Briefing: This research identifies the attributes of an American terrorist by studying the patterns within 34demographic variables and exploring their correlation with the motivation to commit crimes related to terrorism. Webelieve that such an understanding will help to halt the recruitment of American citizens by instructing concernedparents, coaches, teachers, and family members how to quickly identify a person that is susceptible to radicalizationand how to intervene. Studies conducted 20 years ago have identified some markers by examining internationalterrorists: single, male, early 20’s, university education, and from an affluent middle or upper-class family (Russell,1977; Jenkins, 1980, Dingley, 1997). This study confirms the previous findings and expands upon them by examining518 U.S. citizens convicted of crimes related to terrorism. Additional characteristics scrutinized include the location ofresidence, crime and imprisonment, religion, organizational alliances, race, heritage and path to citizenship, field ofstudy and occupation, social status, military experience, mental health, marriage and family, conviction, punishment,and target. We endeavor to continue identifying the common traits of terrorists and the social circumstances thatrender a person susceptible to radicalization and prime them to commit acts of terrorism. By creating a well-sourcedand researched list of behaviors we hope to offer methods for community-based curbing of radicalization.Dingley, J. (1997). The terrorist-developing a profile. What makes a crime an act of terror? The type of crime and scale of its outcome should not be usedto determine if a crime is an act of terrorism. As recent as 1983 the FBI would not investigate a terrorist actunless it had more than one person involved. If the individuals or groups committing the acts of violence aredoing so because the victims do not follow their personal orreligious beliefs or can be used as a tool for political gain,then the chances are they are acts of terrorism. If an individual pulls out a gun and fires at school kids or coworkers, the individual is not likely to be prosecuted as aterrorist.

What makes a crime an act of terror? If an American born terrorist plans and trains for anattack in the U.S. while not on U.S. soil, he/she is aninternational terrorist. If a foreign national plans, trains, or uses resourcesfound in the U.S., he/she would be considered adomestic terrorist. If the planning, training, and execution of the violent actoccurred both on U.S. soil and abroad, the judicialsystem would have to decide where it fits.

Terrorism Legislation, INTENT In a criminal case, not related to terrorism theburden of “proving intent” is on the prosecution. In the case of terrorism, acts that "appear to beintended" to intimidate, coerce, retaliate may stillqualify as terroristic crimes without additionalevidence.

Terrorism Legislation U.S., President Obama was responsible for writing policystandards and procedures that formalize and strengthenthe process for capturing or killing a terrorist, but it wasthe creation of the Department of Homeland Securitythat was created for terrorism prevention. The U.S. federal government has funneled significantamounts of money in the Department of HomelandSecurity, and other government agencies have increasedour ability to prevent terrorism before it strikes. Thirty pieces of legislation related to terrorism have beenenacted in the United States in 2015-2016.
