VA honors the sacrifices ofServicemembers’ and Veterans’dependents and survivorsthrough many benefit programs,which may be available to asurviving spouse, dependentchild(ren), and/or parent(s).Dependents’ and survivors’ benefit programsinclude the following:»» Dependency and Indemnity Compensation(DIC) — a monthly tax-free benefit paid to asurviving spouse, including additional paymentsfor dependent children. Parents’ DIC is paid tosurviving parents based on financial need»» Survivors’ Pension — a monthly income basedtax-free benefit payable to a surviving spouseand/or child(ren) of a deceased Veteran withwartime service»» The Civilian Health and Medical Program of theDepartment of Veterans Affairs (CHAMPVA) —a benefit that provides reimbursement for mostmedical expenses to certain surviving spousesand dependents of Veterans with permanent andtotal service-connected disabilities who are noteligible for TRICARE»» Dependents’ Educational Assistance Program(DEA) — a benefit that provides assistanceto obtain a degree and pursue other eligibleeducation and training»» Home Loans — a benefit that may be used tohelp purchase, construct, or improve a home.It may also be used to refinance a mortgage»» Burial — a benefit that includes furnishinga headstone, marker, or medallion, a burialallowance, a Presidential Memorial Certificate,and an American flag to drape over thedeceased’s casket, as well as the option of burialin a VA national cemeteryAccess Your VA BenefitsGo to eBenefits at www.ebenefits.va.gov,your one-stop shop to learn about and applyfor your benefits.

DEPENDENCY AND INDEMNITYCOMPENSATIONDependency and Indemnity Compensation (DIC) isa monthly tax-free benefit provided to an eligiblesurviving spouse, dependent child(ren), and/orparent(s) of a deceased Servicemember or Veteran.You may be eligible for DIC benefits if you are asurviving spouse, dependent child, or parent of a:»» Servicemember who died while on active duty ortraining, OR»» Veteran who died as a result of a service-relateddisability, OR»» Veteran who was receiving or entitled to receiveVA compensation for a service-connecteddisability that was rated as totally disabling:›› for at least 10 years immediately precedingdeath, OR›› since the Veteran’s release from activeduty and for at least five years immediatelypreceding death, OR›› for at least one year immediately precedingdeath if the Veteran was a former prisoner ofwar (POW)Spouse. Your eligibility as a recognized survivingspouse requires that you:»» Were validly married to the Veteran beforeJanuary 1, 1957, OR»» Were married to the Veteran within 15 years ofdischarge from the period of military servicein which the disease or injury that caused theVeteran’s death began or was aggravated, OR»» Were married to the Veteran for at least one yearprior to the Veteran’s death, OR»» Had a child with the Veteran, AND»» Cohabited with the Veteran continuously untilthe Veteran’s death, AND»» Are not remarried, however, surviving spouseswho remarry on or after December 16, 2003,and are 57 or older can continue receiving DICDIC provides a basic payment rate plus additionalallowances for each dependent child, as well asAid and Attendance or Housebound benefits.The Aid and Attendance benefit is paid in additionto your monthly compensation amount under anyof the following conditions:»» You require help in performing daily functions,which may include bathing, eating, or dressing»» You are bedridden»» You are in a nursing home»» Your eyesight is limited to a corrected 5/200visual acuity or less in both eyesDependent Children. You may be eligible for DlCbenefits if you are not included in your survivingparent’s DIC benefit, are not married, and areyounger than 18 or between ages 18 and 23,if attending school. Certain adult children whobecome seriously disabled prior to age 18 may alsobe entitled to DlC.Parents. Parents’ DIC is an income-based monthlytax-free benefit, and may be available if your childwas a Servicemember or Veteran who died froma service-related cause and you were financiallydependent on him or her.DIC provides a basic payment rate plus additionalallowances for each dependent child, as well asAid and Attendance or Housebound benefits.The Aid and Attendance benefit is paid in additionto your monthly compensation amount under anyof the following conditions stated above.The Housebound benefit is paid in addition toyour monthly DIC amount if a permanent disabilitysubstantially prevents you from leaving yourimmediate dwelling.You may also be entitled to an additional allowanceif you have a dependent child under the age of 18in your household.

SURVIVORS’ PENSION»» Is permanently and totally disabled due toa service-connected disability, ORSurvivors’ Pension is a tax-free needs-based benefitpaid to an un-remarried surviving spouse and/orunmarried child(ren) of a deceased wartime Veteran.You must have an income below a yearly limit set byCongress to be eligible for pension benefits.»» Died of a service-connected disability, OR»» Was permanently and totally disabled due to aservice-connected disability at the time of death, OR»» Died during active duty (not due to ownpersonal misconduct)You may be eligible if you are the surviving spouseor dependent child of a Veteran who:»» Received a discharge from service underconditions other than dishonorable, AND»» Served at least 90 days of active military servicewith at least one day during a wartime period(the 90-day active service requirement doesnot apply to Veterans with a service-connecteddisability justifying discharge from the military), OR»» Served at least 24 months, or the full periodfor which the Veteran was called or ordered toactive duty (with some exceptions), with at leastone day during a wartime period if the Veteranentered active duty after September 7, 1980If you remarried after the Veteran’s deathand your marriage ended in death, divorce,or annulment, your eligibility for VA benefitsmay be restored. If you remarried at age 57or older, or at age 55 or older for CHAMPVAentitlement, you generally retain eligibilityto DIC, home loan guaranty, and educationtraining benefits.EDUCATION AND TRAINING BENEFITSDependent children may be eligible for Survivors’Pension if they are permanently incapable ofself-support due to a disability incurred before age18, are not married, and are younger than 18 orbetween ages 18 and 23, if attending school.Dependents’ Educational Assistance (DEA).Dependents’ Educational Assistance (DEA)provides assistance for degree and certificateprograms, apprenticeships, correspondencecourses, On-the-Job Training (OJT), and otherprograms. You may be eligible for DEA benefitsif you are the spouse or child of a:Surviving spouses may be eligible for Survivors’Pension if they continuously lived with the Veteranfrom the date of marriage until the Veteran’s deathand have not remarried, with certain exceptions.»» Veteran who died or is permanently and totallydisabled as the result of a service-connecteddisability, ORTHE CIVILIAN HEALTH AND MEDICALPROGRAM OF THE DEPARTMENT OFVETERANS AFFAIRS (CHAMPVA)The Civilian Health and Medical Program of theDepartment of Veterans Affairs (CHAMPVA) sharesthe cost of most health care services and supplieswith unmarried surviving spouses and childrenwho are not eligible for TRICARE. To be eligible,you must be the spouse or child of a Veteran who:»» Veteran who died from any cause while apermanent and total service-connected disabilityexisted, OR»» Servicemember who died during active militaryservice, OR»» Servicemember missing in action or capturedin the line of duty by a hostile force, OR»» Servicemember forcibly detained or internedin the line of duty by a foreign government orpower, OR

