2015 IBC City of Bellevue Amendments--Errata as of 4/2018--Effective July 1, 2016403.3.1.2 High-rise building sprinklersystem design. Combination standpipe/sprinkler risers using 6 in. pipe minimum, shallbe used. Shut-off valves and water-flow devicesshall be provided on each floor at the sprinklersystem connection to each standpipe. Twofour-way fire department connections servingthe combination system shall be provided onseparate streets well separated from eachother. At least one of the fire departmentconnections shall be connected to the riserabove a riser isolation valve. Dry pipe sprinklersystems serving parking garages may use oneseparate two-way fire department connection.The dry pipe sprinkler system shall be suppliedby the on-site water tank.[F] 403.3.2 Water supply to required fire pumps. Inbuildings that are more than 450 feet in building height,required fire pumps shall be supplied by connections tono fewer than two water mains located in differentstreets and shall not serve other buildings. Separatesupply piping shall be provided between eachconnection to the water main and the pumps. Eachconnection and the supply piping between theconnection and the pumps shall be sized to supply theflow and pressure required for the pumps to operate.Exception: When approved by the fire codeofficial, two connections to the same mainshall be permitted provided the main is valvedsuch that an interruption can be isolated sothat the water supply will continue withoutinterruption through no fewer than one of theconnections.[F] 403.3 Automatic sprinkler system. – Highrise building. Buildings and structures shall beequipped throughout with an automatic sprinklersystem in accordance with Section 903.3.1.1 anda secondary water supply where required bySection 403.3.3.[F] 403.3.3 Secondary water source. A secondaryon-site water source shall be provided for high-risebuilding as follows:1. High-rise buildings containing R or B occupancyonly shall be provided with a net useable volumeof 15,000 gallons.2. High-rise buildings containing an S-2 occupancyshall be provided with a net useable volume of40,000 gallons.3. High-rise buildings containing an M occupancyshall be provided with a net useable volume of50,000 gallons.4. Multi high-rise complexes that are less than 450’in height may share a common secondary watersource shall by combining the highest demand ofnumber 2 or 3 above, with number 1 above. Onlyone parking/retail area and 2 high-rise buildingsmay share a common secondary water source.(Replace COB amend green page 58)

2015 IBC City of Bellevue Amendments*--Errata as of 4/2018--An acceptable alternative to items 1 through 4 above,is to prove a calculated net useable volume capableof meeting the hydraulically calculated sprinklerdemand, including the total (combined inside andoutside) hose stream requirement, as per NFPA 13.The duration of the calculated source shall have aduration of not less than 30 minutes for buildings withlight hazard occupancies only and a 60 minute durationfor building with ordinary hazard occupancies asdefined by NFPA 13.Exception: Existing buildings, including thoseundergoing substantial renovation.Effective July 1, 2016separated from areas of the building other thanthe room the generator is located in by anapproved method or assembly that has a fireresistance rating of not less than 2 hours. The meansof egress in high-rise buildings shall comply withSections 403.5.1 through 403.5.6, and in addition tothese requirements, shall comply with Bellevue CityCode 23.11.907.5.2.2.6, which requires either PhasedEvacuation, an additional stair, or occupant evacuationelevators, to facilitate simultaneous buildingevacuation and firefighter response into the building.403.5.1 Remoteness of interior exit stairways.Required interior exit stairways shall be separatedby a distance not less than 30 feet (9144 mm) ornot less than one-fourth of the length of themaximum overall diagonal dimension of thebuilding or area to be served, whichever is less.The distance shall be measured in a straight linebetween the nearest points of the enclosuresurrounding the interior exit stairways. In buildingswith three or more interior exit stairways, no fewerthan two of the interior exit stairways shall complywith this section. Interlocking or scissor stairwaysshall be counted as one interior exit stairway.403.4.8.1 Equipment room. If the standby oremergency power system includes a generator setinside a building, the system shall