I can’t believe how fast my year is going. It seems like we were just herein Great Falls. As we begin a new year, I am excited for these meetings. Ourorganization is important to the future of Montana, and our voice is vital.The committee meetings we are all attending are very important. Please ask questionsand get involved. It’s your involvement as we go forward that is essential to guiding usinto the future. These discussions are key to us learning, and they bring forthresolutions that develop into legislative bills, and hopefully they become laws that wework under. In 1973, the Association was reorganized as the “MontanaAssociation of Counties” to allow for the creation of a permanent office andauthorized the hiring of an Executive Director and appropriate staff.In 1985, a group of Montana counties banded together to create the “MACoJoint Powers Authority (JPA) Workers’ Compensation Trust,” in response torapidly increasing costs for workers’ compensation coverage for countyemployees. In 2015, the Trust was renamed to the “Workers CompensationTrust (WCT).”In 1986, the “MACo Joint Powers Insurance Authority (JPIA)” was created toprovide liability and general insurance coverage for member counties, inresponse to the change in the market which made policies for certain liabilitycoverages unavailable and/or unaffordable for members. In 2015, the Trust wasrenamed to the “Property & Casualty Trust (PCT).”In 1999, the MACo Administration building was built, with ownership equallyshared between MACo, the JPA (now the WCT) and the JPIA (now the PCT).In 2005, the “MACo Health Care Trust (HCT)” was created to provide grouphealth benefits to member counties and special districts.In 2006, a second building was built by the PCT/WCT.MACo as an Association provides third-party administration services to theHCT, PCT, and WCT through annual service agreements.16

To educate and develop relationships with legislators, state officials,and local elected officials regarding county structure, budgeting, andoperations;2. To provide education on self-determination techniques, such ascharter government, functional consolidation, and facilitating agreements;3.
