Using CommonHelpIntroductionCommonHelp is the Commonwealth of Virginia’s fast and easy way to apply online for many Virginia social servicesassistance programs. Through a single online site, you can find out what assistance you might be eligible for andsubmit one application saving you time and effort. You can also use CommonHelp to Check Your Benefits, ReportHousehold Changes, or Renew Your Benefits.This guide is designed to help you use CommonHelp. When you go online and start working in CommonHelp, you willfind a quick video that introduces CommonHelp. We have also included a video about using CommonHelp after youhave submitted your application. Using CommonHelpAbout CommonHelpNavigation TipsHere are the basics for getting around in the system.CommonHelp is a self-service portal where Virginia citizenscan go to apply for assistance.Using CommonHelp, you will be able to submit a singleapplication to apply for assistance from multipleDepartment of Social Services (DSS) programs such as: TANF – Temporary Assistance for Needy Families SNAP – Supplemental Nutrition AssistanceProgram HCC – Health Care Coverage EA – Energy Assistance Child Care – Assistance for Child Care servicesThis makes applying easier and more convenient.ButtonsButtons are at the bottom of each CommonHelp page.Saves information entered on the pageand takes you to the next page or tabTakes you back to the previous page ortabEnables you to include another item tothe information you’re entering, such asan additional person, another employer, asource of income, an additional expense,or an additional insurance policySaves your unsubmitted application andallows you to leave it to come back at alater time or dateAllows you to change information youentered earlier in CommonHelpAfter You Have Submitted YourApplicationWith CommonHelp you and your authorized representativecan check your benefits, report changes and renew yourbenefits.Lets you remove information you enteredearlier in the CommonHelp application,renewal or change. For example, you canremove a person or an employerLets you tell CommonHelp that somethinghas ended, for example a job orpregnancyPlease note: You cannot use CommonHelp to check yourbenefits, report changes, or renew benefits with Child Careor Energy assistance.Your Information Is Kept PrivateCommonHelp is private and confidential. Information youenter online into CommonHelp is protected. Access toyour information is secured by use of a User ID andpassword.Radio ButtonsRadio buttons allow you to choose only one option asshown below. Click on the circle to select it. In thisexample, the option “Yes” is selected.Each application also receives a unique tracking numberwhich you should keep. Use this number if you ever needto call or stop by an office to discuss your application.CheckboxesCheckboxes allow you to select and deselect by clicking inthe box. In this example, the option “No one” is selected.Drop-down MenusDrop-down menus allow you to select an option from a list.Drop-down menus are identified by a down arrow to theright of the box.Page 3 of 7

Using CommonHelpHow to Use CommonHelpAm I Eligible?Date FieldsDate fields allow you to enter a date. To type a date in,follow the pattern MM/DD/YYYY as shown in the examplebelow:Click the “Am I Eligible?” button on the CommonHelp homepage to answer short questions and be told if you and themembers of your household may or may not be eligible forassistance. It takes about 15 minutes to complete. Theinformation you enter here is not saved.The “Am I Eligible?” tool is not required. It’s an optionalstep, but it can help give you an idea of what to expect ifyou decide to complete and submit an application.LinksLinks take you directly to another page withinCommonHelp. Most links are identified by underlined text.Click on the underlined text to go to that page.Page HelpOn every page in CommonHelp, there is a link to helpfulinformation you can use if you feel you need moreinformation about the question you’re answering. Click onthe Page Help link found in the top right area of the page.SpanishThe entire CommonHelp system is also available inSpanish. Use the Spanish version of the system by clickingthe Habla Espanol? link found in the top right area of thepage.The “Am I Eligible?” tool is divided into two sections, HealthCare Only and All Benefit Programs. It will allow you to seeif you and members of your household may be eligible forhealth care coverage only or health care coverage alongwith other benefit programs.Apply for BenefitsIf you only want to apply for Health Care Coverage for youand your family and if you do not want to request any otherbenefits, click the Get Started button for the Health CareOnly window.If you want to apply for food, child care, cash assistance,heating or cooling benefits, aged/blind/disabled healthcare, or Long Term Care – or you want to apply for HealthCare Coverage in addition to any of these programs – clickthe Get Started button of the All Benefit Programs window.It typically takes about 20-60 minutes to complete. If youneed to stop, you can save and exit your application at anytime and return to complete it later.The online application includes the following:1. Get Started – Guides you through setting up anaccount to create a User ID and Password and allowsyou to begin entering information about yourself.2. People – Allows you to enter details about yourself andthe members of your household.Be sure to write down your User ID andPassword. You will need them to start yourapplication. You will also need them to re-enter thesystem should you decide to save and stop theapplication and need to return to it later.Next, this section collects basic information about youand your household. Prepare for this section by havingthe following information ready: Names of household members, address andtelephone number Household income from jobs, child support andother income sourcesPage 4 of 7

