TOURISM, CULTURE AND RELIGIOUSENDOWMENTS DEPARTMENTDemand No.29TOURISMPOLICY NOTE – 2019-2020IntroductionTourism is seen as an engine ofdevelopment and a catalyst to economicprosperity of a country.Tourism refreshes the mind, bringshappiness, relaxation, enjoyment and gives newexperience etc., to the tourists. Tourism ensuresan all round growth through economicmultiplier effect which percolates to variousstake-holding sectors like the airlines, unication etc.Tourism is commonly referred to as travelto another place within or outside the country.The United Nations World Tourism Organization1

(UNWTO) defines Tourists as people “travellingto and staying in places outside their usualenvironment for not more than one year forleisure, business and other purposes.”Tourism is an integral part of life now.With improved connectivity, quality roads andeasy access to tourist attractions, e-bookingetc., have made travel easier. Monotony ofwork, stressful lifestyle and desire to explorenew places have necessitated travel andtourism.Tourism in IndiaThe year 2017 was a remarkable year forIndia as it received more than 10 million foreigntourist arrivals for the first time, registering14% growth in 2017 over 2016, as againstaverage growth of 6.8% in the World. ForeignExchange Earnings (FEE) has shown a growth of19.1% in US Dollar terms as against a modestgrowth of 7.5% world-wide during 2017. India’srank in terms of FEE during the year 2017 was13th in the World. Moreover, India standsat 7th position in Tourism receipts within2

Asia & Pacific region. Further, domestic touristvisits have crossed 1652 million during 2017.Ministry of Tourism, Government of Indiais sanctioning funds for the creation ofinfrastructure in the country under variousthematic circuits. The Ministry of Tourismmaintained the “Incredible India” campaign forpromoting Tourism in India.Tourism in Tamil NaduTamil Nadu is a state in the south-easternpart of the Indian Peninsula. Tamil Nadu hassomeofthemostremarkabletemplearchitecture in the country and a living traditionof music, dance, folk arts and fine arts.Tamil Nadu is well renowned for its templetowns and heritage sites, monuments, forts,hill stations, waterfalls, national parks, beaches,local cuisine, natural environment and wildlife.Tamil Nadu has five UNESCO declaredWorld Heritage sites, namely, Shore Temple,Five Rathas, Arjuna’s Penance – eeswararTemple–Darasuram,3

BrahadeeswararTemple–GangaikondaCholapuram and Nilgiri Mountain Railway. FourInternational Airports, namely Chennai, Madurai,Tiruchirappalli and Coimbatore and two majorports Chennai & Thoothukudi are the majorconnecting points which connects the State withrest of the Country and other parts of the World.The well connected road facility to tourist placesis a boon for the tourists and all the abovefacilities has made Tamil Nadu, the mostpreferable tourist destination in the country.Goals of Tourism DepartmentI.To promote Tamil Nadu as a priority touristdestination at national and internationallevel.II.To create more tourism infrastructure andrejuvenatetheexistingtourisminfrastructure in the State.III.To provide world class services for thetourists visiting Tamil Nadu.IV.To showcase the rich and diversifiedcultural heritage and monuments ofarchitectural splendour.4

V.To identify and explore the lesser knowntourist places for the promotion of tourism.VI.Tocreateavenuesandgenerateemployment in Tourism Industry.VII.To earn foreign exchange for the country.Strategya. Capacity building and human resourcesdevelopment for sustainable tourism n,povertyalleviation, environmental regeneration,advancementofwomananddisadvantaged groups.Tourist Visits to Tamil NaduA large number of International andDomestic tourists visit different tourist places ofinterest in Tamil Nadu. The Countries whichconstitute major share of tourists are U.S.A,U.K., Canada, Australia, Russia, Germany,6

China, Malaysia, Singapore, Japan, Italy, France,Sri Lanka , Oman and Bangladesh.The domestic and foreign tourist visits inTamil Nadu have been as follows:YearDomestic ForeignTotal(in 3020173450.6148.603499.2120183859.0960.733919.82In 2014, 2015, 2016 and 2017 Tamil NaduState has been ranked first in both Domestic andForeign Tourist visits. The arrival of bothinternationalandinboundtouristshaveincreased considerably during 2018, due to wellplanned marketing strategy, involving tourismstakeholders to participate in domestic andinternational travel marts and also road shows.7

