Monthly Activity Report of JICA Malaysia Office(The May 2012 issue)【Main activities in May】 Promotion of Economic Partnership Official Launching Ceremony of Malaysia-Japan International Institute ofTechnology on 1st JuneOfficial Launching Ceremony of Malaysia-Japan International Institute ofTechnology (MJIIT) is planned on 1st June 2012. MJIIT is an academic institutionestablished under Universiti Technologi Malaysia in 2011 to introduceJapanese-style engineering education in Malaysia. JICA is cooperating for the YenLoan project which aims to provide with laboratory equipment and createeducational curriculum for MJIIT. Representatives of the government of Malaysia,the government of Japan, Japanese universities and other relevant organizations areexpected to attend the Launching Ceremony. Social Welfare ・Environment The Third Training in Japan for Environment Institute of Malaysia(EiMAS) from 20th May to 2nd JuneFollowing the 2nd training in Japan in January 2012, JICA continues to conducttraining to enhance the training capacity of EiMAS on environmental managementfrom 20th May to 2nd June. The training will focus on Japan’s environmental policy,environment management system, pollution prevention & control technology,disposal of industrial wastes as well as contaminated soil management andtechnology. The knowledge & skill to be learnt from the trainings are expected toenhance the training capacity of EiMAS trainers and contribute toward thepromotion of self-management of industrial pollution in the country. Terminal Evaluation on ” Bornean Biodiversity and EcosystemsConservation Programme Phase2(BBEC2)” from 7th to 25th MayThe technical cooperation Programme for Bornean Biodiversity and EcosystemsConservation Phase2(BBEC2), launched on October, 2007 has been implementedfor 5 years in Sabah. At the end of the Programme, JICA will dispatch 5 members ofthe terminal evaluation mission team to Malaysia from 7th to 25th May. Through themission survey, the team will confirm the Programme outputs made and theachievement of the Programme purpose. In addition, the team will proposerecommendations on future cooperation after BBEC2 through discussion withrelated organizations in Sabah.

South-South Cooperation es-Enhancement of Productivity & Competitiveness for TradePromotion through TQM & KAIZEN from 7th to 25th MayMalaysia Productivity Corporation (MPC),MOFA Malaysia and JICA will jointlyorganise a TCTP for African Countries - Enhancement of Productivity &Competitiveness for Trade Promotion through TQM & KAIZEN as a TICAD IVFollow Up activity from 7th to 25th May. 18 people will attend the course from 8African countries. (Namely, Botswana, Ethiopia, Ghana, Kenya, Rwanda,Tanzania, Uganda and Zambia). During the 3weeks Training course, the participantswill learn the basics of KAIZEN &Total Quality Management (TQM), and visitvarious related Ministries/Agencies, and formulated the Action Plans for theircountries. Third Country Training Program (TCTP) for Palestinian Authority-IslamicFinance and Banking from 14th to 25th MayJapan together with the Malaysian government and in discussion with thePalestinian Authority will be conducting a series of cooperation activities for thePalestinians. The inaugural activity is the course on Islamic Finance and BankingTraining to be held from 14th to 25th May. 23 Palestinian authority officials workingin the field of Islamic Finance will attend this training conducted by IslamicBanking and Finance Institute of Malaysia (IBFIM) and supported by The NationalBank of Malaysia (Bank Negara). The participants will be exposed to various areasof Islamic Finance and Banking promoted in Malaysia. Volunteers Social Welfare Conference with Counterparts from 9th to 10th MayJICA Volunteers in the field of Social welfare will hold a conference with theircounterparts at the Social Welfare Department in Putrajaya from 9th to 10th May.Especially, on the second day, a self-advocacy (Persons with learning disabilities candecide and choose to do something by themselves ) activities will be introduced by avolunteer, Ms Yoshie Dan who is assigned at NGO, United Voice as a socialworker. JICA Partnership Program (JPP) First Dispatch of Experts on the Environmental Conservation and DomesticSolid Waste Management in Kuching, Sarawak, Malaysia from 17th to 24thMayThe JICA Partnership Program is aimed at implementing development projects indeveloping countries planned by Japanese development partners, mainly NGOs,local governments and universities, based on their experiences and technologies ineconomic and social development at grassroots level. The purpose of the JENESYS Programme is to promote mutual understandingamong youth in this region by dispatching Japanese youths to East Asia Countriesincluding Malaysia. As a part of the Programme, the students will have anopportunity to observe the Japan’s Official Development Assistance (ODA) activityat the MMEA’s project site. It aims to deepen their understanding towardsinternational cooperation and development assistance performed by JICA and tolearn rescue trainings by MMEA’s Special Task and Rescue (STAR) Team.【Main activities in April】 Promotion of Economic Partnership Training on Taxation Examination Method of Basic Transfer PricingTaxation Method of the Human Resource Development and Improvementin Tax Administration (Phase 3) from 9th to 13th AprilFor tax auditors of Inland Revenue Board of Malaysia (IRBM), Mr. Takeuchi, JICAexpert, conducted the seminar of tax examination method for Transfer PricingTaxation in Kuching, Sarawak. Social Welfare ・ Environment Completion of the Project for Improving Occupational Safety and HealthAdministration of the Department of Occupational Safety and Health“Project for Improving Occupational Safety and Health Administration of theDepartment of Occupational Safety and Health”, which has been implemented sinceApril 2007, was completed on 8th April 2012. This project aimed to decreaseoccupational accident through capacity development of Department of OccupationalSafety and Health in Malaysia. As the output of project, training courses in the fieldof occupational safety for SME and construction industry were developed for DOSHinspectors. DOSH will continue to implement the training courses for inspectors toprotect workers from occupational accidents.

Preparatory Survey on Capacity Building Project for Forest PlantationManagement from 11th March to 7th AprilGovernment of Malaysia through Malaysia TimberIndustry Board (MTIB), as an implementingorganization, has targeted 37,500 ha of trees for theperiod between 2006 and 2020 under ForestPlantationDevelopmentProgramme.TheProgramme aims to meet the growing domesticdemand for timber and ease pressure on naturalforest in Malaysia. JICA dispatched 2 Japanese consultants to Malaysia from 11thMarch to 7th April. At the end of the survey, they reported to relevant governmentalagencies on the progress, challenges and recommendation on the Programme fromtechnical point of view obtained thorough observation of programme sites inpeninsula Malaysia, Sabah and Sarawak. Volunteers Opening Ceremony of Toilet and Slope for CBR (Community BasedRehabilitation) Center in Kelantan on 30th AprilMs Ayako Sasage, a JICA Volunteer who is assigned inKelantan Social Welfare Department as an occupationaltherapist, is supporting some CBR Centers in Kelantan. Sheknew a situation of people with a wheelchair through heractivities. It is too difficult to use a toilet for them and theirparents cannot use a wheelchair, when they are into therehabilitation centre because of no slope. So she installed thenecessity western-style toilet and slope at Gaal Jeram CBRCenter.A heartwarming opening ceremony was held on 30th byassistant director in Kelantan Social Welfare Department,people with disability, their parents, and CBR’s staff. JICA Partnership Programme 4th Dispatch of Experts on the Promote EfficientWaste Management System in Malaysia from22nd to 28th April6 experts from Kitakyushu City organized a seminarand workshop concerning the effective compostingmanagement and provided consultations for the publicthose who had started composting activity.
