IntroductionINTRODUCTIONThis Fugitive Dust Control Plan (Plan) for Southern California Edison’s (SCE) Valley SouthSubtransmission Project (VSSP or Project) identifies compliance activities that will support ApplicantProposed Measures (APMs) AIR-1 and AIR-2, and Mitigation Measure (MM) AQ-1 from Appendix 6, theMitigation Monitoring Plan (MMP) of the Project’s Final Environmental Impact Report (FEIR). This Plan iswritten in compliance with the guidance provided by the California Public Utilities Commission (CPUC)Permit to Construct (PTC), the impacts analyzed in the FEIR, as well as the South Coast Air QualityManagement District (SCAQMD) Rule 403 – Fugitive Dust. This Plan is independent of any fugitive dustcontrol plan that may be required by specific local air districts, cities, or counties.This Plan has been developed to facilitate compliance with the measures listed in Table 6.1 of the MMP; andwhen implemented provides fugitive dust control methods for construction activities and/or sources that emitfugitive dust. These sources and/or activities include unpaved and paved roads, disturbed surface areas, andthe management of large material stockpiles.1.1Project OverviewWilson Utility Construction Company (Wilson) has been contracted by SCE to perform the engineering,environmental compliance, property acquisition, material procurement, and construction of the Valley SouthSubtransmission Project. The Project includes construction of a new 115-kilovolt (kV) subtransmission lineapproximately 15.4 miles in length from Valley Substation in the City of Menifee to just west of TritonSubstation in the City of Temecula.Segment 1 consists of the construction of approximately 12 miles of new 115kV subtransmission line fromValley Substation, including the associated wood and steel poles and relocation of distribution andtelecommunication facilities along the corridor to a tubular steel pole (TSP) at the intersection of Leon andBenton Road. Additionally, Segment 1 includes two sections of 115kV underground trenching and conduitinstallation within Riverside County. Segment 2 consists of the replacement of 3.4 miles of existing 115kVsubtransmission line conductor from the intersection of Leon and Benton road to the existing terminal TSP onthe south side of Nicolas Road near Triton Substation.VSSP work activities performed by SCE or others includes equipping an existing 115kV line position andproviding protection equipment as required at Valley Substation; installation of telecommunications equipmentat Triton and Valley substations to connect the Project to SCE’s existing telecommunication system; and, theinstallation of the 115kV underground cable and connections.1.2Lead AgenciesLead agencies have discretionary approval over VSSP and are responsible for reviewing aspects of themeasures documented in this Plan. The CPUC is the state lead agency responsible for compliance with the California EnvironmentalQuality Act (CEQA).Consulting agencies are public agencies, other than the lead agencies, that may provide guidance orinformation needed to satisfy the requirements of the measures contained in this Plan. The SCAMD is a consulting agency for select mitigation measures for the ProjectValley South Subtransmission ProjectFugitive Dust Control PlanPage 1

Introduction1.3Mitigation MeasuresThis Plan addresses APM AIR-1, APM AIR-2 and MM AQ-1 from the FEIR that states:APM AIR-1: Construction Crew vehicle speeds on non-public unpaved roadways would be restricted to15 miles per hour (mph). (see MM AQ-1).AMP AIR-2: Dust suppression would be implemented on all active nonpublic unpaved access roadways(e.g. using water or chemical suppressant). (see MM AQ-1).MM AQ-1: Fugitive Dust Control. A fugitive dust control plan shall be prepared, submitted, andapproved by the CPUC prior to initiation of Project construction. The Fugitive Dust Control Plan shallinclude the following measures or requirements, or others as required or allowed by SCAQMD Rule 403,where determined to be more appropriate: Vehicle speeds on private unpaved roads shall be limited to 15 miles per hour, with theexception of the marshalling yards on which vehicle speeds shall be limited to 10 milesper hour. Vehicle speeds on public unpaved roads shall be limited to 25 miles per hour. Marshalling yards shall be paved or graveled. Track-out onto paved public roads shall be controlled using wheel washing system, wheelshaker/wheel spreading device, a washed gravel pad that is 30 feet long and 50 feet long,or equivalent means. Unpaved roads (including the portions of unpaved public roads in use by Project vehicles)when being used by Project vehicles, active construction areas, storage piles, and otherdisturbed areas shall be watered, or chemical/organic stabilizers/suppressants applied atleast three times per day or as necessary to limit visible dust emissions. Vegetation shall be cut but maintained in areas that do not require removal of vegetationand to control dust from disturbed areas. When wind speeds exceed 25 miles per hour the sources of visible dust emissions shalltemporarily halt operations or additional control measures shall be applied to eliminate thevisible dust emissions, and in the case of dust emission from inactive disturbed areas duringhigh winds additional watering or dust suppressants shall be applied to reduce the visibledust emissions. Bulk material storage piles