Fairs & FestivalsTamil Nadu has various tourist attractions,with age old rich cultural heritage. UNESCOidentified heritage monuments at Mamallapuramthe Shore Temple, Cave Temple, Arjuna’spenance and Five Rathas are the prides ofMamallapuram and has made Mamallapuram apopular destination in Tamil lapuraminDecember-January every year since 1992 whichattracts thousands of tourists from all parts ofIndia and abroad. Nearly 1,30,000 domestictourists and 19,000 foreign tourists witnessedthe Dance Festival during the year 2018-19.In Tamil Nadu, during the summer season,people travel to hill stations like Ooty,Kodaikanal, Yercaud, Yelagiri and Valparai andstay there, to experience the cool climate.As people use to stay in the hill stations torest and relax, the classical and folk dances arearranged in summer festival as a part of8

entertainment. These buyer-seller meetingsprovide an opportunity to promote our State.Tamil Nadu Tourism participates in theTravel Marts and Tourism Fairs being organizedby the other State Tourism Departments andreputed agencies to showcase the tourismpotentials of Tamil Nadu.11

In the PATA Travel14

Mart during September 2018 at Langkawi,Malaysia, the Tourism pavilion was decoratedwith the tourism potentials of Tamil Nadu.Buyers from 53 countries participated in thePATA Travel Mart. Seven co-exhibitors fromTamil Nadu also participated with Tamil NaduTourism. Participation in this travel mart willincrease the tourist footfalls from Malaysia andnearby countries and will increase their stay inTamil Nadu.JATA Tourism Expo 2018 at Tokyo, JapanJATA Tourism Expo offers ed as an established comprehensivetourism event. Members of Tourism, HospitalityIndustry and Government Departments from136 countries congregated under one roof inJATA Tourism Expo and promoted theirdestinations and services.FivenumbersofstakeholdersfromTamil Nadu participated in JATA Tourism Expo.To market their activities, they participated asco-exhibitors in Tamil Nadu Tourism Pavilion.15

Manytravelagents,touroperators,travelwriters, print and electronic media from Japanhad visited Tamil Nadu Tourism stall. They wereexplained about the abundant tourism potentialsof Tamil Nadu. The major tourist destinations inTamilNaduwereprintedinJapaneselanguage and distributed to them, which wasappreciated.International Tourism Bourse (ITB), ves, Conventions, Exhibitions), Leisureand Business Travel. The buyers from Asia,Middle East, United States and Europe attendedthis event. In this Travel Mart, more than onethousand exhibitors from 127 countries haveparticipated. Under Tamil Nadu Tourism banner,eight tourism stakeholders from Tamil Nadu viz.,Travel Agents, Hoteliers, Tour Operators andWellness tourism promoters had participatedwithgreatinterestandproducts / services.16marketedtheir

World Travel Market (WTM), London127 countries participated in the WorldTravel Market at London.Eight numbers oftourism stakeholders from Hotel industry andDestinationManagementCompanyhadparticipated in the Tamil Nadu Tourism ialists, Cruise operators, Travel Writers,Hoteliers etc., shown keen interest and helddiscussionswithTourismstakeholdersofTamil Nadu.“FERIA INTERNACIONAL DE(FITUR) 2019 at Madrid, SpainTURISMO”176 countries participated in the FITURInternational Tourism Trade Fair 2019. ThreeTourismStakeholdersfromTamilNaduparticipated along with Tamil Nadu TourismDepartment. Participation in this overseas TravelMart will increase the tourist footfalls from Spainand other countries to Tamil Nadu.17

