The main contractor / agency has to submit detail of such associate agency to Engineer-In charge(Internal Electrical Installation works) within 15 days of issue of award of letter. (The associateagency shall be approved by Executive Engineer (Elect.) .In case the main contractor intends tochange any of the above agency / agencies during the operation of the contract, he shall obtain priorPage 6

approval of Executive Engineer (Elect.). The new agency / agencies shall also have to satisfy the laiddown eligibility criteria. In case Executive Engineer (Elect.) is not satisfied with the performance ofany agency, he can direct the main contractor to change the agency executing such items of work andthis shall be binding on the contractor.4.The eligible tenderer for major component (i.e. civil) will quote rates for various items ofminor components (i.e. electrical) of work also. It will be obligatory on the part of thetenderer to sign the tender document for all the components (The schedule of quantities,conditions and special conditions etc.). After acceptance of the tender by competent authority,the SE, IWD shall issue letter of award on behalf of the Board of Governors.5.Entire work under the scope of composite tender including major and all minor componentsshall be executed under one agreement.The tenderer has to associate agency(s) for minor component(s) confirming to eligibility criteriaas defined in the tender document and has to submit detail of such agency(s) to Engineer-inCharge of minor component(s) within prescribed time. Name of the agency(s) to be associatedshall be approved by Engineer-in-Charge of minor component(s)The tenderer has to enter into agreement with the contractor(s) associated by him for executionof minor component(s). Copy of such agreement shall be submitted to EE in-charge of minorcomponent as well as to EE in-charge of major component. In case of change of associatecontractor, the main contractor has to enter into agreement with the new contractor associatedby him.In case, the bidder is not having desired experience for execution of electrical works, he shallassociate electrical contractor with adequate experience for the execution of similar nature ofelectrical works. The bidder shall indicate minimum three agencies, to which he would like toassociate for the execution of electrical works. The proposed electrical agencies shall beevaluated on the basis of eligibility criterion for the estimated value of electrical component.The credentials of electrical agency have to be submitted along with the technical bid.The tenderer shall, within fifteen days of issue of award of letter, submit details of the agencywhich he proposes to associate with him for execution of electrical items of work along withconsent letter of Electrical Contractor. The details shall be submitted in the proforma –J―Details of Electrical Contractor‖ attached with the tender documents to the Engineer-in-chargeof electrical item of work. The eligibility of the agency proposed to be associated for electricalitems of work shall be governed by the provisions contained in paras 3 & 8.The bid document consisting of the schedule of quantity, terms and condition, i/c plans,specifications, the schedule of quantities of various types of items to be executed and the set ofterms and conditions of the contract to be complied with and other necessary documents can beseen in the office the Engineer-in-Charge between hours of 11:00 AM and 4:00 PM from dateof publicity of tender to date of submission of tender every day except on Saturday, Sundayand public holidays or can be seen and downloaded testactivetenders, free of cost.Those contractors not registered on the website mentioned above, are required to get registeredbeforehand. After opening ofbids he will receive the competitor bid sheets.Contractor can upload the documents in the form of JPG format and PDF format.If a tenderer does not quote any percentage above/below on the total amount of the tenderor any section/sub head in the percentage rate tender, the tender shall be treated asinvalid and will not be considered as lowest tenderer.The Institute reserves the right to reject any prospective application without assigning anyreason and to restrict the list of qualified contractors to any number deemed suitable by it, if toomany bids are received satisfying the laid down criterion.After submission of the bid the contractor can re-submit revised bid any number of times butbefore last time and date of submission of bid as notified.a) Earnest Money in the form of Demand Draft or Pay order or Banker‗s Cheque or Deposit atCall Receipt or Fixed Deposit Receipt (drawn in favour of the Director, IIT Kanpur shall bescanned and uploaded to the e-Tendering website by the bidder within the period of bidsubmission.A part of earnest money (EM) is acceptable in the form of bank guarantee also. In such case,minimum 50% of earnest money or Rs. 20 lacs, whichever is less, shall have to be deposited inshape prescribed above, and balance may be deposited in shape of Bank Guarantee of anyscheduled bank having validity for four months or more from the last date of receipt ofbids which also is to be scanned and uploaded by the intending bidders. The original EMDshould be deposited in hardcopy in the office of Executive Engineer along with the mentioneddocuments.b) Tender Document Processing fee – Rs. 1680/- shall be paid online to the Director IIT,Kanpurc) e-Tender Processing Fee – Rs. 8850/- shall be paid online in favour of "ITI Limited"payable at Delhi.Copy of documents as specified in the tender document shall be scanned and uploaded to the eTendering website within the period of bid submission. However, copy (original/self-certifiedas mentioned in Para 25 below) of all the scanned and uploaded documents as specified in biddocument shall have to be submitted by the all bidders, physically in the office of tenderopening authority.The bid submitted shall become invalid and e-Tender processing fee shall not be refunded if:The bidder is found ineligible.The bidder does not deposit original EMD to the office of Executive Engineer, IWD, IITKanpur.The bidder does not upload all the documents (including GST registration) as stipulated in thebid document including the scan copy of the EMD.If any discrepancy is noticed between the documents as uploaded at the time of submission ofbid and hard copies as submitted physically by the bidder in the office of bid openingauthority.If a bidder does not quote any percentage above/below on the total amount of the tender or anysection/sub head in percentage rate tender, the tender shall be treated as invalid and will not beconsidered as lowest tenderer.Intending Bidders are advised to inspect and examine the site and its surroundings and satisfythemselves before submitting their bids as to the nature of the ground and sub-soil (so far as ispracticable), the form and nature of the site, the means of access to the site, the accommodationPage 8

