appears an NRUF has not been properly filed. Suchnotifications will typically be distributed within 90 days of the submission deadlinebut may also occur at any time there is a need to address potential code orthousands-block assignment data discrepancies. To avoid receiving a MissingUtilization or Anomalous notification, Primary Reporting Carriers must submit theNRUF utilization on a U1 or U2.In cases in which NANPA concludes the data provided on an NRUF isinsufficient, NANPA may refer the matter to the appropriate state commissionand the FCC. No additional resources will be assigned to that carrier until theappropriate state commission has resolved all questions regarding theinconsistency or anomaly.Service providers are advised to run a Utilization Missing Report in NAS. TheUtilization Missing Report shows geographic codes and thousands-blocks wherethe service provider in NAS did not report utilization on codes or thousandsblocks assigned to them for the current cycle.Page 10

Revised June 1, 2021Page 11IX.Form 502 FTP SubmissionThe text file format for submitting NRUFs via secure FTP is specified by the FTPFile Format instructions on the NANPA website under NRUF/SubmissionMethods and Resources.June 1, 2021 Update: Please note that using FTP submission will require NASregistration. If you plan to transmit your file in text file format, please contact theManager, Data Management at 571-363-3824. Testing will be required.Directions for completing the Form 502 in the text file format differ slightly fromthe Form 502 Excel file format in the following areas: When a reporting carrier submits using Excel , the carrier is directed tosubmit the entire workbook, regardless of how many worksheets arepopulated. If a carrier chooses to report via FTP, the carrier should onlysubmit those files that contain data. When a reporting carrier updates the Form 502 submitted via FTP, thecarrier only needs to submit those text files that contain changed data. Forexample, if a carrier needs to add a growth forecast for a new rate centernot originally reported, the carrier can simply submit the revised F1b viaFTP. If a carrier chooses to report via FTP, the carrier must fill in the appropriateutilization level and amount of available numbers.The FTP file specifications state that the utilization level on the FTP file in the12th field should be a number, and it should be calculated for U1 and U3 at the1000-block level and for U2 and U4 at the code (10,000 TN) level.For U1 the calculation would be:(Assigned/(1000 - Intermediate numbers)) x 100For U2 the calculation would be:(Assigned/(10,000 - Intermediate numbers)) x 100For U3 the calculation would be:(Assigned/(Received numbers - Intermediate numbers)) x 100For U4 the calculation would be:(Assigned/(Received numbers - Intermediate numbers)) x 100For example, in completing U1, if a carrier had 101 numbers assigned and 60Page 11

Revised June 1, 2021Page 12numbers in intermediate status in a 1000-block, the utilization percentage fieldwould be 10.7.If a carrier donated an uncontaminated block to the pool, on the U1 the carriershould report 1000 in the 11th field (Donated to Pool) of the utilization information,and the carrier should report utilization percentage in the 12th field as 0.00. Thecarrier should report 1000 in the 10th field (Available). Treatment ofcontaminated blocks is discussed in XV.D (Reporting Utilization on ContaminatedBlocks).Submission of the correct number of files (i.e., one utilization and one forecast)applies to all FTP submissions per the Reporting Requirements (Section V).X.NRUF on File for Request for NXX or NXX-X AssignmentWhen a carrier submits a Part 1 to NANPA Code Administration or a Part 1A tothe Pooling Administrator, the Number Administrator is required to verify that thecarrier identified by the SP OCN indicated on the Part 1 (or Part 1A) has anaccepted NRUF on file with NANPA for the requested NPA (for non-pooling areacodes) or for the requested rate center in an NPA (for pooling area codes). AnNRUF for the current reporting cycle must be on file with NANPA for the carrier toreceive numbering resources.If a carrier applies for a code or block and the Number Administrator does notfind an NRUF on file as outlined above, the Number Administrator will deny theapplication and provide to the applicant a Part 3 or Part 3A stating that theapplicant must have an NRUF on file, including an appropriate forecast for thearea in which the resources are being requested. Additional instructions will beprovided on where to obtain a copy of the NRUF Form 502 and appropriateNANPA contact information for the applicant to address their questions.Although Parent Company information (Parent Company Name and ParentCompany OCN) is required on the NRUF report per the NRO Order, only the SPOCN field is utilized for purposes of verifying that the carrier has an NRUF on file.XI.Process for Revising or Correcting NRUF SubmissionsJune 1, 2021 Update Please note that you can revise your NRUF submission forthe current period if you find that you need to update your utilization and/orforecast. If you need to update the forecast to request new codes or thousandsblocks in an area for which you did not provide a forecast in your most recentsubmission, it is recommended to allow at least two business days from the timeyou submit your updated NRUF prior to attempting to request a thousands-blockfrom the PA. Please note that if you are experiencing problems submitting athousands-block application for an NPA for which you recently updated yourNRUF, please contact the NANPA Help Desk at 866-623-2282.Page 12

