INTERIM DIRECTOR’S REPORT– Maria LynnWho would have thought as we began the year 2020 that we would findourselves in the midst of a global pandemic that would have us all adjusting ourlifestyle, ways of being and doing church, and refocusing our vision on what’sreally important.In mid-March, Governor Northam of Virginia issued an Executive Order toclose all non-essential businesses and places of worship/ large gatherings andurged people to quarantine themselves to reduce the spread and risk of infectionby the novel Coronavirus known as Covid-19. Churches in the Dover Associationcomplied in addition to the Dover Associational office staff. Because of theshut-down, Dover was unable to hold their Semi-Annual meeting in April butresumed Council and Executive Board meetings via Zoom. Beginning in June,many of our Dover churches began opening their doors, conducting drive-in oroutdoor services, while others learned quickly how to stream their services viaFacebook and YouTube.When I arrived in August to serve as your Interim Executive Director, theassociational staff had been back in the office for two months, although regularleadership and ministry meetings continued to convene online or in larger spaces.I am working toward building relationships with our associational churches, staff,and partners, preparing the association to welcome a new Executive Director,and keeping the association moving forward during an extended transitionbetween directors. I expect to lead transparently, engage pastors and churcheswith our association and challenge our leadership to evaluate what we do andwhy we do it in the hope of re-imagining the ministry of the association.Ministering to Churches and Church LeadersWork with and assist ministers & churches; Strengthen relationships amongchurchesMy initial effort has been getting to know the people that make up the associationand hear their successes and challenges in ministry. Opportunities have included: Attending Minister’s Support groups which have provided insight into the varietyof challenges pastors are facing in this pandemic and election season. Visiting worship services in-person and online and appreciating the variety ofgifts and styles of each church. Sending notes of encouragement to12 Churches of the Week and notes to 25pastors on their service anniversaries. Listening sessions with individual pastors and touring their church facilities.These sessions have been holy ground as pastors have shared their calling, theirlove for their congregation and community, and their hopes for the DoverAssociation. Assisting Mt. Olivet and New Bethesda as their pastors, Dale Ashley and ToddCombee retire after two decades of ministry among them.Page 2

Attending the final Sundays of the two retiring pastors and celebrating the workGod has done in, among and through them. The Mt. Olivet river baptism servicewas especially meaningful as 15 were baptized on a chilly morning of 46 degrees!Goal for 2021: Create opportunities to develop relationships among the churchesof the association through regional prayer gatherings, community conversationsand cooperative mission efforts.Leader of the AssociationWork with & assist associational organizations/leaders; General leadership &administration; Manage the office, business and staffAs the leader of the association, I have had opportunity to participate in: Finance Committee meeting and 2021 budget preparation. I appreciateFinance Chair, Wayne Gray’s effort toward aligning our expenses with ourincome. While these efforts are baby steps, we are making progress. WMU Board Meeting which was able to meet after many months of quarantine.These women remind us that while we may be limited in our gatherings, themissional needs never shut down. There is always something we can do to helpothers know the love and hope of Christ. Their generosity has been astounding.I am appreciative of the Dover Associational Office and Field Staff and the hardwork they have done pulling together following the departure of the previousInterim Directors. Not only did they cover the regular tasks to be done but wereable to adapt during the Covid-19 shut-down. They have been welcoming andpatient with me as I learn my role, the association and adjust to their workflow. Asa staff, we have been planning together during our weekly meetings,brainstorming ideas, celebrating birthdays and anniversaries and enjoyed aspecial outing to Michie Tavern and Carter Mountain Orchard.Sam Duenckel, Associate for Missions, has worked extraordinarily hard in termsof staying up to date regarding Covid-19 and communicating that information toour churches; developing webinars to help parents navigate the challenges ofVirtual/ Online School; and for taking on the overwhelming task of creating,recording and compiling all the on-line webinars for the CVBM LeadershipDevelopment Conference in September.Steve Smith, Associate for Ministry to Church Leaders, is a consummateencourager! He is regularly texting, calling and connecting with Pastors, SundaySchool/ and discipleship leaders in addition to leading the Ministry Supportgroups. He is always checking on our staff as well and certainly pastors us withgrace and humor. We celebrated Steve’s 4th anniversary serving Dover inAugust.Page 3

