MARITIME BULLETINNews and Information from the Port of Hampton RoadsVolume 73, No 1, January 2009Meet VMA’s New PresidentOn December 1, 2008, the Virginia Maritime Association (VMA) hosted itsAnnual Business Meeting and voted on a new slate of officers. Capt. J. WilliamCofer, Virginia Pilot Association, was elected by the membership as the newPresident of the VMA. As the incoming President, Bill states, he will “activelycontinue to facilitate the mission of the Association which revolves aroundpromoting, protecting and encouraging development of the Ports of Virginia.”Bill is a native Virginian and resides in Virginia Beach with his wife Susanand son Landon. He is serving as President of the Virginia Pilot Associationand is currently active in numerous business and community organizations.He graduated from Old Dominion University with a BS in BusinessAdministration. Drawing upon his experiences as a national sailing champion,Bill was led to pursue his interest in the profession of piloting, joining theAssociation’s apprenticeship program in the summer of 1979. He developedthe current Virginia Pilot Apprenticeship program, which was the first in theUnited States to become Coast Guard approved, as he served as apprenticeshipchairman for the Association. Bill was appointed to the Commonwealth’s Board for Branch Pilots in1991, which he continues to serve. In 1998, Bill was elected President of the Virginia Pilot Association.As an active member of the maritime community, Bill has served as chairman of the VMA’s HarborAnchorage and Dredging Committee, the Fire Protection Committee, and the Hampton Roads MaritimeEmergency Port Control Committee. He represents the VMA on the Virginia Area Homeland SecurityExecutive Committee and serves on the Virginia Maritime Advisory council. Bill conceived and promotedthe development of the Hampton Roads Navigational Summit to annually promote our Commonwealth’smaritime partnerships. The first annual summit was held in 2006.Bill currently serves as chairman of the Living River Trust board of directors and serves on the executiveboard of the Hampton Roads Partnership, the board of directors of Nauticus, the board of Festevents, theboard of the ODU Maritime Institute and is a trustee in the American Pilots’ Association. Bill has servedthe Commonwealth on the Board of Transportation Safety, the Transportation Congressional AdvisoryGroup, the Virginia Beach Judicial Candidate Evaluation Committee, the United States Naval Academyand Merchant Mariner Academy Selection Board for Hampton Roads and is currently serving on theCommonwealth’s Seaport Committee studying public/private partnerships.Bill has been active in a variety of community organizations and served as past president of the boardof directors of Park Place School for children with learning disabilities from low-income families in theinner city. He is actively participating in Bible Study Fellowship (BSF) as he and his family are membersof Lynnhaven United Methodist Church.The Maritime Bulletin Goes “Green”Beginning with this issue, the Maritime Bulletin will be going “green.” TheBulletin is now being published on 100% recycled paper. At APM Terminals, Ron Babski, GeneralManager of Security, indicated that out of the approximately 900gate transactions, only seven people were denied access.Reorganization of VPA CompleteThe Virginia Port Authority announced the names of the fournew deputy executive directors. VPA’s Executive Director, JerryBridges, filled the positions with current VPA employees.Jeff Keever, was named as the Senior Deputy Executive Directorof External Affairs. He will oversee media, government andcommunity relations, environmental affairs and strategic planning.As the senior deputy executive director he will fill in for Bridges ifthe need arises.Rodney Olive was selected as the Deputy Executive Director ofAdministration and Chief Financial Officer. He will oversee finance,human resources and information technology.Jeff Florin was chosen as the Deputy Executive Director ofOperations and Chief Operating Officer. He will oversee engineering,security and contracts and real estate.Russell Held was named the Deputy Executive Director ofDevelopment. He will oversee port promotion, economic developmentand business analysis and strategy.This was the agency’s first reorganization in more than 20 years.Bridges stated that “the hard part of this project is over and becausethe transition has gone so smoothly, it will be easier to get back tothe core task of growing this port.”New Leader at the Helm of NauticusThe City of Norfolk announced it hired a new Executive Directorto oversee Nauticus, Half Moone Cruise and Celebration Center,and the Battleship Wisconsin. Harry P. “Hank” Lynch will take thehelm in late February.Lynch is currently the President and Chief Executive of StanHywet Hall & Gardens in Akron, Ohio. VMA HighlightsYour Association in ActionDuring the luncheon following the Association’s Annual Business Meeting on December 1st, the recentlyelected Congressman Glenn Nye was introduced to and visited with the membership. On December 19th,the Association briefed the Congressman on issues of importance to the maritime industry during a tourof the Port. December also provided several opportunities to meet with members of Virginia’s GeneralAssembly prior to the 2009 General Assembly session and some of the candidates that will be running forstatewide offices in 2009.During the 2008 session of the General Assembly, a resolution was passed forming a Joint SubcommitteeStudying Public-Private Partnerships Related to Seaports. This study is examining the role of privatizationin Virginia’s seaports. Art Moye, representing VMA, has a seat on the subcommittee which had its fourthmeeting on December 1st.In December, the VMA learned the Portsmouth City Attorney’s office was preparing an ordinance thatwould direct Portsmouth police officers to ticket, tow, and impound intermodal equipment and trailersparked on Portsmouth city streets and public property. The proposed ordinance was in response to complaintsfrom civic groups about equipment parked on city streets. The Association met with the Portsmouth CityAttorney’s office and Portsmouth Police to discuss industry concerns with the original draft and makechanges to the ordinance that benefited both the industry and the City. We are pleased and grateful thePortsmouth City Attorney’s Office and Police Department understood the value of coordinating with theVMA on this issue.The Association represented Virginia’s maritime industry during the December meetings of two nationaltrade groups. The Waterfront Coalition represents importers, exporters, transportation providers, andothers in the transportation supply chain committed to educate policy makers and the public about theeconomic importance of U.S. ports and foreign trade, and to promote the most efficient and technologicallyadvanced ports for the twenty-first century. The Coastwise Coalition promotes an integrated, multi-modalsystem in which coastwise and inland shipping work in conjunction with railroads and trucking.Plans move forward for the construction of