Using CommonHelp Social Security Numbers and birth dates of household membersCurrent or recent health insurance informationHousing and utility expense informationDependent care or disability expenseinformation, including day care and medicalexpensesResource information, such as bank accounts,vehicles, homes, property, life insurance, etc.Please note: Some social services do not needresource information. Resource questions willonly be asked if this information is needed todetermine eligibilityIf you are a U.S. citizen, you must declarecitizenship and provide proof of identityNon-U.S. citizens must provide documentationindicating lawful residence in the U.S.For Food Assistance (SNAP), you must includechildren under age 22 and also include anyoneelse who eats with you3. Resources – Collects information about resourcesheld by you and other household members such asbank accounts, vehicles, homes, property and lifeinsurance.4. Financial Information – Asks for information aboutemployment income and other types received by youand other members in your household.5. Bills – Includes questions about the housing bills,other bills such as medical bills, dependent care billsand deductions for all household members.6. Additional Information – Allows you to enterinformation about health insurance, foster care and taxcredits for members of your household,7. Summary– Asks you to review all the informationyou’ve entered in CommonHelp up to this point;provides you a chance to make additions orcorrections.8. Finish Summary – Allows you upload documents tosubmit with your application, appoint an authorizedrepresentative, authorize a Certified ApplicationCounselor or Navigator or Broker.9. Comments – Allows you to enter additional informationon your application.10. Next Steps - Explains which programs you applied forand allows you to apply for additional Benefit programsor other Medicaid programs.11. Signing Your Application – Gives you the opportunityto read the rights and responsibilities, consent to VDSSto exchange information with other agencies, authorizeuse of your income data to renew coverage andelectronically sign your application12. Submit – If you are ready to submit your application,click the Next button. You will then be asked to signback into your account. Once you have signed backinto your account, click the Submit button at the bottomof the screen to complete your submission.After Submitting Your ApplicationThe Virginia Department of Social Services will see if youqualify for assistance. You will receive a Notice of Actionwith a case number.You will have the opportunity to link your case to yourCommonHelp account using your User ID and Password.When the case has been linked, you can Check YourBenefits, Report Household Changes, and Renew YourBenefits through CommonHelp.How to Link Your Case and AccountGo to the CommonHelp home page and click the “CheckMy Benefits” button. Sign into CommonHelp. Click theManage My Account button. In the Case Associationsection, click the check box and click the ‘Link Case’button. Enter your Case number and Client ID and click“Continue.” Your case will be successfully linked.Check Your Benefits OnlineTo check your benefits online with CommonHelp, go to theCommonHelp home page and click the Check My Benefitsbutton. Just like before, type your User ID and password.View the Case Information page (above). It showsthe cases linked with your account. Select the radiobutton for the case that you want to review.This will bring you to the Case Information page which has3 tabs– My Benefits, My Applications and Learn More. Ifyou have only one case you will be navigated directly to theCase Information page.You will start on a tab called “My Benefits.” The MyBenefits tab shows you:Page 5 of 7

Using CommonHelp The name of the benefits beingreceived under this caseThe statusThe names of all the people in thehousehold who are receiving thebenefitsAny documentation you need to give toyour case workerYour upcoming renewalsClicking on the Magnifying Glass icon next to oneof the benefit programs will take you to a detailpage about that benefit.CommonHelp will take you step-by-step throughquestions that let you report your changes. At theend, you will be prompted to submit the changes.Renew Your BenefitsCommonHelp shows when you need to renew yourbenefits. To see if it’s time to renew, go to theCommonHelp home page. Click “Renew My Benefits.”Sign in to CommonHelp with your User ID and password.Go to the My Renewals section to see if it is time to renewany of your benefits. Click the link next to the benefit youwant to renew.CommonHelp will take you step-by-step throughquestions