Judges who will serve as scorekeepersSCOPE OF THE CONTESTKnowledge PerformanceA written test will be administered to all teammembers, including alternates.Skill PerformanceNote: Contestants must wear their officialcontest clothing to the contest orientationmeeting.Teams will demonstrate communication skills,teamwork, problem solving and timemanagement skills by determining andpresenting the answer to each question clearlywithin the five-second time frame.OBSERVER RULEContest GuidelinesObservers will be allowed to watch the matchproviding space is available. Thealternates are required to attend orientationand take the written test. The alternatescores will be included in the team average.Registered alternates who take the test maythen be allowed to participate in activerounds, as described in No. 7.The moderator will ask questions, andteams will have five seconds to respond.Responding shall be accomplished byactivating the buzzer.Approximately 30 percent of the questionsasked will be about professionaldevelopment issues, 30 percent will beabout current events, and 40 percent willconsist of general academic knowledge.Points are determined on the basis of onepoint awarded for a correct response andone point deducted for an incorrectresponse.A round shall be defined as 100 questions,with no time limit.A match shall be defined as two rounds,which includes a preliminary round and thefinal round.A break will be taken after every 25questions. Contest officials will verifyscores at every break. Substitutions ofregistered alternates may be made only atthese breaks, after notifying the moderator.During the precontest orientation session,the contest chair will administer a writtentest to all team members. All teammembers, including registered alternates,must take the written test to be eligible toparticipate with their team in the activerounds. Participants are responsible tobring a No. 2 pencil to use for the writtentest.The written test questions shall follow thesame question proportion formula as theactive rounds and be based upon 100points. Once scored, the individual scoresof all team members, including alternates,will be averaged to create a team score.The written test team score will be used forQuiz Bowl, 2020 210.11.12.13.14.15.16.17.18.seeding teams to competition rooms for thepreliminary round.Each team will be assigned a table locationat the beginning of the event by the contestchair or moderator.The moderator will read a question, andthe team that presses the buzzer first willbe recognized to answer the question. If awrong response is given, the team cannotgive a second answer and the opposingteam(s) will be given an opportunity tobuzz in and answer the question. One pointwill be awarded for a correct answer. Onepoint will be deducted from any team thatgives an incorrect answer.A team may buzz in as soon as it feels itknows the answer. However, the moderatorwill stop reading the question, and theteam must answer based upon what hasbeen read to that point. Some questionsmay require multiple answers.Once a team buzzes in, it must wait to beidentified by the moderator. Any team thatresponds to the question before beingrecognized by the moderator will be scoredwith an incorrect answer.Once recognized, the team members mayconfer among themselves but must respondwithin five seconds. In the event that ateam misses an answer, unless anotherteam buzzes before the moderator canbegin or finish the question, the moderatorwill begin rereading the question followingthe procedure outlined above for the otherteams. A question will not be reread duringactual play except upon the request of ajudge.Only the first answer given will beconsidered. If it is a wrong response, theteam cannot give another answer, andanother team is to have an opportunity torespond to the question. If the moderatorinadvertently gives the answer away, thequestion is voided.Any team member may give the team’sanswer.If the answer is incomplete, the moderatormay ask the team member to be morespecific. For example, if the correct answergiven is Roosevelt, the moderator may askwhich one, or for more information.The moderator will give the correctresponse in the event no team gives thecorrect answer.

19. Teams may not use notes, referencematerials, calculators or any type ofelectronic communication. Blank paper willbe provided by the officials and taken up atthe end of each round. Participants willsupply their own pens or pencils to useduring the rounds.20. The judges will make the final ruling oncorrect or incorrect responses.21. The Quiz Bowl apparatus will maintain theofficial time, which is used only forresponding to questions. The apparatustime-readout will face the operator and willnot be visible to the teams.22. There will be no true/false or multiplechoice questions in the active rounds.23. In the event that a team believes that anincorrect answer was accepted or a correctanswer was not accepted, it may offer achallenge. Only team members may makechallenges, and only at the point at whichthey occur. Challenges may not be madeonce the next question is read.24. Topics for general academic knowledgemay include but shall not be limited to:science, math, history, geography, English(including literature), spelling, government,the arts and music.25. Professional Development questions maybe drawn from the following sources:SkillsUSA Leadership Handbook; SkillsUSAwebsite; Professional DevelopmentProgram; Career Skills Education Program(postsecondary); CareerSafe; Advisor’sSuccess Kit; SkillsUSA Championsmagazine; any resource published bySkillsUSA; Robert’s Rules of Order, NewlyRevised; OSHA’s Teen Worker site(www.osha.gov/SLTC/teenworkers/index.html); and the Youth EEOC site(youth.eeoc.gov/). Items found in anyconference publication, e.g., officialprogram, Awards and Recognition bookand any material from the OpeningCeremony may be included.26. The sources for current-events questionswill be CNN and Fox News. Items will betaken from these sources published nomore than 90 days prior to the date of thecontest. The sources can be media oronline versions.27. In the event that the audience gives awayan answer, the moderator may void thequestion with no penalty for any team.28. The written-test team score will be used asa tiebreaker during the active rounds. Notiebreaker rounds will be conducted.29. For the preliminary round score, 80 percentof the team’s active score plus 20 percentof the team’s average written score will beused. The preliminary round will be usedas an eliminator, if necessary.
