Mr.Wooding participated by telephoneconference, but could not vote. Alsopresent were the Executive Secretary, theChief Operating Officer, and theAssistant Executive Secretary. Upon amotion by Ms. Scully, seconded by Mr.Arnold, the December October 2013Board minutes, copies of which weremade available to all Directors, wereunanimously adopted, absent: Dr.Newman and Mr. Wooding.AKC ART EXHIBITThe Chairman reported that there willbe an exhibition from the AKC artcollection during the day at theWestminster Kennel Club Agility Trialand throughout the dog show, featuringpaintings of former Westminster Best-inShow winners.PENSION COMMITTEEDr. Garvin gave the report of thePension Committee. The AKC employeepension fund is currently 82% funded.The Pension Committee of the Boardsubmitted a proposed charter, whichwould expand its responsibility tooversee various AKC investments,advising the Board on prudentinvestment policies.The Chairman indicated that withoutobjection, a proposed charter, which isattached to these minutes, would beadopted, effective immediately. There wasno objection and the charter wasadopted.PRESIDENT’S REPORTBoard Action ItemsMr. Sprung gave a status report onprevious Action items assigned to theStaff.Events and Entries UpdateMr. Sprung gave a year-end event statusreport for 2013. Entries were up by 1.2%and Events were up by 1.7% comparedto 2012.Mr. Sprung also presented statistics overthe last ten years.LEGAL REPORTMargaret Poindexter, General Counsel,participated in this portion of themeeting. She presented a status report onpending litigation and other activities forthe month of December 2013.EXECUTIVE SECRETARYMargaret Poindexter and Mari-BethO'Neill were present for this portion ofthe Meeting. Alan Slay, AKC Staff, participated via telephone conference.TerritorialityThe Board reviewed proposedamendments to Chapter 2, Sections 3, 5,7 and 10, of the Rules Applying to DogShows, which was based on input fromthe Delegate Dog Show RulesCommittee, the Delegate All-BreedClubs Committee as well as AKC Staff.There was a Board consensus that theissue of territoriality needs further studyto determine what model would be thebest for the future of the Sport. This willbe considered further at the Marchmeeting.Canine Legislative Position Statementon Service/Assistance DogsThe Board reviewed a Staff recommendation to expand the canine legislationpolicy position statement on The Use ofAKC GAZETTE 5 MARCH2014Dogs for Assistance and Service toaddress specific instances whereindividuals have fraudulently identifieddogs as Service/Assistance Dogs forpersonal advantage. This will beconsidered further at the March 2014meeting.Canine Legislative Position Statementon Public Transportation for DogsThe Board reviewed a Staff recommendation to expand the canine legislationpolicy position statement on Air Travelfor Dogs to encourage public transitauthorities to allow people to evacuatewith their pets or bring pets onto publictransportation during times of naturaldisaster or other emergencies. It alsoincludes language to expand the currentstatement to include support for allowingdogs on national train services such asAmtrak. It further states that AKCexpects all dog owners using publictransportation to comply with allapplicable laws and carrier policies.Following discussion, there was a motionby Dr. Garvin, seconded by Mr. Arnold,and it was VOTED (unanimously; absentDr. Newman and Mr. Wooding) toapprove the following position statementeffective immediately. (New language isunderlined.):Public Transportation for DogsTo ensure the safest possible air and railtravel, the American Kennel Club stronglysupports thorough training oftransportation staff in the careful andappropriate handling of dogs, adequateenvironment controls in cargo spaces, andcareful attention to record keeping.The ability to ship dogs by air as excessbaggage, cargo, or in the cabin is vital todog owners, breeders, handlers, andexhibitors who want to travel on the sameflights as their dogs.We encourage airlinesto serve their customers by continuing tooffer these necessary services.We also encourage national train services tooffer similar transportation options to theircustomers.During the times of natural disasters,evacuations and other emergency situations,we encourage public transportation services(such as local buses and public commutertrains) to allow passengers to travel withtheir pets under specific guidelines and

circumstances.Passengers are expected to comply with allapplicable laws and carrier policiesregarding travel with animals.Canine Legislative Position Statementon Animal TerrorismThe Board reviewed a Staff recommendation to expand the canine legislationpolicy statement on animal terrorism toclarify AKC’s commitment to the AnimalEnterprise Terrorism Act and to includelanguage that opposes acts including“intimidation” and those directed at“breeders”. Following discussion, therewas a motion by Dr. Garvin seconded byMs. Scully, and it was VOTED(unanimously; absent Dr. Newman andMr. Wooding) to approve the followingposition statement effective immediately(New language is underlined.):The American Kennel Club abhors acts ofviolence, bullying and intimidationcommitted against dog owners, breeders,kennels, pet stores and research facilities bythose who object to the keeping and use ofanimals.The AKC respects the right of allindividuals to express and advocatepersonal opinions in lawful ways.Wesupport full enforcement of the AnimalEnterprise Terrorism Act and we stronglycondemn illegal actions such as the“liberation” of dogs or destruction ofproperty.The AKC supports the right ofpeople to own, train, interact with andexhibit their dogs without interference.Foundation Stock ServiceThere was a discussion on theFoundation Stock Service procedures.This will be discussed further at a futuremeeting.Non-Event Holding Affiliate EntitiesBased on a request from the Board, Staffpresented ways to expand AKC’s currentclub structure to welcome organizationsthat may not be event-giving entities, butthat conduct other dog-related activitiesand programs. Staff discussed ways toidentify these organizations and sharewith them the benefits and advantagesthat could be offered through AKCaffiliation.This will be discussed further at a futuremeeting.Parent Club Approval for Kooikerondjein Miscellaneous ClassThere was a discussion on selecting theofficial club for the Kooikerhondje. Thiswill be considered further at the March2014 meeting.EVENT MARKETING PROGRAMMark Dunn, Connie Pearcy, Alan Slayand Doug Ljungren participated in thisportion of the meeting via telephoneconference.Based on a request from the Board, Staffpresented a business plan that will allowclubs to leverage the AKC