be in accordancewith Section 2702.1.8.Exception: In Group I-2, Condition 2, manualstart and transfer features for the critical branch ofthe emergency power are not required to beprovided at the fire command center.403.4.8.1.1 Penetrations. Penetrations intoand openings through an equipment roomcontaining a standby or emergency generatorset inside a building, are prohibited except forrequired exit doors, equipment and ductworknecessary for heating, cooling or ventilation,sprinkler branch line piping, or electricalraceway, serving the generator set equipmentroom or being served by the generator set.Such penetrations shall be protected inaccordance with Section 713.Exception: Metallic piping with no joints oropenings where it passes through thegenerator set equipment room.403.4.8.2 Fuel line piping protection. Fuel linessupplying a generator set inside a building shall be(Replace COB amend green page 59)403.5.2 Additional interior exit stairway. Forbuildings other than Group R-2 that are more than420 feet (128 000 mm) in building height, oneadditional interior exit stairway meeting therequirements of Sections 1011 and 1023 shall beprovided in addition to the minimum number of exitsrequired by Section 1006.3. The total width of anycombination of remaining interior exit stairwayswith one interior exit stairway removed shall be notless than the total width required by Section1005.1. Scissor stairs shall not be considered theadditional interior exit stairway required by thissection.Exception: An additional interior exit stairwayshall not be required to be installed in buildingshaving elevators used for occupant selfevacuation in accordance with Section 3008.403.5.3 Stairway door operation. Stairway doorsother than the exit discharge doors shall bepermitted to be locked from the stairway side.Stairway doors that are locked from the stairwayside shall be capable of being unlockedsimultaneously without unlatching upon a signalfrom the fire command center.

A roof level or portionthereof shall be permitted to be used as an occupiedroof provided the occupancy of the roof is anoccupancy that is permitted by Table 504.4 for the storyimmediately below the roof. The area of the occupiedroofs shall not be included in the building area asregulated by Section 506.Exceptions:1.The occupancy located on an occupied roofshall not be limited to the occupancies allowedon the story immediately below the roof wherethe building is equipped throughout with anautomatic sprinkler system in accordance withSection 903.3.1.1 or 903.3.1.2 and occupantnotification in accordance with Section 907.5 isprovided in the area of the occupied roof.2. In all occupanciesother than Group U, an automatic sprinkler systemshall be installed for building design or hazards inthe locations set forth in Section 903.2.11.1through 903.2.11.7.[F] 903.2.11.1 Stories and basements withoutopenings. An automatic sprinkler system shall beinstalled throughout all stories, includingbasements, of all buildings where the floor areaexceeds 1,500 square feet (139.4 m2) and wherethere is not provided at least one of the followingtypes of exterior wall openings:1. Openings below grade that lead directly toground level by an exterior stairwaycomplying with Section 1011 or an outsideramp complying with Section 1012.Openings shall be located in each 50 linearfeet (15,240 mm), or fraction thereof, ofexterior wall in the story on at least oneside. The required openings shall bedistributed such that the lineal distancebetween adjacent openings does notexceed 50 feet (15 240 mm).2. Openings entirely above the adjoiningground level totaling at least 20 square feet(1.86 m2) in each 50 linear feet (15,240mm), or fraction thereof, of exterior wall inthe story on at least one side. The requiredopenings shall be distributed such that thelineal distance between adjacent openingsdoes not exceed 50 feet (15 240 mm). Theheight of the bottom of the clear openingshall not exceed 44 inches (1118 mm)measured from the floor.[F] 903.2.11.1.1 Opening dimensions andaccess. Openings shall have a minimumdimension of not less than 30 inches (762 mm).Such openings shall be accessible to the firedepartment from the exterior and shall not beobstructed in a manner that firefighting orrescue cannot be accomplished from theexterior.[F] 903.2.11.1.2 Openings on one side only.Where openings in a story are provided on onlyone side and the opposite wall of such story ismore than 75 feet (22,860 mm) from suchopenings, the story shall be equippedthroughout with an approved automaticsprinkler system or openings as specifiedabove shall be provided on at least two sides ofthe story.(Replace green COB amend and insert facing page 213)

