President’s ReportRhonda O’SignIt gives me great pleasure to present my annualreport as President of Little Athletics Tasmania forthe 2014/2015 Little Athletics season. We can reporton another great year of athletics, with a totalregistrations for the season reaching 2,539. This anincrease of 163 (growth rate of 6.86%) from theprevious season; a great result, and is due in themain to the increased marketing undertaken by LittleAthletics Tasmania, and by Centres throughout theirlocal community.I would like to relay the board’s appreciation for thehard working centre committees in our21 centreswho ensure local delivery of our Little Athleticsexperience, week in, week out. You indeed are the“lifeblood” of the huge pool of volunteers making oursport possible for the many families who participate.My appreciation goes to all our hardworkingcommittee members, parents, volunteers andofficials. Our sport requires a high level of volunteercontributions from participating families. Ourcollective contributions are precisely what make adifference to individual centre success and to theeffective delivery of our sport to its participants.Thank you all for your support to myself and theboard.We saw the introduction of the long awaited Workingwith Children’s checks in Tasmania. From the 1stApril 2015, to participate in activities like coaching,age group management, and committeemembership, you must have your Working withChildren’s Check. A Sector Guide was developed,specific to Little Athletics which identifies thoserequired to comply with this.The Board of Management continue to review ourstrategic goals, our State Meetings, ChampionshipEvents, policies and governance structure. The Boardmeets annually in July for a planning weekend, whichall areas of operations are thoroughly reviewed.LATAS BOARD OF MANAGEMENTThe 2014 Annual General Meeting saw no changes tothe Board of Management, with myself being re‐elected to the position of President, Roger Hosie toTechnical Requirements Director, and Kaylene Kneeto Education Director, respectively.As mentioned in previous reports, the LATas Board isan Operating Board. An Operating Board makes keydecisions for office staff to implement and fills gapsin office experience. This model of Governancevaries from State to State, especially in the largerStates where CEO’s are employed to fully implementthe operational decisions made by their respectiveBoards, and to have considerable input into these. Inthat regard, the larger State Associations are EngagedBoards – providing support to their CEO and beingactive in engaging in future direction and keydecision making.Being a smaller State, Tasmania currently has neitherthe financial resources, nor the requirement to havea CEO in place. Each individual Board member fullyengages in all areas relating to their portfolio, andassists other Board members when required.Our Administration Officer is responsible for day today office management, and implementing decisionsmade by the Board.Little Athletics Tasmania will be maintaining adatabase of all members with a valid check.88TASMANIAN LITTLE ATHLETICS ASSOCIATION INC : ANNUAL REPORT 2014/2015

The make up of the Board, and the willingness forBoard members to assist others, was at the fore thispast season when, due to personal reasons, PeterWeldon took a leave of absence from his position asCompetition Director. I, along with Peter, thankRoger Hosie and Brett Johnstone for carrying much ofthe Competition Director’s duties during the periodof Peter’s absence. As we know, this is a very timeconsuming and busy role (particularly during theperiod of State Meetings and Championships). Rogerand Brett willingly gave their time to commit toassisting in this role, along with the other duties theyhave under their own portfolio’s.I would like to thank all Board members for theirsupport , and for their ongoing commitment to LittleAthletics Tasmania.LATAS OFFICEOur Administration Officer, Joanne Traynor continuesto learn much about our sport, and is a valuedmember of our team. Jo has had the difficult task oflearning IMG, and trouble shooting the many issueswhich have arisen during the season. Coupled withthis we have experienced major email and websiteissues. A change of web host was necessary aftermoving to our own Web Domain (necessary whengoing live with the new website), and I take thisopportunity of thanking Brett Johnstone’s IT guru,Dan for the many frustrating hours he spentinvestigating a suitable host and all associated withgetting our new website set up. We thenencountered email issues whereby office emails werenot reaching Centres, with no notification that theywere not going through.At the time of writing this report, we are investigatingsuitable options which will avoid these issues in thefuture. I thank Jo for her support throughout theseason, not just to myself, but to all Board Members.9Last year, through funding provided by Little AthleticsAustralia, we were fortunate to employ Jayden Heyas our Development Officer for a five month