shall be covered or stored in areas with wind barriers andwater/dust suppressants applied to reduce dust emissions. Bulk materials shall be transported in trucks with covers or using a minimum freeboard of12 inches. Other mitigation measures as necessary to comply with the requirements of SCAQMDRule 403 shall be implemented during Project construction.The ongoing compliance of these control measures shall be ensured by a qualified ConstructionMitigation Manager (CMM). The CMM shall have the authority to require the implementation of additionaldust control measures if conditions warrant.1.4Applicable Activities and Project AreasThis Plan addresses construction activities that may be a source of fugitive dust. MethodsMETHODSThis section includes a detailed description of the actions required to implement the applicable APMs andMMs for Project work covered by this Plan. The Project shall also comply with applicable local Air Districtregulations.The following methods are meant to ensure compliance with the mitigation measure(s) and/or applicantproposed measure(s). The project must still follow all rules and regulation applicable to SCE’s policies andlocal Air District requirements, as well as dust control measures detailed in the Project Storm Water PollutionPrevention Plan.2.1Travel on Unpaved RoadsThe following fugitive dust control measures will be implemented for travel on unpaved roads and unpavedparking lots during construction:1.Construction crew vehicle speeds on non-public unpaved roadways are restricted to 15 mph.2.Dust suppression will be implemented on all active nonpublic unpaved access roadways (e.g.using water or chemical suppressant).3.Unpaved road (access and spur) vehicle travel will be maintained to the lowest practical speeds,no greater than 15 mph, except for the marshalling yards on which vehicle speeds shall be limitedto 10 mph. Vehicle travel and activity on substation sites will conform to standard industrypractices.4.Vehicle speeds on public unpaved roads shall be limited to 25 mph.5.Unpaved roads (including the portions of unpaved public roads) in use by Project vehicles, activeconstruction areas, storage piles, and other disturbed areas shall be watered, or chemical/organicstabilizers/suppressants applied at least three times per day or as necessary to limit visible dustemissions.2.2Travel on Paved RoadsPrior to use by Project vehicles and equipment, the following will be implemented on paved roads:1.Marshalling yards shall be paved or graveled.2.Track-out onto paved public roads shall be controlled using wheel washing system, wheelshaker/wheel spreading device, a washed gravel pad that is 30 feet wide and 50 feet long, orequivalent means.2.3Active Disturbed Surface AreasThe following will be implemented, for areas disturbed by construction activities, to limit visible dustemissions from exiting the Project boundaries, in compliance with regulatory requirements:1.Vegetation shall be cut but maintained in areas that do not require removal of vegetation, and tocontrol dust from disturbed areas.Valley South Subtransmission ProjectFugitive Dust Control PlanPage 1

Methods2.4Post-Construction (or) Inactive Disturbed Surface AreasWhen wind speeds exceed 25 mph the sources of visible dust emissions shall temporarily halt operations oradditional control measures shall be applied to eliminate the visible dust emissions, and in the case of dustemission from inactive disturbed areas during high winds additional watering or dust suppressants shall beapplied to reduce the visible dust emissions.2.5Open Storage PilesThe following measures will be implemented for bulk storage piles of spoils:1. Bulk material storage piles shall be covered or stored in areas with wind barriers and water/dustsuppressants applied to reduce dust emissions.2. Air District-Specific Dust Control RulesAIR DISTRICT-SPECIFIC DUST CONTROL RULESThis Plan is applicable to all components of VSSP. The fugitive dust control rules promulgated by theSCAQMD contain fugitive dust control requirements that will be implemented by the Project. The requirementsare provided in Appendix A.3.1South Coast Air Quality Management DistrictConstruction for VSSP within areas under the jurisdiction of SCAQMD will need to comply with Rule 403.Additional Rule 403 requirements apply to large operations, which is defined as active operations onproperty that contains 50 or more acres of disturbed surface area; or any earth-moving operation with adaily earth-moving or throughput volume of 5,000 cubic yards or more, three times during the most recent365-day period. These requirements include submittal of a Large Operation Notification form (or optionallysubmitting a dust control plan), maintaining dust control records, installing project contact signage, anddesignating a SCAQMD-certified dust control supervisor.The proposed Project’s construction would not have active operations on more than 50 disturbed acres at anyone time nor come close to exceeding these two earthmoving throughput triggers and so would not be definedas a large operation. Therefore, the Project would not be subject to these additional Rule 403 requirementsfor a Large Operation.3.2Monitoring Requirements3.2.1Construction Team RequirementsWilson will maintain compliance with all applicable rules and regulations for SCAQMD Rules 403, as well asthe measures described in this Dust Control Plan.