2015 IBC City of Bellevue Amendments– Amended as of 3/5/2018 --SECTION 917FIREFIGHTER AIR SYSTEMS[F] 917.1 Scope. The design, installation, andmaintenance of firefighter air systems shall be inaccordance with this section.[F] 917.2 Required installations. Firefighter airsystem shall be installed in the following buildings:1. Buildings classified as high-rise in accordancewith the International Building Code.2. Transportation tunnels constructed inaccordance with NFPA 130 or 502 that exceed300’ in length.Effective March 5, 2018[F] 917.5 Operating pressure. All components usedin the system shall be rated to operate at a minimumpressure of 5,500 psig (37 921.17 kPa) at 70 F(210C).[F] 917.6 Marking. System piping, gauges, valvesand air outlets shall be clearly marked by means ofsteel or plastic labels or tags indicating their function.Markings used for piping systems shall consist of thecontent’s name and include a direction of flow arrow.Markings shall be provided at each valve; at wall, flooror ceiling penetrations; at each change of direction;and at a minimum of every 20 feet (6096 mm) orfraction thereof throughout the piping system.[F] 917.7 Base station exterior fire departmentconnection panel and enclosure.[F] 917.3 Plans and contractor qualifications.[F] 917.3.1 Plans. Prior to the installation of afirefighter air system, a minimum of two sets ofplans and specifications shall be submitted to theBellevue Fire Department for review andapproval. Plans shall demonstrate compliancewith the requirements of this section and shallinclude calculations prepared by a registeredprofessional engineer demonstrating that thedesign criteria for all pressure containingcomponents is satisfied plus a minimum safetyfactor of 25 percent.The plans submittal shall also includespecifications for the tubing, fittings, andmanufacturer data sheets for valves, pressureregulators, pressure relief devices, gauges, RICuniversal air connections and cylinder fillinghoses.[F] 917.3.2 Contractor qualification. Thefirefighter air system shall be installed byWashington state licensed contractors. Proof oflicensure shall be provided with the plansubmittal.[F] 917.7.1 Location.A fire department connection panel shall beattached to the building or on a remotemonument at the exterior of the building. Thepanel shall be secured inside of a weatherresistant enclosure. The panel shall be within 50feet (15 240 mm) of an approved roadway ordriveway, or other location approved by theBellevue Fire Department. The enclosure shall bevisible and accessible on approach to thebuilding.[F] 917.7.2 Construction.The fire department connection panel shall beinstalled in a cabinet constructed of minimum 18gauge carbon steel. When constructed of steel,the cabinet shall be provided with coating toprotect the cabinet from corrosion. When theenclosure is constructed of nonmetallic materials,the enclosure shall be resistant to ultraviolet andinfrared solar radiation.[F] 917.7.3 Vehicle protection.When the panel is located in an area subject tovehicle traffic, impact protection shall be providedin accordance with this code.[F] 917.4 Design criteria.[F] 917.4.1 The system shall be designed to fill,at each interior cylinder filling panel, two empty66 standard cubic foot compressed breathing aircylinders to a maximum pressure of 5,500 psig(37 921.17 kPa).[F] 917.4.2 The filling operation shall becompleted in not more than two minutes uponconnection of the cylinders to the fill hose.[F] 917.4.3 The minimum design flow of thebreathing air piping system shall be calculatedusing two interior cylinder filling panels operatingsimultaneously and located at the highest levelabove the most remote location from the basestation exterior fire department connection paneland enclosure base.[F] 917.7.4 Base station enclosure marking.The front of the enclosure shall be marked “FIREFIGHTER AIR SYSTEM” on securely attachedsteel, plastic engraved or painted plate. Thelettering shall be in a color that contrasts with theenclosure front and in letters that are a minimumof 2 inches (51 mm) high with 3/8-inch (9053mm) brush stroke. The marking of the enclosureshall be visible.[F] 917.7.5 Base station enclosurecomponents.The components in the base station panel shallconsist of the necessary components to provideair to the air substations located on upper and/orlower building levels. The fire department airsupply source shall be designed to connect to the(Insert as page 248a)

