The year is 1932. The place is pre -WWII Germany.In Secret Hitler , players are German politiciansattempting to hold a fragile Liberal governmenttogether and stem the rising tide of Fascism.Watch out though—there are secret Fascists amongyou, and one player is Secret Hitler.OV ERVI EWAt the beginning of the game, each playeris secretly assigned to one of three roles: Liberal , Fascist , or Hitler . The Liberals havea majority, but they don’t know for sure whoanyone is; Fascists must resort to secrecy andsabotage to accomplish their goals. Hitler playsfor the Fascist team, and the Fascists knowHitler’s identity from the outset, but Hitlerdoesn’t know the Fascists and must work tofigure them out.The Liberals win by enacting five LiberalPolicies or killing Hitler . The Fascists win by enacting six Fascist Policies , or if Hitler iselected Chancellor after three Fascist Policieshave been enacted.Whenever a Fascist Policy is enacted, thegovernment becomes more powerful, and thePresident is granted a single-use power whichmust be used before the next round can begin. WHY ARE THERE SECRET ROLE AND PARTYMEMBERSHIP CARDS?For games of 7-10 players, give the followingdirections to all players:Secret Hitler features an investigationmechanic that allows some players tofind out what team other players areon, and this mechanic only works ifHitler’s special role is not revealed.To prevent that from happening, everyplayer has both a Secret Role cardand a Party Membership card. Hitler’sParty Membership card shows a Fascistparty loyalty, but gives no hint abouta special role. Liberals who uncoverFascists must work out for themselveswhether they’ve found an ordinaryFascist or their leader. Everybody close your eyes and extend your handinto a fist in front of you. All Fascists who are NOT Hitler should opentheir eyes and acknowledge each other. Hitler - keep your eyes closed but put yourthumb out into a thumbs-up gesture. Fascists, take note of who has an extendedthumb - that player is Hitler.Once each player has been dealt an envelope,all players should examine their Secret Rolecards in secret. Randomly select the firstPresidential Candidate and pass that player boththe President and Chancellor placards.GET THE APP: Go to secrethitler.com/appto get a companion app that can narratethese directions for you.For games of 5-6 players, give the followingdirections to all players: Everybody close your eyes. If anyone isconfused or something went wrong, please tellthe group now.G A M E P LAYSecret Hitler is played in rounds. Each roundhas an Election to form a government, aLegislative Session to enact a new Policy, and anExecutive Action to exercise governmental power.ELECTION1. Pass the Presidential CandidacyAt the beginning of a new round, the Presidentplacard moves clockwise to the next player, whois the new Presidential Candidate.2. Nominate a ChancellorThe Presidential Candidate chooses a ChancellorCandidate by passing the Chancellor placard toany other eligible player. The PresidentialCandidate is free to discuss Chancellor optionswith the table to build consensus and make itmore likely the Government gets elected.Eligibility:The last elected President and Chancellor are“term-limited,” and ineligible to be nominatedas Chancellor Candidate.ON ELIGIBILITY: Term limits apply to the President andChancellor who were last elected, not to thelast pair nominated.

Term limits only affect nominations to theChancellorship; anyone can be President, evensomeone who was just Chancellor. If there are only five players left in thegame, only the last elected Chancellor isineligible to be Chancellor Candidate; thelast President may be nominated. There are some other rules that affecteligibility in specific ways: the Veto Powerand the Election Tracker. You don’t need toworry about those yet, and we’ll talk abouteach one in its relevant section.3. Vote on the governmentOnce the Presidential Candidate has chosen aneligible Chancellor Candidate, players maydiscuss the proposed government until everyoneis ready to vote. Every player, including theCandidates, votes on the proposed government.Once everyone is ready to vote, reveal yourBallot cards simultaneously so that everyone’svote is public.If the vote is a tie, or if a majority ofplayers votes no:The vote fails. The Presidential Candidatemisses this chance to be elected, and thePresident placard moves clockwise to the nextplayer. The Election Tracker is advanced byone Election.Election Tracker: If the group rejects threegovernments in a row, the country is thrown intochaos. Immediately reveal the Policy on top ofthe Policy deck and enact it. Any power grantedby this Policy is ignored, but the ElectionTracker resets, and existing term-limits areforgotten. All players become eligible to holdthe office of Chancellor for the next Election.If there are fewer than three tiles remaining inthe Policy deck at this point, shuffle them withthe Discard pile to create a new Policy deck.Any time a new Policy tile is played face-up,the Election Tracker is reset, whether it wasenacted by an elected government or enacted bythe frustrated populace.If a majority of players votes yes: The Presidential Candidate and ChancellorCandidate become the new President andChancellor, respectively. If three or more Fascist Policies have beenenacted already:Ask if the new Chancellor is Hitler. Ifso, the game is over and the Fascists win.Otherwise, other players know for sure theChancellor is not Hitler.Proceed as usual to the Legislative Session.LEGISLATIVE SESSIONDuring the Legislative Session, the Presidentand Chancellor work together to enact a newPolicy in secret. The President draws the topthree tiles from the Policy deck, looks at themin secret, and discards one tile face down intothe Discard pile. The remaining two tiles go tothe Chancellor, who looks in secret, discardsone Policy tile face down, and enacts theremaining Policy by placing the tile face up onthe corresponding track.Verbal and nonverbal communication between thePresident and Chancellor is forbidden. ThePresident and Chancellor MAY NOT pick Policiesto play at random, shuffle the tiles beforediscarding one, or do anything else clever toavoid secretly and intentionally selecting aPolicy. Additionally, the President should handboth Policies over at the same time, ratherthan one at a time to gauge the Chancellor’sreaction. Attempting to telegraph the contentsof your hand using randomness or any otherunusual selection procedure violates the spiritof the game. Don’t do it.Discarded Policy tiles should never be revealedto the group. Players must rely on the word ofthe President and Chancellor, who are free tolie.