Sandy Weakley, Executive Assistant, keeps us all on track in the weekly routine,tracks our finances and makes working together fun! I am appreciative of the waySandy functions as a pastor to our Dover Ministry Assistants and encouragesthem regularly. Her devotion to Operation Christmas Child comes from herheart’s desire to make Christ known.Sue Hall, Ministry Assistant, celebrates her 39th year serving Dover Baptist thismonth. Sue has been a steady presence and encouragement to those whoengage with Dover and serves as my resident historian. She has seen a lotthrough the years and gives us hope for the future.Goal for 2021: Work toward alignment of budget and governing documents withpurpose and function. Work with office staff to update constituent database andcommunication methods and procedures.Mission StrategistProvide missionary leadership & maintain denomination and other externalrelationshipsMy first question for the Dover Association and one that I have asked eachindividual and group that I have met with is, “What is the identity of the Doverassociation”? Richmond Baptist Association is known for their Ministry Centersand Camp Alkulana, Middle District leadership says they are known forleadership development and revitalizing churches. The most frequent response Iget is that Dover supports pastors. Indeed, we do. Through our Ministry supportgroups, encouraging notes, calls, we provide a place for pastors to find supportand encouragement. We also provide assistance for churches with questionsabout financial, legal, pastor search, Covid, etc. These resources support thechurches in their effort to be on mission for God’s Kingdom. But what brings ustogether as an association?At the September Dover Council meeting, I asked the leaders to introducethemselves by answering three questions. Here is a summary of their responses:How did you get involved with Dover Association? Raised on Baptist Church context and involved in associational anddenominational activities and leadership opportunities Invited to come alongside and serve in associational committee work or takepart in associational eventsWhy do you stay involved? Value the work of the association – helpful in times of transition or hardship,advice on legal or technology matters, etc.Page 4

Committed to their responsibilities as leaders Invested in cooperative mission engagement and the spirit of cooperationamong the Dover churchesConcerns for the Association? Identity:What does Dover do? Why? How? Involvement:Congregational lack of participation and interestGenerational involvement - hard to engage younger adultsCross-Cultural Relationship among churches is not where it needs to be Investment in Future:Financial support on the declineSeeing our community as a mission fieldLack of new leaders involvedGoal for 2021: Host community conversations regarding identity and mission,leadership pipeline and structure, cooperative mission efforts and inviting thoughtpartners to help us relate cross-culturally within our association.Dover Baptist Association has a long history, 237 years, of healthy cooperationamong her churches. We have an opportunity for a longer future if we clarify ourpurpose, simplify our structure, position ourselves to be a ministry incubator forchurch leadership, and learn how to relate in a remarkably diverse world.Thank you for allowing me the opportunity to join you during this season!Blessings,MariaPage 5

Associate For Missions’ Report - Sam DuenckelThe Dover staff began the year by planning several fun events to bringpeople together, including a Family Feud Night for Dover youth groups. However,everything changed by mid-March when the Coronavirus (COVID-19) pandemichit Virginia. The Dover office closed on March 19 and reopened on June 15.While the physical office was closed, the Dover staff continued to work--primarilyfrom home. Personally, I participated in Zoom meetings prior to the pandemic, buthad not managed Zoom meetings and webinars. However, I began to haveseveral meetings per day on Zoom once most public meetings were no longerallowed. I created a page on the Dover website dedicated to COVID-19 resourcesand put a link to the page in the weekly email.The April Executive Committee was conducted by a Zoom webinar allowingpeople to participate virtually and by phone. This meeting was critical, because itwas clear that the Executive Committee had to cancel the Semiannual meetingdue to COVID-19 restrictions. Over thirty people participated in this very firstvirtual Executive Committee meeting, and we even had a quorum! I am proud ofthe flexibility and dedication of the Dover Baptist family during a time oftremendous uncertainty.When the office reopened, we intentionally connected in different ways. Forexample, due to social distancing requirements, we could only have a maximumof fifteen people in the large conference room (the normal capacity is around 70).Email and texting greatly increased during this time also. In August, we hosted aShred Day – with a snow cone truck too in the Dover parking lot! We had at leastfifty people drop by with their bags of papers for shredding, some of whom wehaver never met before.I preached several times during the summer and got a taste of whatpastors experience every week during COVID. Prior to COVID, when preachingyou only had to focus on the congregation in front of you. During COVID, you hadto remember there were people in multiple locations - in front of you in the room,in the parking lot, online, other locations on the church property, etc.For years I have served on the Central Virginia Baptist MinistriesLeadership Development Conference (LDC) planning team. This year was thefirst time that the LDC was not held in-person. Since we assumed that the regularattenders would be “Zoomed-out” by September 21 (the original date of theconference), we decided to produce eight videos of mostly local leaders speakingon a variety of topics related to COVID-19 and the opportunities/risks associatedwith it. Based on the feedback we received, participants appreciated being able towatch all of the videos at their “convenience” – normally participants are only ableto attend two sessions at the most. The average attendance for the conference isPage 6