International Tourism Bourse (ITB) 2019 atBerlin180 countries participated in the ITB 2019at Berlin. Eleven Tourism stakeholders fromTamil Nadu like Travel Agents, Tour Operators,Hoteliers, Wellness tourism promoters hadparticipated in the Tamil Nadu Tourism stall.World Tourism Day CelebrationsWith a view to create awareness onTourism and its importance, World Tourism Dayis being celebrated on September 27th everyyear in all districts of Tamil Nadu. A State levelWorld Tourism Day function was held at Maduraion 26.09.2018 and 27.09.2018. Tourismawareness rally, cleanliness campaign aroundMeenakshi Temple, cultural programmes andseminar were conducted during the two dayscelebration.Guide TrainingGuides play a pivotal role in Tourismpromotion and are responsible for entertainingthe image of the State and the Country, givingfactual information, caring for the safety of18

tourists and ensuring their comfortable stay.Guide Training programme is being conductedregularly to inculcate knowledge, skills andcompetence to render quality service to thetourists.Publicity – AdvertisementsFor showcasing the tourist potentialsof Tamil Nadu in a right way, TourismDepartment has been releasing advertisementsthroughout the year in leading tourism relatedjournals, important magazines, domestic andinternational in-flight magazines. Digital Tourismadvertisement in Airports and Railway Stations isthe latest advertisement technique which theDepartment attempted.Accordingly, advertisements were releasedin International magazines and InternationalIn-flight magazines viz. Condé Nast Traveller,Travel Leisure (India and South Asia), Indes(French), Jet Wings International (Jet Airways),Spice Route (Spice Jet Airways), (National andInternational In-flight magazine), Gulf Air,Digital Tourism magazine (Travel and TourWorld).19

Advertisements were also released invarious Domestic in-flight magazines and travelmagazines like Jet Wings (Jet Airways),Subha-Yatra (Air India), Outlook, OutlookBusiness, Outlook Traveller,Womans Era(Hindi), Grehlaksmi, Travel Heights, Swar Sarita,GrihaShoba, The Week, Lonely Planet, NationalGeographic Traveller (India), Travel Scapes,Abhiyan (Gujarati).The electronic media advertisements givepositive impact in Tourism promotion andincrease the footfall of the tourists bothdomestic and international. The advertisementstrategy adopted in the Department has helpedto increase the tourist visits in the State.PublicitymaterialslikeDiscoverTamil Nadu booklet, Tourism Passport booklet,Tamil Nadu Map in English and Tamil have beenfurther translated into Japanese, French,German, Chinese and Spanish languages. Theseare distributed to the visiting tourists andtourism stakeholders in the domestic andinternational travel marts. Tamil Nadu Tourismfilms in pen drive were also distributed to the20

visitors to the Tamil Nadu Tourism Pavilion putup at the domestic and international travelmarts.STATE INSTITUTE OF HOTEL MANAGEMENTAND CATERING TECHNOLOGY (SIHMCT),THUVAKUDI, TIRUCHIRAPPALLIThe State Institute of Hotel Managementand Catering Technology, formerly known asFood Craft Institute situated at Thuvakkudi,Tiruchirappalli was established on 01.10.1981 byGovernment of India. It was registered underTamil Nadu Societies Registration Act, 1975 andjointly sponsored by the Government of Indiaand Government of Tamil Nadu.It has been upgraded from FoodCraft Institute to State Institute of HotelManagement&CateringTechnologyw.e.f 15.12.1998. This Institute is affiliated toNational Council for Hotel Management andCatering Technology, Noida, Uttar Pradesh.The State Institute of Hotel Managementand Catering Technology has been functioning atThuvakkudi, Tiruchirappalli and it conducts a21

three year Degree Course in Hotel Managementand Catering Technology. It also conducts oneand a half year Diploma Courses as well asCertificate Courses in Food Production, Food andBeverage Service, House Keeping, Bakery andConfectionery. Besides the regular programmes,short term programmes are also conductedunder Hunar Se Rozgar scheme of Governmentof India.TheStateGovernmenthasbeensanctioning a sum of Rs.5.00 lakhs every yearas recurring grant to the Institute to meet bill,watercharges,telephonecharges etc.TOURIST SECURITY ORGANIZATIONThe Tourist Security Organization isfunctioning under the Department of Tourism forextending essential services to the needyTourists. Safety and security are considered aspivotal services which are determining factorsfor choosing a Tourist destination to visitpeacefully.22

