MONTANA AIR QUALITY PERMITIssued To: Sunoco Partners Marketing &Terminals LPRichey Station1 Fluor Daniel Drive,Building A, Level 3Sugar Land, TX 77478MAQP: #4590-01Administrative Amendment (AA) RequestReceived: 09/19/11Department’s Decision on AA: 10/18/11Permit Final: 11/3/11AFS #: 021-0025A Montana Air Quality Permit (MAQP), with conditions, is hereby granted to Sunoco Partners Marketing& Terminals LP (Sunoco), pursuant to Sections 75-2-204 and 211 of the Montana Code Annotated(MCA), as amended, and Administrative Rules of Montana (ARM) 17.8.740, et seq., as amended, for thefollowing:SECTION I: Permitted FacilitiesA. Plant LocationThe Richey Station is a crude oil unloading station located in the SE¼ of Section 3,Township 21 North, Range 53 East, approximately nine miles southeast of Richey, inDawson County, Montana.B.Current Permit ActionOn September 19, 2011, the Montana Department of Environmental Quality – AirResources Management Bureau (Department) received correspondence from Texon LP(Texon) as notification of a change in ownership of the Richey Station from Texon toSunoco. The current permit action updates the name of the owner of the MAQP for theRichey Station.SECTION II: Conditions and LimitationsA. Emission Limitations1.Sunoco shall not cause or authorize emissions to be discharged into the outdooratmosphere from any sources installed after November 23, 1968, that exhibit anopacity of 20% or greater averaged over 6 consecutive minutes (ARM 17.8.304).2.Sunoco shall not cause or authorize the use of any street, road, or parking lot withouttaking reasonable precautions to control emissions of airborne particulate matter(ARM 17.8.308).3. Sunoco shall treat all unpaved portions of the haul roads, access roads, parking lots, orgeneral plant area with water and/or chemical dust suppressant as necessary tomaintain compliance with the reasonable precautions limitation in Section II.A.2(ARM 17.8.752).4. Sunoco shall limit throughput of the facility to 425 barrels (bbl) per hour or 3,723,000bbl (156,366,000 gallons) per year (ARM 17.8.749).5. Sunoco shall use pressure/vacuum relief valves on the tank vents (ARM 17.8.752).6. The transfer of crude oil from the tanker trucks to the storage tanks shall make use of asubmerged fill pipe at all times (ARM 17.8.752).4590-011FINAL: 11/3/11

B.Inspection and Repair Requirements1.Each calendar month, all fugitive piping components (valves, flanges, pump seals,open-ended lines) shall be inspected for leaks. For purposes of this requirement,detection methods incorporating sight, sound, or smell are acceptable (ARM 17.8.105and ARM 17.8.752).2.Sunoco shall (ARM 17.8.105 and ARM 17.8.752):a. Make a first attempt at repair for any leak no later than 5 calendar days after theleak is detected; andb.