Revised June 1, 2021Page 13If the NRUF submission is found to have errors which prevent the submissionfrom being accepted into the NRUF database (such as invalid OCN, insufficientdata, etc.), the carrier will be notified of the error(s) and the carrier should correctthe submission immediately. The corrected form should be sent directly to theNRUF representative e-mail address as directed in the NANPA notification.Service providers that fail to address the problem(s) identified by NANPA withtheir submission will be deemed, for purposes of applications for numberingresources, not to have an NRUF on file which may result in a code or blockdenial.NANPA strongly recommends that the service provider re-submit their NRUFusing the same method (i.e., e-mail or FTP) used for the original submission untilall errors have been resolved. Attempting to correct an error generated from ane-mail or FTP submission using the NAS on-line submission method may not besuccessful depending upon the specific error.If a carrier changes an SP OCN after the most recent Form 502 submission, thecarrier must submit a new Form 502 forecast. The new Form 502 should containthe new SP OCN in the company information and the appropriate forecast form.The carrier must submit the new forecast prior to submitting a code or blockapplication using the new SP OCN.NANPA will accept updates to previously-submitted NRUF submissionsassociated with the current reporting cycle. Carriers are directed to send Excel (e-mail version) updates to nruf@nanpa.com and send error corrections to theNRUF representative identified in the NANPA notification. Carriers should notsend them to both e-mail addresses.XII.NRUF Overwriting GuidelinesTo avoid the potential for inadvertently overwriting previously-submitted data,NANPA recommends service providers use one submission method (Excel viae-mail, FTP, etc.) for their initial submission and any subsequent submissionsduring an NRUF cycle.Understanding that service providers that use e-mail or FTP for their initialsubmission may desire to use the on-line method to update their NRUFsubmission (e.g., modify an existing forecast, add a forecast for a new NPAand/or rate center), NANPA recommends the carrier continue to use the NAS online method for updates for the reporting period. Service providers should avoidgoing back and forth between submission methods to avoid any data beinginadvertently overwritten.If a carrier submits NRUF data on-line in NAS and then needs to use the e-mailor FTP submission method during the same NRUF cycle, the carrier must includePage 13

For e-mail and FTPupdates/revisions, this means service providers must include all previouslysubmitted data as well as the update/revision as the new submission willoverwrite any previously-submitted data.XIII. NPA/Rate Center Changes (Overlays, Splits, etc.)Carriers are instructed to submit utilization and forecast data for all NPAs inmandatory dialing as of the specific reporting cycle (June 30 for the August 1submission and December 31 for the February 1 submission).In the case of an area code overlay, service providers should report utilization forassigned resources in the parent (i.e., the “original”) NPA and all overlay NPAsfor which the service provider has assigned resources. If the forecast portion ofthe NRUF includes overlay areas, the carrier is directed to enter only one of theNPAs in the overlay. The Number Administrator will check to see if the carrierhad included a forecast for any of the NPAs in the overlay.In the case of an area code split that begins permissive dialing after June 30 orDecember 31, service providers can report utilization on either the old NPA or the
