VETERAN RAPID RETRAININGASSISTANCE PROGRAM (VRRAP)3

What is VRRAP?The Veteran Rapid RetrainingAssistance Program (VRRAP)was enacted on March 11, 2021.VRRAP is part of the AmericaRescue Plan of 2021, a 1.9trillion economic stimuluspackage, with aid targeted tohelp individuals and businessesrecover from the effects of theCOVID-19 pandemic.4

VRRAP OverviewEligible Veterans participatingin VRRAP may receive up to12 months of tuition and feesand a monthly housingallowance based on Post-9/11GI Bill rates.5

VRRAP OverviewCovered education programs mustprovide training for a high-demandoccupation, which is determinedby the Commissioner of LaborStatistics.GI Bill approved programs ofeducation, excluding bachelor’sand graduate degrees, and VETTEC approved training are eligible.6

VRRAP OverviewThe program is limited to amaximum of 17,250 participants or 386M, whichever is reached first.VA may not pay retrainingassistance for covered programs ofeducation that begin on or afterDecember 11, 2022.For training that starts beforeDecember 11, 2022, VA may payretraining assistance two yearspassed that date.7

VRRAP OverviewTo be eligible for VRRAP, a Veteran must meet all the following requirements: At least 22 years old, but not older than 66 Unemployed because of the COVID-19pandemic Not eligible for GI Bill or VR&E benefits(or, if you’re eligible for the Post-9/11 GIBill, you’ve transferred all your benefits tofamily members)8

VRRAP OverviewTo be eligible for VRRAP, a Veteran must meet all the following requirements: Not rated as totally disabled because youcan’t work Not enrolled in a federal or state jobsprograms Not receiving unemployment benefits(including CARES Act benefits)9

REGISTRATION PROCESS10

Registration ProcessEducation Institutions seeking to participate in VRRAP must: Submit the Participation Agreement and AcknowledgmentForm to the VRRAP processing team atEDUVRRAP.VBAMUSK@VA.GOV. The VRRAP team will process the agreement and send theinstitutions an approval letter and a list of approvedprograms. Upon receipt of approval, the education institutions cansubmit enrollment certifications.Note: Education Institutions cannot submit enrollmentcertifications prior to receiving their approval.11

PARTICIPATION AGREEMENTAND ACKNOWLEDGMENT FORM12

Participation Agreement and Acknowledgment FormVRRAP’s unique pay structure requiresparticipating education institutions tosubmit a Participation Agreement andAcknowledgment form.By submitting this agreement with theoriginal signature of an official legallyauthorized to bind the educationalinstitution to these terms, the institutionis: Agreeing to certify upon theVeteran’s enrollment the actual netcost for tuition and fees for theentire program of education for aneligible Veteran;13

Participation Agreement and Acknowledgment FormThe institution is: Acknowledging that VA will pay for theactual net cost for tuition and fees – Based on the provisions of section3313(c)(1)(A) of title 38, UnitedStates Code, including theAcademic Year cap applicable forprograms pursued at private orforeign schools; On a staggered basis whenspecific milestones are met; On a prorated basis if the studentfails to complete the program;14

Participation Agreement and Acknowledgment FormThe institution is: Agreeing to not seek payment froman eligible Veteran who fails tocomplete the program and/or failsto find employment in a related fieldwithin 180 days of completing orwithdrawing from a program for anyamounts that VA would have paid toyour institution had the Veterancompleted the program and foundemployment within 180 days. Attesting that a show cause orderhas not been received from theaccreditor of any program listedin during the five-year periodpreceding March 11, 2021.15

Participation Agreement and Acknowledgment FormSteps to complete the form1.Participating Educational Institution - Enter the name,mailing address, facility code, and check the type ofagreement (New Open-Ended Agreement).2.Program Type – Enter Associate Degree or Certificate forwhich you will certify enrollment of eligible veterans underVRRAP. NOTE - Bachelors and Graduate degreeprograms don't qualify.3.Program Name - Enter the name of the program as listedin the approval for GI Bill benefits or Veteran Employmentthrough Technology Courses (VET TEC) by the StateApproving Agency or VA.4.Related High-Demand Occupation - Enter the highdemand occupation associated with the associate orcertificate program entered (see VA's official list of highdemand occupations for VRRAP compiled by theCommissioner of Labor Statistics).5.Points of Contact (Item 7) - Enter the contact informationfor the institution's financial representative and the SchoolCertifying Official. These contacts may or may not be thesame individual.6.SIGNATURE OF AUTHORIZING OFFICIAL - Thesignature must be from an official legally authorized tobind the institution to this agreement with VA. The title,telephone number, and date must be provided.Agreements will not be processed without a validsignature.12345616

VRRAP Pay StructureVA will pay the educational institution at the following milestones: 50 percent of total amount of program when Veteran starts program 25 percent of total amount of program when Veteran completes program 25 percent of total amount of program if Veteran finds employment in afield related to program of education within 180 days of completing theprogram A prorated amount will be paid for the portion of the program pursuedif an eligible veteran does not complete the program but, nonethelessfinds employment in a field related to the program of education duringthe 180-day period17