xiii.26.they may require and in general shall themselves obtain all necessary information as to risks,contingencies and other circumstances which may influence or affect their bid. A bidder shallbe deemed to have full knowledge of the site whether he inspects it or not and no extra costconsequent on any misunderstanding or otherwise shall be allowed. The bidders shall beresponsible for arranging and maintaining at his own cost all materials, tools & plants, water,electricity access, facilities for workers and all other services required for executing the workunless otherwise specifically provided for in the contract documents. Submission of a bid by abidders implies that he has read this notice and all other contract documents and has madehimself aware of the scope and specifications of the work to be done and of conditions and ratesat which stores, tools and plant, etc. will be issued to him by the Government and localconditions and other factors having a bearing on the execution of the work.Canvassing whether directly or indirectly, in connection with bidders is strictly prohibited andthe bids submitted by the contractors who resort to canvassing will be liable for rejection.The contractor shall not be permitted to bid for works in the IWD responsible for award andexecution of contracts, in which his near relative is posted a Divisional Accountant or as anofficer in any capacity between the grades of Superintending Engineer and Junior Engineer(both inclusive). He shall also intimate the names of persons who are working with him in anycapacity or are subsequently employed by him and who are near relatives to any officer in theInstitute Works Department. Any breach of this condition by the contractor would render himliable to be removed from the approved list of contractors of this Department.No Engineer of Gazetted Rank or other Gazetted Officer employed in Engineering orAdministrative duties in an Engineering Department of the Government of India is allowed towork as a contractor for a period of one year after his retirement from Government service,without the prior permission of the Government of India in writing. Thetime and date of opening of financial bid of contractors qualifying the technical bid shall becommunicated to them at a later date.The Pre-Bid Conference shall be held in the office of the Superintending Engineer, IWD IITKanpur at 15:30 Hrs on 14.12.2018 to answer question of intending bidders, if any. There are two blocks to be constructed, both blocks have attachedtoilet block with them. The toilet block shall be RCC framed structure and balance portion ispre-engineered building. The walls are of AAC blocks and roof is sheet roofing. Each blockhas an RCC staircase. Foundation and column upto ground floor level shall be of RCC gradeM25.The building consists of electrical panels, DBs, raceways, conduits, wirings and fire alarmsystem.Above details and status are only indicative but not exhaustive. The intending bidder shallinspect the site and fully acquaint with nature and quantum of work and site condition andassess/satisfy himself before quoting and submission of his bid. He is also advised to inspectthe indicative drawings attached with this tender document to acquaint with other detailsabout the building.4.Work shall be executed according to General Conditions of Contract for Central P.W.D.Works with correction slips issued upto as specified in schedule F.Page 11

SPECIFIC CONDITIONS FOR THE PRE ENGINEERED BUILDINGS1. SCOPE OF WORKThe main contractor (successful bidder) shall execute the said composite work as follows:Civil works: It includes C/o Pre Engineered Building using structural steel systems including AACmasonry, finishing, etc.As per the tender condition, the successful bidder has to associate eligible specialized agency fordesign, fabrication and erection of Pre Engineered steel structure. The main contractor however willbe responsible for all the works.Any other items which have not been specifically mentioned but are necessary for theconstruction as per good engineering practice, safety norms and successful operation and guaranteedperformance shall be deemed to be included within the scope of the work and shall be provided bythe Contractor.2. PRE ENGINEERED BUILDING USING STRUCTURAL STEEL FRAME WORKBrief Scope of the work:In brief the scope of Pre Engineered Building work shall include design, fabrication, supply &erection of Structural steel system, metal roof system, bracing, all accessories etc as specified/required for successful and satisfactory completion of work.Definition "Pre-engineered steel buildings" are fully fabricated in a controlled environment with thelatest technology in the factory after designing, shipped to site in CKD (completely knocked down)condition; and all components are assembled and erected at site with nut-bolts, thereby reducing thetime of completion.Pre-Engineered Steel Buildings use a combination of built-up sections, which provide the basic steelframe work with a choice of single skin sheeting with added insulation or insulated sandwich panelsfor roofing and wall cladding. The concept is designed to provide a complete building envelopesystem which is optimum in weight, cost and is also designed to fit user requirement.3. DESIGN:The contractor shall carry out the structural analysis and design of the Pre Engineered Steel structurebased on the relevant Indian & American codes (both codes inclusive, but in case of differences inthe recommendation of the codes, the Indian code shall prevail) using STAAD.pro computersoftware, preparation of GA drawings, working & shop drawings and the complete design system tobe vetted by the Structural designers of IIT/NIT/any Govt. institute. The charges/fees for the sameshall be paid by the contractor and will be reimbursed to the contractor on production of properPage 12