ABOUT LYING: Often, some players learnthings that the rest of the playersdon’t know, like when the President andChancellor get to see Policy tiles, orwhen a President uses the Investigatepower to see someone’s Party Membershipcard. You can always lie about hiddenknowledge in Secret Hitler. The only timeplayers MUST tell the truth is in gameending, Hitler-related scenarios: a playerwho is Hitler must say so if assassinatedor if elected Chancellor after threeFascist Policies have been enacted.If there are fewer than three tiles remainingin the Policy deck at the end of a LegislativeSession, shuffle them with the Discard pile tocreate a new Policy deck. Unused Policy tilesshould never be revealed, and they should not besimply placed on top of the new Policy deck.If the government enacted a Fascist Policy thatcovered up a Presidential Power, the sittingPresident gets to use that power. Proceed to theExecutive Action.If the government enacted a Liberal Policy ora Fascist Policy that grants no PresidentialPower, begin a new round with a new Election.loyalty in secret and then returnsthe card to the player. The Presidentmay share (or lie about!) theresults of their investigation attheir discretion. No player may beinvestigated twice in the same game.Call Special ElectionThe President chooses any otherplayer at the table to be the nextPresidential Candidate by passingthat player the President placard.Any player can become President—evenplayers that are term-limited. Thenew President nominates an eligibleplayer as Chancellor Candidate andthe Election proceeds as usual.A Special Election does not skip anyplayers. After a Special Election,the President placard returns to theleft of the President who enacted theSpecial Election.If the President passes thepresidency to the next player in therotation, that player would get torun for President twice in a row:once for the Special Election andonce for their normal shift in thePresidential rotation.EXEC UT IV E AC TI O NIf the newly-enacted Fascist Policy grants aPresidential Power, the President must use itbefore the next round can begin. Before usinga power, the President is free to discuss theissue with other players, but ultimately thePresident gets to decide how and when the poweris used. Gameplay cannot continue until thePresident uses the power. Presidential Powersare used only once; they don’t stack or rollover to future turns.PRES ID EN TI AL P O W E R SInvestigate LoyaltyThe President chooses a player toinvestigate. Investigated playersshould hand their Party Membershipcard (not Secret Role card!) to thePresident, who checks the player’sPolicy PeekThe President secretly looks at thetop three tiles in the Policy deck andthen returns them to the top of thedeck without changing the order.ExecutionThe President executes one playerat the table by saying “I formallyexecute [player name].” If thatplayer is Hitler, the game ends ina Liberal victory. If the executedplayer is not Hitler, the tableshould not learn whether a Fascist ora Liberal has been killed; playersmust try to work out for themselvesthe new table balance. Executedplayers are removed from the game andmay not speak, vote, or runfor office.

VETO PO WE RThe Veto Power is a special rule that comes intoeffect after five Fascist Policies have beenenacted. For all Legislative Sessions after thefifth Fascist Policy is enacted, the Executivebranch gains a permanent new ability to discardall three Policy tiles if both the Chancellorand President agree.The President draws three Policy tiles,discards one, and passes the remaining two tothe Chancellor as usual. Then Chancellor may,instead of enacting either Policy, say “I wishto veto this agenda.” If the President consentsby saying, “I agree to the veto,” both Policiesare discarded and the President placard passesto the left as usual. If the President does notconsent, the Chancellor must enact a Policyas normal.Each use of the Veto Power represents aninactive government and advances the ElectionTracker by one.S TRATEGY N OTES Everyone should claim to be a Liberal. Sincethe Liberal team has a voting majority, it caneasily shut out any player claiming to be aFascist. As a Fascist, there is no advantage toouting yourself to the majority. Additionally,Liberals should usually tell the truth. Liberalsare trying to figure out the game like a puzzle,so lying can put their team at asignificant disadvantage. If this is your first time playing Hitler,just remember: be as Liberal as possible. EnactLiberal Policies. Vote for Liberal governments.Kiss babies. Trust your fellow Fascists tocreate opportunities for you to enact LiberalPolicies and to advance Fascism on their turns.The Fascists win by subtly manipulating thetable and waiting for the right cover to enactFascist Policies, not by overtly playingas evil. Liberals frequently benefit from slowing playdown and discussing the available information.Fascists frequently benefit from rushing votesand creating confusion. Fascists most often win by electing Hitler,not by enacting six Policies! Electing Hitlerisn’t an optional or secondary win condition,it’s the core of a successful Fascist strategy.Hitler should always play as a Liberal, andshould generally avoid lying or getting intofights and disagreements with other players.When the time comes, Hitler needs the Liberals’trust to get elected. Even if Hitler isn’tultimately elected, the distrust sown amongLiberals is key to getting Fascists elected latein the game. Ask other players to explain why they tookan action. This is especially important withPresidential Powers—in fact, ask ahead of timewhom a candidate is thinking of investigating/appointing/assassinating. If a Fascist Policy comes up, there are onlythree possible culprits: The President, theChancellor, or the Policy Deck.