ENROLLMENT CERTIFICATIONS18

Enrollment CertificationsThe use of VA-ONCE is mandatorywhen submitting enrollmentcertifications, amendments,adjustments or terminations forVRRAP.19

Enrollment CertificationsINITIAL ENROLLMENT SUBMISSION The VA Enrollment Certification (VA Form 22-1999) can be submittedup to 14 calendar days prior to the start of the program. When submitting in advance, a correction (VA Form 22-AM1999) to theoriginal VA Form 22-1999 must be submitted to verify attendance. The remarks section for the initial enrollment certification must containthe entire length of the program (beginning and ending date) and thetuition and fees for the entire program.Please note: VA payments to the education institutions will be based on theinformation listed in the remarks section on the initial enrollment certification.Therefore, you must enter the entire length of the program and thetuition and fees for the entire program in the remarks section.20

Verification of AttendanceVerification of Attendance An “Amended Enrollment Certification” (VA Form 22-AM1999) MUSTbe submitted to verify attendance once the veteran has started theterm. This certification allows the VRRAP Processing Team to releasethe first VRRAP funds to the school for the certified student Veteran. “Verification of Attendance” must be entered in the remarks section.21

Program CompletionProgram Completion On or after the last day of theprogram, once the student hasmet all necessary requirementsto be issued a Certificate ofCompletion, the certifying officialwill submit a Notice of Change inStudent Status (VA Form 221999b) reporting “End of Term orCourse” effective the last day ofthe term. A prorated amount will be paid forthe portion of the programpursued if an eligible veteranwithdraws and provides notice tothe educational institution thathe/she no longer intends topursue the program of education22

Changes to Enrollment CertificationsAmendments and Adjustments works the same as any other VA benefit. The certifying official must submit a Notice of Change in StudentStatus (VA Form 22-1999b) to reported any changes to the enrollmentcertification within 30 days of the change. Reductions – The amount paid to the educational institution will notbe prorated due to a reduction in term.23

TerminationAlthough VRRAP terminations are processed the same as any otherbenefit, the impact on the Veteran is significantly different than any otherVA benefit. The law states once a student receives benefits for a VRRAP programand terminates, the student cannot re-enroll or enroll in any otherprogram under VRRAP. If a Veteran attends one or more day of class and terminates with theintent of re-enrolling later in the year, the veteran will not be able to reenroll in VRRAP. Also, the Veteran will only receive MHA payment forthe day or days of attendance. If a veteran enrolls and terminates before the first day of term, theVeteran can re-enroll in VRRAP.24

Termination When submitting a termination, the SCOs must enter the number ofdays the Veteran attended the program. If the termination occurs within 14 days of the first day of term, theVRRAP processing team will contact the SCO for attendanceverification. If the termination occurs 15 days or more after the first day of term, theVRRAP processing team will process the termination without requestingattendance verification. Prorated amount will be paid for the portion of the program pursued if aneligible Veteran withdraws and provides notice to the EducationalInstitution that he/she no longer intends to pursue the program ofeducation25

VRRAP EMPLOYMENT26

Employment for VRRAPThe Veteran Rapid Retraining Assistance Program is focused on thesuccessful placement into related employment upon completion of aVeteran’s program of education.What is Considered Employment for VRRAP? Traditional employment in a career in the program of study Self-Employment, the Veteran owns their own business and candemonstrate utilizing the skills learned from the VRRAP program Paid internships, apprenticeships, and contract employment27

Employment CertificationsEmployment Certification Form VA must be notified when thestudent Veteran has found relatedemployment. This must beaccomplished within 180 days ofcompleting the program using theEmployment Certification form. A prorated amount will be paid forthe portion of the program pursuedif an eligible veteran does notcomplete the program but,nonetheless finds employment in afield related to the program ofeducation during the 180-day period28

Employment CertificationHow to certify employment The Veteran must complete the applicable sections on Part I and Part II ofthe Employment Certification form and return it to the school certifyingofficial (SCO). The SCO must complete Part II section II on the Employment Certificationform and send it via email to EDUVRRAP.VBAMUSK@VA.GOV (the VRRAPProcessing Team), once the student Veteran finds employment.*If a student Veteran is affirming employment via Self-Employment, additionalinformation may be required such as a federal tax ID and corporation papers.Additionally, VA may require a written explanation as to how the skills learnedby the student Veteran in their VRRAP program will assist in growing theirbusiness. For additional questions regarding related employment, pleasecontact the VRRAP Processing Team.29

VA-ONCE UpdatesThe following changes were made in version P062.4 of VA-ONCE: The addition of a new chapter, VRRAP, Veteran Rapid RetrainingAssistance Program All VRRAP submissions will be automatically routed to the MuskogeeRPO for processing VET TEC schools are permitted to submit VRRAP claims If the benefit type is VRRAP:– STEM is not allowed– Associates-IHL Undergrad & NCD are the only valid training types– Bachelors and Graduate training is prohibited– Advance Pay and Accelerated Pay are disabled– The begin date for enrollments must be on or after 3-11-21– Entire length of program (begin date and end date) as well asTuition and Fees for the entire program must be in remarkssection on initial enrollment certification31
