Message from the ChiefIt is with great pleasure that I welcome you to the Elk Grove Police Department’s 2016Annual Report. The purpose of this report is to provide our community with a year-endreview, along with information highlighting the efforts of our team. Our organization ismade up of highly motivated paid staff and volunteers who appreciate the very specialnature of our diverse, vibrant city.2016 was a year during which our organization saw a significant number of retirements,promotions, and newly hired employees. While we have a number of people holding newpositions in the organization, we are committed to enhancing the already high quality of lifeenjoyed by those who live, work and visit Elk Grove. The relationship of mutual support andtrust we share with our community is incredibly important and not something we take forgranted. It isthe largest division within the Department and is staffed by 102 sworn andprofessional personnel, accounting for approximately 48% of the Department’sworkforce.Patrol officers respond to calls for service and are generally the first contact a citizenhas with our Department. When they are not responding to calls, patrol officersengage in the Department philosophy of community-oriented policing.The Traffic Bureau operates to reduce vehicular accidents and injuries and facilitatesthe flow of vehicular and pedestrian traffic by encouraging compliance with trafficregulations. Their planning and facilitation of traffic management allows the City ofElk Grove to provide community events throughout the year to citizens.The School Resource Unit works in partnership with the Elk Grove Unified SchoolDistrict and Sacramento County Sheriff’s Department in an effort to ensure ourschools are a safe, educational environment for our youth.The Crisis Response Unit consists of Special Weapons and Tactics (S.W.A.T.) and theHostage Negotiation Team. Ourdepartment used a portion of the funding toconduct 5 DUI checkpoints, 100 DUIsaturation patrols, 33 distracted driveroperations, and 24 bike/pedestrianoperations. All Elk Grove PD marked patrol vehicles areequipped with in-car cameras. The testing and implementation of body-worncameras began in mid-2016 with a goal ofequipping all sworn Elk Grove PD personnelby the end of 2017.*Priority 1 Call – In-progress felony, in-progress crime against person,or an incident where there is a high risk for harm against a person.Elk Grove PD Annual Report

Field Services Division: Canine UnitThe Canine Unit’s primary purpose is to assist patrol, increasing safety forboth officers and citizens. Continual training allows our canines and theirhandlers to safely locate and take into custody suspects who haveconcealed themselves or refuse to surrender. Our canines assist in trackingand locating evidence and narcotics. Our canines and their handlers alsoprovide numerous public awareness demonstrations to our communitythroughout the year.We sincerely appreciatethe outpouring of supportand concern for our K9,Blu, who was shot whileassisting his handler inapprehendingmultipleoffenders. Frominvestigating the most serious crimes to reuniting animals with their owners, the unitswithin this division are key components to Elk Grove PD’s overall commitment toexcellence.The Detective Unit investigates the most serious felony and misdemeanor crimes takingplace in the City of Elk Grove. They partner with regional, state, and federal agencies todevelop long-term problem solving approaches to investigating crime.Elk Grove PD partners with Women Escaping A Violent Environment (WEAVE) and ChildProtective Services (CPS) in an effort to end family violence. Our in-house advocates playa critical role in counseling, educating, and assisting victims. It was reported by theSacramento Grand Jury Report on Domestic Violence and Regional Law Enforcement thatEGPD is a model program that protects victims and creates safer communities.The Street Crimes Unit investigates narcotics cases, gang activity, vice, and humantrafficking. They work closely with the Drug Enforcement Administration, U.S. PostalService (identity and cluster mailbox theft), and the FBI (nationwide outreach targetingunderage prostitution and human trafficking).The Forensics Unit responds to and processes all major crime scenes. POP officers seek to identify community problems anddevelop responses that enhance quality of life. Both units areimmersed in our community and neighborhoods, providingcommunity awareness programs and educating citizens onpreventing crime.DID YOU KNOW? Elk Grove PD has a Juvenile Diversion programthat provided several prison tours in 2016. Elk Grove hosts a program called Safety Towneach year that introduces incomingkindergarteners to safety awareness. In 2016, they hosted many local pet adoption eventswhich resulted in shelter animals finding “forever” homes and they alsohosted an annual community event known as Dog Days of Summer.On World Rabies Day the Animal Services employees assisted in vaccinatingand microchipping hundreds of pets. The senior community was able toreceive these services for free during a free pet health event. They are the “unsung heroes” that keep the department runningsmoothly behind the scenes.The Communications Bureau (Dispatch) handles both emergency and nonemergency calls. They play a pivotal role in the Department’s efforts to meetcitizen needs for our officers’ services, ensuring resources are deployedrapidly and efficiently.The Property and Evidence Bureau is responsible for receiving, preserving,safeguarding, and disposing of crime evidence.