This year, there were 102 unique views of conference videos (individualviewers) and 199 total views between September 21 and October 13, 2020.Since some of the local school systems began the 2020-2021 school yearvirtually, some Dover churches considered hosting students participating in virtualschool. To help facilitate this discussion, I organized a series of webinars called“Hosting Virtual School.” The first webinar focused on technology needs andissues. A counselor provided insight and perspective in the second webinar, anda principal shared insight and perspective in the third webinar.This year I had the opportunity to encourage and provide resources forpastors, meet and advise several search committees and join congregations inspecial moments of prayer. In May, I celebrated twelve years of serving DoverBaptists as the Associate for Missions. I consider it an honor and privilege to walkalong side of you, especially during a time of high anxiety and uncertainty. Godpromises that we will get through this, that God is always with us, and if we workcloser together, we will be stronger on the other side of this transition. Amen.Associate for Ministry to Church Leaders - Steve SmithIt has been a blessing to be a part of the Dover Staff, assisting within thebuilding, as well as offering support to each other. In addition to the Wednesdaymorning Ministers' Support Group, I have facilitated a monthly group meeting forSunday School Directors. I also have encouraged churches to exploreopportunities to share in the Operation Inasmuch ministry in their community.Visiting Dover churches and occasionally filling in for pastors has beenenjoyable. Many contacts with pastors have been made to provideencouragement and support in difficult times, as well as on special occasions.Since the pandemic, I have relied heavily on the phone and texting to stayconnected with church leaders. We resumed the Wednesday support groupmeeting in person in August with masks and proper distancing, after months ofconference calls. The support for Sunday School directors continues to be byphone. Although I have not been visiting churches in person, I have connected tosome by viewing their online services, following up with the pastor through aphone call or text.As a retired pastor, I can only imagine how difficult serving a church mustbe at this time. To be available for support and encouragement, to listen andshare ideas, and to reach out through prayer during difficult and joyful times is mygoal. Early in my ministry, I was advised to love the people, and I continue toreach out for that purpose.Page 7

ADMINISTRATIVE SERVICES REPORTSFINANCE: Wayne Gray, Chair (Northside), Margie Elliott, Co-Chair(Colosse), Richard Adams (Oak Hall), Mike Lohr (New Bethesda),Dan McFaden (Shalom)The fiscal year 2019 ended on January 31, 2020, with a General Fundbalance of 715,736.75, an increase of 72,638.26 from the closing balance offiscal year 2018 on January 31, 2019. The majority of the increase was due tounrealized gains in the value of investments at Vanguard. Income exceededexpenses by 9,314.48 for the fiscal year and also contributed to the increase inthe General Fund balance. The Director of Missions position was vacant or filledby part time staff during the year resulting in the personnel budget beingsignificantly under budget and more than offset the shortfall in budgeted income.Church gifts to the Dover General Fund for the last twelve years, excludingthe special gifts of 2017, ranged between 400,519.70 and 367,530.17. Churchgifts were 371,092.96 for fiscal 2019, a decrease of 2.7% compared to theprevious year. At the end of August in fiscal 2020, church gifts to the GeneralFund are lagging by 7.5% compared to the similar period for 2019. The impact ofCOVID-19 on Dover churches is felt to be a factor. These trends remain asignificant concern in maintaining the long-term financial health of Dover.Dover had investments in three equities that were not publically traded. InDecember 2019, two of these investments were merged into a new company, FSKKR Capital Corporation II. In June 2020, this entity became a publically tradedcompany. During this period, the value of this holding fell significantly due to theturmoil in the financial market due to covid19. The value of the entity hasincreased from June lows, but remains below the amount invested.Dover was advised it will not be receiving an allotment from the Alma Huntoffering in January 2021. This allotment typically received by Dover and otherassociations is being redirected to needs generated by covid19. This gift istypically less than one-half percent of annual income for Dover.The 2020 budget proposal is being drafted for presentation at the annualmeeting in October. For the third year in a row, the Finance Committee will bepresenting a budget which shows expenses significantly exceeding projectedincome. While this report emphasizes the financial challenges Dover faces, Godhas blessed us in many ways. Our real challenge is to be faithful stewards inutilizing these resources for HIS work.COMMUNICATIONS: Bob King, Chair (Berea)Page 8

CONSTITUTION: Clarke Hawkins, Chair (Hillcrest), Judy Patch (Hunton)Due to COVID-19, the Constitution & Bylaw Committee recognized that additonalguidance is needed to allow business to be conducted during periods of on-goingstate of emergency. The committee recommends adding the following to Bylaw1.01:(a) In the case of an emergency, such as the novel coronavirus, that iscomprehensive in nature affecting localities, the state, or nation, doing as theState of Virginia allows, the Association shall conduct business virtually, orthrough any means that allow for simultaneous communication, per normalschedules provided identifiable members can hear, participate simultaneously,and vote. This scholarship is designed for individuals or groupsfrom Dover churches seeking training for traditional or nontraditional ministry.Funds from this scholarship are also available for an individual pursuing anopportunity to explore or expand his or her ministry calling. Each recipient thisyear received the maximum amount of 1500 allotted for scholarship applicants.Adam Denny was the first recipient of this scholarship and used the funds for hiseducation at Southeastern Baptist Theological Seminary as he works onobtaining a Doctorate of Ministry. The second recipient of the Fairmount BaptistScholarship was Derrick Nicksich who will use the funds from this scholarship topay for his studies at Southeastern Baptist Theological Seminary as well. Derrickcurrently serves as the student minister of Cool Spring Baptist Church. Both ofthese scholarships were awarded in May 2020.Along with the new scholarship, the Dover Baptist Association continues toaward the Hepler Scholarship. This scholarship goes to a student of a Doverchurch. This year, the Hepler Scholarship was awarded to Morgan Miller.Morgan began attending CNU this fall with a desire to study teaching.