period.Jayden was invaluable to us in presenting our LAPSprogram at schools throughout Tasmania, visitingCentres and giving guidance, and also helping Jo outin the office, particularly during the very busy timewhen registration materials were arrive.The funding from Little Athletics Australia is for a twoyear period, and we certainly appreciate theopportunity of being able to employ a DevelopmentOfficer, the first for Little Athletics Tasmania. WithJayden unavailable due to his full time workcommitments, we have been fortunate to employSimon Bennett. Simon will be well known to many asformer Development Officer with Athletics Tasmania,and also a regular face at our Regional CoachingClinics. Simon commences the first week of July for aperiod of six month. In addition to LAPS, CentreVisits and clinic organisation, Simon will be looking toroll out Introduction to Coaching sessions throughoutthe regions. Another first for our sport, and I am surewill be extremely popular with many members.SPONSORSHIPSponsorship continues to be strong, however thereare still several opportunities for sponsorship; namelyour Multi‐Event & Walks Championships, and RelayChampionships. INTERNATIONAL CHILDREN’S GAMES (ICG)December 2014 – Lake MacquarieIn December 2014, we were fortunate to have twoteams – Launceston City and Hobart City, compete inthe 2014 International Children’s Games in LakeMacquarie, the first time this Internationalcompetition had been held in the SouthernHemisphere.The journey has been well documented. It was anexciting time for those members selected, andindeed the personnel who accompanied the teams.Both teams were made up of six boys and six girls,with a Team Manager, Coach and Head of Delegationaccompanying each team. As the Head of Delegationfor the Launceston team, it was a priviledge to attendsuch a high standard, international competition. Theexperience for the athletes and adults alike wasunlike any other that Little Athletics Tasmania hasbeen able to offer.Our athletes had the opportunity of competingagainst athletes from 40 Countries, and 72 Citiesfrom around the world.Sponsorship was received from the Launceston CityCouncil, Hobart City Council and Bell Bay Aluminium,with the levy for both teams being paid by LittleAthletics Australia. This support of the teams wasvery much appreciated, and resulted in a heavilyreduced levy for the athletes.Plans are now underway for the 2016 InternationalChildren’s Games being held in Taiwan in July 2016.JETSTAR LITTLE ATHLETICS AUSTRALIA (LAA)Throughout the season I have attended a number ofAustralian Little Athletics (LAA) Board Meetings, twoconferences, and the Annual General Meeting. Myrole as President sees me sit on the Little AthleticsAustralia Board of Management.It is certainly a privilege to site on the Board and be apart of the decision making of our great sport. TheBOM meetings are vital in progressing the strategic1010direction of Little Athletics. The governance of theBOM is currently under review, and to that end anindependent consultant has been appointed toundertake the review.Sponsorship is strong. The partnership with Jetstar isexceptional and provides many benefits to all StateAssociations. Through the sponsorship, we havereceived funding to increase our marketingcampaigns, contra flights with Jetstar and Qantas.The Jetstar flights were used to subsidise the 2015State Team travel; with Qantas contra used for travelfor delegate’s travel to National conference, AGM,Development Officer Meetings. In addition, Jetstarhave provided vouchers for an officials award, prizesfor Jetstar ‘star jump’ competition, and the find‐a‐word competition which was run at or StateChampionships. The star jumps have certainlyprovided much competition and entertainment, andwe look forward to running these promotions againnext season.Other National sponsors include V Insurance andASICS. The LAA CEO is forever proactive inattempting to secure additional sponsors for oursport, all of which benefits all State Associations.In additional to the funding provide by Jetstar asmentioned above, Little Athletics Tasmania werefortunate to be the recipients of 25,000 for a twoyear period to employ a Development Officer. Thiswas a first for our State, and we look forward tobeing able to continue to fund this position, eitherby further funding from LAA, or financial strategies toself fund this. State Associations receive funding forthe LAPS program. This is based on an amount perstudent who undertakes the program.Last year, LAA established a Joint AthleticsManagement Group to identify practical outcomesthat can help further strengthen the links betweenLittle Athletics and Athletics Australia, and align theirefforts to grow the sport of athletics in Australia at alllevels. Discussions on this have also been held atJoint CEO’s meetings and Joint LAA BOM/SeniorManagement meetings.TASMANIAN LITTLE ATHLETICS ASSOCIATION INC : ANNUAL REPORT 2014/2015