The following componentsshall be installed in the base station enclosure.1.Two Male Rapid Intervention Crew (RIC)Universal Air Connection (UAC) fittings.When connected to a female fitting, theassembled UAC shall meet the construction,performance and dimensional requirementsof NFPA 1981, Standard on Open-CircuitSelf-Contained Breathing Apparatus for Fireand Emergency Services.2.One downstream shutoff valve.3.One pressure gauge to check pressure ofthe piping distribution to air substationslocated on upper and lower building levels.4.One pressure relief valve designed for 1.25times the design discharge of the firedepartment air supply or air supply trucks. Allfittings, hoses and hard piping in the basestation supply panel and distribution piping toair substations supply panels, shall bedesigned for an air pressure of 1.5 times thepressure of the fire department air deliverysystem.5.Base station can be designed for an airpressure supply piping system for supply ofair to air substations.The air supply lines will require anintermediate regulator to provide air pressurefor a 5,500 psi (37 921.17 kPa), for a 5.5 airpack system. The air supply lines will befitted with separate pressure relief valves setat 1.25 times the working pressure of the airsupply line and the operating pressure of thepressurized lines.6.The relief valve, piping, pressure regulator,pressure gauges, fittings and connectionhoses shall meet the requirement of theASME Boiler and Pressure Code, 7 SectionVIII, Unified Pressure Vessel Code. Theinstallation of the piping system, as aminimum, will be based on ASME B31.32012.7.Mechanical supports for piping, hoses,gauges and pressure components, will bedesigned and built to provide a solid rigidstructure.[F] 917.7.6 Security.To prevent unauthorized access to or tamperingwith the system, the fire department connectionpanel enclosure shall remain locked by anapproved means.(Insert as page 248b.)Effective March 5, 2018[F] 917.7.7 Fire department key box.A fire department key box shall be providedadjacent to the fire department connection paneland enclosure. A key for the enclosure shall beprovided in the key box.[F] 917.8 Interior cylinder fill panels andenclosure—air substation.[F] 917.8.1 Location. Cylinder fill panels shall beinstalled in the interior of buildings as follows:1. Aboveground structure. An interior airsubstation cylinder fill panel andenclosure shall be installed on floorlandings. In buildings classified as highrise in two stairwells as approved by thefire code official regardless of height ofbuildings commencing on the secondfloor landing above grade, below gradeand every other floor thereafter.Approved stairwells must extend the fullheight of the building and separated inaccordance with International BuildingCode Section 403.5.12. Underground structure. An interior airsubstation cylinder fill panel andenclosure shall be installed in twostairwells as approved by the fire codeofficial on the floor landing on the thirdlevel below grade and every other belowgrade level thereafter. The panel shall belocated a minimum of 36 inches (914mm) but not more than 60 inches (1524mm) above the finished floor or astairway landing. Approved stairwellsmust extend the full height of theunderground structure and separated inaccordance with International BuildingCode Section 1007.1.13. Transportation tunnels. An interior airsubstation cylinder fill panel andenclosure shall be installed within 200’ ofthe tunnel entrance and then at intervalsnot exceeding 400’ thereafter. All fillpanels shall be located within 10’ ofstandpipe hose connections. The panelshall be located a minimum of 36 inches(914 mm) but not more than 60 inches(1524 mm) above the finished floor.[F] 917.8.2 Cabinet requirements.Each air substation cylinder fill panel shall beinstalled in a cabinet constructed of minimum 18gauge carbon steel. The depth of the cabinetshall not create an exit obstruction when installedin building stairways. All components, with theexception of the shutoff valve, pressure gauges,fill hoses and ancillary components, shall becontained behind a minimum 18-gauge interiorpanel.

The door shall be arrangedsuch that when the door is open, it does notreduce the required exit width or create anobstruction in the path of egress.
