Racism is reflected in a hierarchy inwhich beauty, intelligence, worth and things associated with Whiteness are at the top.”Enid Lee, “Anti-Racism Education: Pulling Together to Close the Gaps”,in Beyond Heroes and Holidays, 1998, p. 27.Racism in Our SchoolsAn OverviewThe face of the Canadian school has undergone asignificant transformation over the past decades.The 1996 Statistics Canada Census reports thatthe visible minority population has reached a 3.2million which is 11.2% of the Canadian population.This figure, does not include more than 1.1 millionpeople of First Nations descent1. The number ofchildren of ethno-cultural and racial minorityorigin or Native ancestry and culture is substantialand growing. As parents, teachers, schooladministrators, community members, taxpayers,we are all aware of the school’s role as an essentialagent of knowledge, socialization and acceptancein society. In fact, our collective standing as acountry, as well as our individual ability to adapt,communicate, relate to, compete and succeed intoday’s global world economy, depend very muchon the tools we were provided with in ourformative school years. So do our perception ofourselves and of others, as well as our values andbehaviors.It isn’t the quality of the education provided to ourchildren that is at stake here, but its equitableness.Racism remains an imposing barrier to the equalaccess of racial-minority and Aboriginal studentsto educational achievement.A leader in educative standards only to acertain point.Canada is regarded as one of the world’s leadersin education standards and resources. While weacknowledge and appreciate the efforts of manyteachers who dedicate their lives to empoweringchildren with the gift of education, it must berecognized that there are inherent problems inCanada’s educational system. Despite the fact thatwe demonstrate excellence in many areas ofeducation, there is insufficient development in theareas of inclusiveness and empowerment of allchildren. CANADIAN RACE RELATIONS FOUNDATIONAdvice from an expert in the areaDuring a community meeting organized by the Canadian Race Relations Foundation on December 1st,1999 in Toronto, Harold Brathwaite, Director of the Peel District School Board, offered suggestionsfor implementing an inclusive, safe, and caring school environment. Here are the practical and tangiblestrategies he identified as useful to making our schools and workplaces more equitable:Ten Do s and Don ts for TeachersOne: Don’t expect equity to comenaturally to you or anyone else. All of usgrew up with ideas, values, biases,prejudices, and idiosyncrasies. Do spendtime figuring out what your own biases andpreferences are.Six:Two:Seven:Do go to where people are and theirfamilies are. I often tell teachers to visitstudents in their homes or places of worship.Any activity such as this will help connectyou to the everyday world of the people youare trying to get to know better.Don’t think you have to do it alone.There are many people here tonight allinterested in issues of equity. Find an equitymentor, team up with an interestedcolleague, or create a support group.Don’t feel like you have to be anexpert before you can begin equity initiatives.Instead make use of the experts you haveclose at hand whether they be students,teachers, parents or community members.Three:Eight:Don’t expect people to fit into yourschool or workplace. Instead make youroffice or workplace fit the needs of all people.Don’t think in terms of tolerancewhen you think of equity. Instead I suggestwe think in terms of making our workplacesmore welcoming, comfortable, and a placewhere all people are valued.Nine:Don’t be afraid to make mistakesespecially with an issue as sensitive as equity.I encourage you to try various things. Thepoint is that we all learn from the mistakesthat we make, but chances are you will havefar more successes than mistakes.Four:Don’t just think of race when youthink of equity. To create a truly welcomingenvironment we must try to be aware of allthe different categories of discrimination thatexists.Ten:Don’t try and do it all. Choose thestrategies and ideas you think will work foryou in your particular environment. But theimportant thing over all is just to get started.Five:Don’t be too hasty to makejudgements. Rather than making judgementstry to understand the people you work withand their families; what it feels like to bethem and put yourself in their shoes.Racism in Our Schools6

CANADIAN RACE RELATIONS FOUNDATIONDid You Know?Perhaps the most prevalent example of racismwithin the Canadian school system, itsmanifestations and societal repercussions, is in itscolonialist treatment of Aboriginal peoples.The establishment, all over the country, ofresidential schools for Aboriginal children fromthe late 1800s continuing through the 1970s, servedas means to alienate thousands of native childrenfrom their families, language and culture and toassimilate them into the so-called “civilized”Christian preferred way of being.5 Many sufferedsexual and physical abuses, not to mention thepsychological traumas of minimization,acculturation, and dehumanization. This attemptat “eradicating the Indian” from these children hasleft the Aboriginal communities with century-deepwounds, from which they are still healing.From the existence of these institutions transpiredmany of the socio-economic dilemmas affectingcontemporary Aboriginal communities. Today,even