To assist the progress in determining options to growthe sport of athletics in Australia, Little AthleticsAustralia is looking to appoint a consultant toundertake a review, and submit options forconsideration. Organisation of the International Children’sGames in 2014, and organisation of the 2016International Children’s games, includingsecuring of sponsors, meetings with Host Cities,and liaison with Host Country;I reported last year that LAA were committed todeveloping National Policies, where applicable. Ithas since been determined that due to variouslegislative requirements, State Associations wouldretain their own policies, with LAA working towards anational Child Protection Policy. Attendance at sporting forums; Grant submissions and acquittal reporting of ourState Grants funding from Department of Sportand Recreation; Centre Visits; Conference convenor, and this year in Jo’sabsence, responsible for the compilation of ourAnnual Report and Conference Agenda; Staff recruitment and management thereof.Following this decision, Little Athletics Tasmaniareviewed all current polices, and will undertake afurther review at Board Conference in July. I amcurrently working with the Department of Sport andRecreation to put together a Cyber policy – this willincorporate social media (facebook, instagram,twitter), website.SUMMARYIn summary, an excellent year for Little AthleticsTasmaniaOTHER AREAS OF INVOLVEMENT Increase in registrationsThe role of President is wide and varied, and allowsme to be involved in so many areas of our sport. Inaddition to chairing of all meetings, supervising staff,and representing Tasmania at national level, I aminvolved in the following ‐ Formation of a New Centre Our first paid Development Officer Finalisation of our new website Participation in the 2014 Lake MacquarieInternational Children’s Games Acknowledgement by the Department ofSport and Recreation that Little AthleticsTasmania is one of the leaders in terms ofstrategic direction and policies. Responsible for our Sponsors, including thecompilation of sponsor packages; meetings andensuring compliance of all agreements; Responsible for drafting many of the Associationsguidelines and policies; Assisted with the setting up of the new NorthernCross Country competition this season; Website maintenance, with the office beingresponsible moving forward into the new season; Liaison with all stakeholders, including AthleticsTasmania, Northern Branch; Department of Sportand Recreation, Disability Services, Governmentagencies;11Thank you again to the hard working committeemembers, our coaches, officials, and the supportgiven to me by my fellow board members and family.Moving into the new season, I am excited about thedirection Little Athletics is heading, both at a Stateand National level.TASMANIAN LITTLE ATHLETICS ASSOCIATION INC : ANNUAL REPORT 2014/2015

Finance Director’s ReportGarry HouseThe preparation of the Financial Budget as inprevious years set the bench mark for our financialperformance.Although our audited accounts show that we havehad a solid financial performance, it has to beremembered that we have significant cash flow(outwards) prior to the commencement of the nextSeason.Outstanding State Team Expenses, LAA Conference,State Conference, Board Conference, RegistrationMaterials, LAA Insurance, Office Expenses etc. haveto be paid before October.I have also attached a schedule showing our CashPerformance against Budget.Income was over Budget by 76000, of which 37400came from the Government grant, InternationalChildren’s Game levy 22000, and State Meetingentry fees 7000I ask that all Centres continually review your amountof Cover, and continue to minimise your exposure byensuring that all equipment is securely stored andvaluable items such as PA systems, timing machinesetc are stored at private residences in the off season.Please note that it is a requirement of our Insurersthat Centres supply the Association with a full list ofAssets each year, complete with cost of replacement.PERSONAL INJURYAs last year, I once again remind Centres of theprocedure in relation to Injuries at CentreCompetition. For minor injuries at a Centre (e.g first aid)should be recorded in the Centre First AidRegister. For injuries that Centres feel that it may lead toan Insurance Claim (e.g breakage) Form TLAA18is to be completed and forwarded to me. Thisform is then used as evidence that an injuryoccurred, in the event that a formal claim may bemade on our Insurers at a later date. If a Parent wishes to lodge a claim, then theSports Personal Accident Form (which can beobtained from the LAA Website) is to becompleted and signed by the Parent, signed bythe Centre, and then forwarded to me forendorsement, and then will be forwarded to ourInsurer.Expenses were over Budget by 35000, 23000 forthe International Children Games and 13000 forState Team Expenses.(timing issue only)INSURANCEEquipmentThe LAA policy continued during the year, and onceagain the premium cost was covered by the TLAA andnot passed onto the Centres.This premium covers Centre Equipment up to 75000and any additional cover is at the Centre’s cost.1212TASMANIAN LITTLE ATHLETICS ASSOCIATION INC : ANNUAL REPORT 2014/2015