»» Servicemember who is hospitalized or receivingoutpatient treatment for a permanent and totalservice-connected disability and is likely to bedischarged for that disabilityThe program offers up to 45 months of educationbenefits. Children generally must use the benefitbetween the ages of 18 and 26. If you are aspouse, benefits generally end 10 years fromthe date VA finds you eligible. If VA rated theVeteran permanently and totally disabled with aneffective date of three years from discharge, or ifthe Servicemember died on active duty, a spousewill be eligible for benefits for 20 years from theeffective date of the rating or date of death.Marine Gunnery Sergeant John David FryScholarship. The Marine Gunnery Sergeant JohnDavid Fry Scholarship provides children withfinancial support for tuition and fees, books andsupplies, and housing. You may be eligible for up to36 months of Fry Scholarship benefits if you are thechild of a Servicemember who died during activeduty after September 10, 2001. You must use yourbenefits between your 18th and 33rd birthdays.You may still be eligible if you are married.You are not eligible for Fry Scholarship benefitsif you are serving or have served in the ArmedForces and are eligible for benefits under theMontgomery GI Bill-Active Duty, MontgomeryGI Bill-Selected Reserve, and/or the ReserveEducational Assistance Program (REAP), unlessyou relinquish your eligibility to those benefits.If you are also eligible to receive Dependents’Educational Assistance Program (DEA) benefits,you may not use both benefit programs at thesame time. You may use up to a total of 48 monthsof benefits between the two programs.Counseling is available to help dependentsdetermine career goals and how to best usetheir VA dependents’ education benefits.For dependents needing special assistance toaccommodate a disability prior to or during thepursuit of vocational training, VA can provideassessment and rehabilitation planning to helpidentify suitable training programs and theresources available to succeed.HOME LOAN GUARANTYVA-guaranteed loans are provided by privatelenders, such as banks and mortgage companies,and not by VA directly.Certificate of Eligibility. You must present aCertificate of Eligibility (COE) from VA that verifiesyour spouse’s military service to the lender toqualify for a VA-backed loan. The easiest wayto obtain a COE is through eBenefits atwww.ebenefits.va.gov.There are many benefits that a VA home loanguaranty can provide. For example:»» VA home loans can be obtained even whenyou do not qualify for other loans»» VA home loans often have lower interest ratesand closing costs than conventional loans»» You may not have to make a down paymentor buy mortgage insurance»» There are no fees if you pay off your VA homeloan early»» VA Loan Technicians can work with you toexplore all options to avoid foreclosure ifyou are having difficulty making payments

VA can also guarantee a portion of a loan madeby a private lender, which may be used to:»» Purchase, construct, or improve a home»» Purchase a manufactured home and/or lot»» Refinance your existing mortgage on ahome that you personally occupyYou may be eligible for a VA home loan if you have agood credit score and sufficient income, and if you are:»» An unmarried surviving spouse of a Veteran whodied of a service-connected disability, OR»» A surviving spouse of a Servicemember or aVeteran who died during active duty or of aservice-connected disability, who remarried onor after December 16, 2003 at age 57 or older, OR»» A spouse of a Servicemember officially listed aseither missing in action (MIA) or a prisoner of war(POW) for at least 90 daysIf you obtained a VA home loan with your spouseprior to his or her death, you may be eligible toobtain a lower interest rate by refinancing yourexisting VA loan. VA home loan benefits do notexpire and may be used anytime.BURIAL BENEFITSVA understands that burial and funeral expensescan be a hardship for families of recently deceasedServicemembers and Veterans. VA provides thefollowing burial and memorial benefits:»» Inscribed headstone or marker at any cemetery,or a medallion to affix to one that is privatelypurchased. Spouses and dependents are eligiblefor a headstone or marker if they are buried in anational cemetery, state Veterans’ cemetery, ormilitary base cemetery»» Burial allowance to partially reimburse the burialand funeral costs of an eligible Veteran»» Presidential Memorial Certificate (PMC), whichis an engraved certificate, signed by the currentpresident, to honor the memory of an honorablydischarged deceased Veteran, provided to thenext of kin and loved ones of a deceased Veteran»» American flag to drape the casket of a VeteranEligible Veterans, as well as their qualifyingspouses, children, and parents, may receiveburial in a national cemetery. An unmarried survivingspouse of certain deceased Veterans may also qualify.VA provides an eligibility certification upon request.