that let you renew your benefits. At theend, you will be asked to submit the renewalapplication.Stopping Your Application to ComeBack at a Later TimeWith CommonHelp, you can stop your application and thencome back to it at a later time or date.To do this, click the Save Exit button before closing yourinternet browser.For example, the image above is for a detailed MA(Medical Assistance) benefit. There are 3 tabs atthe top: Benefit Details, Benefit History, andContact Information. When you click on them, youwill see more details. Benefits Details – This shows youwhat the benefit payment details arefor this month.Benefit History – This shows paymentdetails for the past 12 months.Contact Information – This showsyou the name, location, address, andphone number of your assigned caseworker, and your contact information.Report Your ChangesWhen you are approved for benefits, you will needto report certain changes to your case worker. Toreport changes, click “Report My Changes” on theCommonHelp home page and enter your User IDand password. Click the “Report My Changes” linkat the top of the screen. If you have more than onecase, click the radio button next to the case youwant to update. Next click the boxes next to thechanges you want to report.If you close your internet browser without first clickingSave Exit, you will lose information you entered. Alwaysclick Save Exit before leaving CommonHelp.Returning to Your ApplicationTo come back to the application at a later time, go to theCommonHelp home page. Click “Get Started”and selectthe radio button next to “Login to keep working on anapplication you have already started.” Enter the User IDand password you created during the setup of youraccount.Frequently Asked QuestionsQ: How long will it take to apply for assistance usingCommonHelp?A: It takes most applicants between 20 to 60 minutes.Q: How long will my application be saved?A: CommonHelp gives you 90 days from the last update tocomplete an application.Q: Do I have to sign my application electronically?A: No. If you do not want to sign and submit yourapplication electronically, you can go to the About Benefitssection on the CommonHelp home page and click thenecessary program link to locate and download the VDSSPage 6 of 7

You can printthe application, complete it, sign it, and then submit it eithervia mail, fax, or personal drop-off to the local Department ofSocial Services in your area. If you submit your applicationelectronically, then you will sign it electronically. Q: After I submit my application and receive theconfirmation, do I need to do anything else?A: The local agency will contact you with furtherinformation on conducting an interview or returningverifications. Q: Does information I enter in “Am I Eligible?” show upautomatically for me in “Apply for Benefits”?A: No. Information you enter in the “Am I Eligible?” tooldoes not carry over to “Apply for Benefits.” The questionsin “Am I Eligible?” are designed to quickly give you an ideaof the type of assistance you might be able to receive. Toapply for assistance, CommonHelp needs more details.Q: How do I add another benefit (SNAP, TANF, Energy,Health Care Coverage, Child Care) to a CommonHelpapplication I’ve already started?A: If you applied for Health Care Coverage only you will beallowed to add another benefit during the Next Steps whilecompleting the “Finish & Submit” section of the application.Click the Add Other Benefit and Medicaid Programs to MyApplication button. If you need to log back intoCommonHelp to access your application: Go to the CommonHelp home page On the Health Care Only window, click Get Started Click the radio button next to “Login to keepworking on an application you have alreadystarted” Enter your User ID and password Click the radio button next to “Go back to whereyou stopped filling out the application” Finish completing the application and when you getto the “Finish & Submit” section of the application,click the “Add Other Benefit and MedicaidPrograms to My Application” button All of the previously entered data will be pre-filled CommonHelp will show the screens that need tobe filled out Complete and submit the applicationA: If you applied for All Benefit Programs and are in theprocess of completing the application, click the “GetStarted” tab and then continue to click the “Previous”button until you reach the “Assistance For Which YouWould Like to Apply’ screen. Select the additional benefitprograms you wish to apply for and finish completing theapplication. If you need to log back into CommonHelp toaccess your application: Go to the CommonHelp home page On the All Benefit Programs window, click GetStartedPage 7 of 7 Click the radio button next to “Login to keepworking on an application you have alreadystarted”Enter your User ID and passwordClick the radio button next to “Go back to whereyou stopped filling out the application”Click the “Get Started” tabContinue to click the Previous button until youreach the “Assistance For Which You Would Liketo Apply” screenSelect any additional programs (Child Care, TANF,SNAP Health Care Coverage, Energy) you want toadd to this applicationAll of the previously entered data will be pre-filledCommonHelp will show the screens that need tobe filled outComplete and submit the application