SUMMARYA reasonably good year financially for the TLAA, butas stated earlier in this report, we still have asignificant amount of outstanding expenses since thebalance date of the 31st March.Registration fees together with other charges fornext season will, as usual, be reviewed at BoardConference.Delegate to the LAA mid year Conference and the2015 Conference and ALAC’s in Perth.I wish to sincerely thank Centres, my fellow BoardMembers, the Office, and my wife Anne for thesupport given to me during the Season.Finally, I thank you all for allowing me theopportunity to serve our great organisationAs part of my duties as a Board Member this year, Ihave also been involved in the Coaching Camp asConvenor and a member of the State Team SelectionPanel , together with having the privilege of being theHead of Delegation for the HCC team to go to theInternational Children’s Games at Lake Macquarie,plus a13TASMANIAN LITTLE ATHLETICS ASSOCIATION INC : ANNUAL REPORT 2014/2015

Competition Director’s ReportPeter WeldonIntroductionAs most would know I was on a leave of absence inNovember which unfortunately I had to extend untilafter the competition season was over. It would beremiss of me not to acknowledge the tremendoussupport of my fellow Board Members and Jo in theOffice who willingly accepted the additionalresponsibilities of the Competition Director duringthat time, as well as providing personal support tome through difficult times.To the Little Athletics community I would like toexpress my own and my family’s sincere appreciationfor the kind words of condolences, cards and acts ofkindness extended to us. My wife Coral would havebeen truly humbled and embarrassed by the act ofrespect and recognition shown to her with a minuteof silence at the opening of the State IndividualChampionships after she passed away. Rhonda foryour understanding and personal support I thankyou.Season ObservationsThe 2014/2015 season planning started in earnestafter the BOM conference ratified the meeting datesin July 2014. Schedules were worked up and actionplans drafted early for the four events run in the2014 calendar year as I had significant after hourswork commitments in October closely followed by along awaited overseas holiday in November. Brettand Roger took hold of the competition laptop alongwith the draft plans before I went on holidays. Itremained in their good hands for the Championshipevents and this report has been jointly prepared.As with any year, State meetings for our athletes donot just happen through the efforts of one person.The Competition Director relies on the cooperationof many others to facilitate these meetings. I thankmy fellow Board Members and Jo in the Office fortheir continued support and guidance. PeterMcConnon also maintains an application thatproduces the entry lists for the printed program forthe State Individual Championships.The process that allows athletes to be nominated viaSLAM for state non‐championship meets our currentneeds.Regional MeetingsThe forums provide:‐ Centres to raises issues for consideration bythe BOM; provide and receive informationthat will assist with the operations of LittleAthletics in Tasmania to review competition arrangements andissues arising at state meetings and an opportunity to network between Centres.The meetings have an informal approach. Non Championship entry process using SLAMThe extract process using SLAM worked well thisseason. The work around to create ‘ghost’ entrieswhere data could not be extracted if an event hadnot been run at a Centre was circulated to centresthat experienced the problem.My appreciation also extends to board members andJo in the office who assist in the receipt, checking anddata entry of entries for the state championshipevents. I must also acknowledge that the preparationof the printed programs is done in‐house by ourPresident.Officials and Task AllocationThe practice adopted in the previous season wherethe Development Director coordinating officialscontinued this season. Refinement of the taskallocation of points value occurred where iniquitieswere identified.MentoringThe mentoring program designed to give centreofficials the support and confidence to officiate atstate meets as well as a starting point for assessingthe standard of officiating before being able to beaccredited as a ‘C’ Grade Official continued thisseason with increased an outcome of state officials.Board members continued to be available to assist atCentre level for state qualification where Centresidentified a number of Centre Officials were ready forstate C Grade official duties.It is pleasing to report that the pool of the moresenior field and track official has grown this season.The challenge remains to maintain and continuallyincrease this pool of qualified officials.Team Manager and Chief Officials BriefingsAppreciation goes to all team managers and officialswho attended these meetings.