This organization has been formed inTamil Nadu in the year 2010 and the serviceshave been set-up at five tourist places, viz.,Mamallapuram, Udhagamandalam, Kodaikanal,Rameswaram and Kanniyakumari. One post ofStation Tourist Warden with five posts of TouristWarden in each of the above five tourist placesand one post of Chief Tourist Warden at theCommissionerate of Tourism, Chennai werecreated. The total strength of Tourist SecurityOrganization is 31.Tamil Nadu is promoting Tourism by wayof ensuring safety and security of both foreignand domestic tourists and by gaining confidenceamong them.The objectives of the organization are: To ensure comfortable travel.Proper communication on Touristarrival with their local language tothe extent possible.To provide required information andguidelines to tourists for visits.Assistance during any unforeseenrequirements in which a tourist findit difficult to get in a new place or ina crowd.23

The performance of Tourist SecurityOrganization has been appreciated by foreignand domestic tourists, local Police and others.Tourism Infrastructure(i) State Funded SchemesTourism Department is sanctioning funds forthe development of basic infrastructure facilitiesat tourist destinations for the benefit of touristsvisiting Tamil Nadu. Worksare nearing completion.Swadesh Darshan SchemeThe Ministry of Tourism, Government ofIndia (MOT, GoI) has launched the SwadeshDarshan Scheme with a view to develop themebased tourist circuits on the principles of hightourist value of all stakeholders to enrichtourist experience and enhance employmentopportunities.The identified Coastal Touristlocations in Tamil Nadu are: i) Chennai MarinaBeach&BesantNagarBeachii) Mamallapuram Beach iii) Rameswaram Beachiv) Kulasekaranpattinam v) Kanniyakumari.A sum of Rs. 99.91 crores has been sanctionedand Rs.49.96 crores has been released by theMinistry of Tourism, Government of India toTTDC for the creation of facilities likelandscaping, illumination, creation of publicconvenience, wayside amenities, watch towers,28

development of walkway, upgradation of beachfront pockets, rescue boats, beach buggies,jetski, ampicraft, Wi-Fi, installation of CCTVCameras, information signage, erection of firstaid kiosks. Works are nearing completion.Swachhtha Pakwada (Cleaning Campaign)Under the Swachhtha Pakwada campaignof Government of India, this Departmenthas conducted cleaning campaign in allthe 32 Districts of Tamil Nadu.A sum ofRs.3.20 lakhs at Rs.10,000 per district wassanctioned.TOURISM AWARDSTamil Nadu Tourism has received twoawards during 2018-2019.Tamil Nadu has been selected by l Travel Award”. Thisinternational award was received at a functionheld on 7th March 2019 at ITB Berlin Germany.Tamil Nadu has won an award for “BestPerforming State in Tourism-2018” from29

India Today Group, New Delhi on22.11.2018 which was received by Hon’ble ChiefMinister of Tamil Nadu.Asian Development Bank – InfrastructureDevelopment Investment Program forTourism (IDIPT) ProjectTheInfrastructureDevelopmentInvestment Program for Tourism (IDIPT-TN) inTamil Nadu was prepared with the assistanceof Asian Development Bank, for a sum ofRs.288 crore under Tranche-4, consisting of14 packages of goods and works.Tendering for 10 packages has beencompleted and the work have commenced. Theremaining 4 packages are under various stagesof tendering.Implementation of Announcements madeby Hon’ble Minister for Tourism in theTamil Nadu Legislative Assembly during thedemand for 2018-2019One Day Awareness Tour has beenconducted in 32 Districts of Tamil Nadu for theSchool students to create awareness about the30

Historical tourist centres in Tamil Nadu at a costof Rs.64.00 lakhs. It evoked great responseamong the school children. 150 students fromeach district have been given awareness tour.A total of 4800 students across Tamil Nadualong with 200 Teachers had participated. Thestudents were given bags, caps, food, snacksand water. They were taken to historicallyimportant places, museums, beaches, etc., andquiz competitions were conducted for which theyresponded very well.