receipt from the institute. No extra payment towards establishment cost, over head expenses, etc shallbe entertained on this account. It shall be the responsibility of the contractor to get thedesign/drawing vetted from the Structural designers of IIT/NIT/any Govt. institute. The vetteddrawings shall be submitted, submission of the proof checked/ vetted design details/ drawings, tothe engineer in charge for further issue for execution of the work.The contractor shall get designed the structures and prepare all the required drawings needed forcorrect and accurate construction. The design shall be strictly in accordance with the latest IS codes,―Design Specifications‖ and building description.4. DESIGN SPECIFICATIONSGENERAL:The design considerations given hereunder establish the minimum basic requirements for the design.However, structure shall be designed for the satisfactory performance of the functions for which thesame is to be constructed.Structural Framing: All framing members shall be shop fabricated or bolted field assembly, unlessotherwise noted on approved drawings or desired by the engineer in charge.Primary members: Primary structural framing shall refer to the transverse rigid frames, rafters inrequired shape and Columns canopy rafters, interior columns (beam & column frames), bearingframe rafters and corner columns and end wall wind columns.Members fabricated from plate or bar stock shall have flanges and webs joined on one side of theweb by a continuous welding process. This plate or bar stock shall have minimum yield strength of350 MPa and will confirm to physical specifications of the latest IS:2062 amended up to last date ofreceipt of tender.Secondary members: Secondary structural framing shall refer to Purlins, girts, eave struts, windbracing, flange bracing, base angles, clips and other miscellaneous structural parts. The membersshall have minimum yield strength of 250MPa and will confirm to physical specifications of thelatest IS: 2062.Connections: All field connections shall be bolted (unless specified otherwise)Roof: Roof shall be profile sheet as per the description in the schedule of quantity.Accessories: As per the scheduled/ required items.Wall: Wall shall be of AAC blocks of density 650 Kg/Cum and confirming to relevant IS codes5. LOADINGThe structure shall be designed for all loads, including the weight of structure, live load, wind orearthquake. Due consideration shall be given to loading during the construction/erection phase andaccounted for in the design. The live load on the first floors shall be taken as 500 Kg/Sqm. The livePage 13

load on the roofs and at all other locations not specified herein shall confirm to the latest version of IS875.Design Codes: Design codes that govern the design procedures and calculations are as follows:The members shall be in accordance with the IS codes and the AISC (American Institute of SteelConstruction) specifications for the design, fabrication and erection of structural steel.IS: 875IS: 800::Code of practice for design loads of buildings & structures.Code of practice for general construction in steelWhenever any reference to IS/ BIS Code is made, the same shall be taken as the latest revision (withall amendments issued there to) on the last date of submission of tender.Apart from the IS/BIS Codes mentioned in particular for wind, live and earthquake loads in thevarious clauses of this specifications, all other relevant codes such as American standards (AISC,MBMA, AISI & AWS specifications) related to the specific job under consideration and / orreferred to in the above mentioned codes shall be followed wherever applicable, if the specificationsfor the same are not available in the relevant BIS codes.The contractor shall submit the design basis and General Arrangement (G.A) of the structure alongwith required explanatory sketches/drawings and get the same reviewed by the Engineer incharge and/or his duly nominated authorised representative before starting the final design andapproved for Construction (AFC) drawings.Construction of the structure shall not be taken up at site till all the drawings are reviewed byEngineer in charge and comments/suggestions given by consultants are incorporated.Engineer in charge reserves the right to review all of the designs and drawings. Review byEngineer in charge shall not relieve the contractor of his responsibility for correct design andexecution of the works.The final design and drawings shall directly adhere to the reviewed design basis and generalarrangement and shall incorporate all the comments / suggestions given by Engineer in chargewithout any implication on time schedule for completion of work.After the completion of erection and construction, the contractor shall submit to the engineer incharge ―As Built‖ drawings in six numbers of copies.6. FABRICATION DRAWINGSFabrication and erection drawings shall be prepared by the associate agency on the basis of"Approved for Construction (AFC)" design drawings issued to the Contractor. The contractor shalldesign the structures and prepare all the required ―Fabrication and erection drawings‖ drawingsneeded for correct and accurate construction. The design shall be strictly in accordance with thePage 14