though they are completely different fromresidential schools and much progress has beenmade, the provincial schools still do not respondto Aboriginal children’s intellectual, spiritualemotional and physical need of a strong, grounded,positive and whole Aboriginal identity: “Currenteducation policies fail to realize these goals. Themajority of Aboriginal youth do not complete highschool. They leave the school system without therequisite skills for employment, and without thelanguage and cultural knowledge of their people.Rather than nurturing the individual, the schoolingexperience typically erodes identity and self-worth.Those who continue in Canada’s formal educationsystems told us of regular encounters with racism,racism expressed not only in interpersonalexchanges but also through the denial ofAboriginal values, perspectives and cultures in thecurriculum and the life of the institution.6“—“ The BLAC (report) obtainedsuspension data for Halifax City SchoolBoard for the academic years 1987- 1992.The results on suspensions indicate thatBlack learners accounted for 16 percent to21 percent of all suspensions in Halifax. Thisrate is more than double the 8 per cent shareof the Black learners in the Halifax ca/bccns/blac.html(Racism in Our Schools continued from page 1)A Flashback on History We need to remind ourselves that racism is anintrinsic part of Canada’s history: the attempts toannihilate Aboriginal cultures, slavery, the racistimmigration policies that have excluded Chinese,South Asian, Jewish and Black immigration, theinternment of Japanese Canadians during WWII,represent only a few examples of the variousmanifestations of institutional racism in Canada’spast. Racism, once it becomes institutionalized,also becomes a part of a society’s psyche thatcannot be easily removed and has an impact on allareas of its public spheres. The Canadianeducational sphere has not escaped from thisaffliction, even though that part of history, toooften, remains silenced in the school curriculum4.4Not only are our children not made aware enough of the racistparts of our history, but the selective recording of some historicalevents and the omission of others has had other far-reachingconsequences. It has given support to the myth that Canada is acountry to which First Nations peoples and racialized minoritieshave had little to bring. Adrienne Shadd has summarized the issuevery well when she said: “But this myth that Canada is a whitecountry is insidious because on the one hand, it is so ingrained inthe national consciousness, and on the other hand, so lacking infoundation. There is a tendency to forget that Native Peoples werehere first; blacks first brought as slaves in the 1600 and 1700s,were among the earliest to settle on Canadian soil; the presence ofthe Chinese is traced to the 19th century. CANADIAN RACE RELATIONS FOUNDATIONSkimming through issues The negative encounters of Aboriginal childrenwith racism in our school system have been sharedwith many racial minority children. Theseencounters have been well documented indiscussions throughout the 1970s, 1980s, and1990s in an effort to define, and possibly diminishthe manifestations of racism. Yet, even as we enterthis new Millennium, the following reports showthat we have not moved far enough towardsameliorating the experiences of Aboriginal andracial minority children in the school system.In the article entitled “Improving the Educationaland Life Chances of African Canadian Youth:Insights from Ontario’s Royal Commission onLearning, Avis E. Glaze and Ouida M. Wrighteffectively summarize some of these barriersaffecting minority children, and Black children inparticular. They describe these specific studentsas often being “casualties of negative differentialtreatment, stereotyping, bias in testing andevaluation, streaming, a monocultural curriculum,unfair and unusual discipline, racism, and mostdamaging of all, the self-fulfilling prophecy of lowexpectations.7”In 1992, following the Rodney King trial and riotson Yonge Street by thousands of frustratedCanadians (many of whom were of Africandescent), the flag was raised on the prevalence ofracism in the Canadian society. Subsequent to anextensive consultation process, Stephen Lewisreported on the bleak state of race relations inOntario. Students and parents raised some allencompassing comments about the Ontario schoolsystem, which Lewis poignantly reported:“Everywhere, the refrain of the Toronto students,however starkly amended by different schools anddifferent locations, was essentially the refrain ofall students. Where are the courses in BlackHistory? Where are the visible minority teachers?Why are there so few role models? Why do ourwhite guidance counselors know so little ofdifferent cultural backgrounds? Why are racistincidents and epithets tolerated? Why are theredouble standards of discipline? Why are minoritystudents streamed? Why do they discourage usfrom university? Where are we going to find jobs?What’s the use of having an education if there’s noemployment? How long does it take to changethe curriculum so that we’re part of it?”8Ontario wasn’t the only province suffering fromwhat could be called the chronic symptoms ofracism. In 1994, in Nova Scotia, the BlackLearners Advisory Committee on Education BLACreleased the BLAC Report on Education, with thepurpose of identifying not only the problems, butalso the critical necessary steps for remedying theinequalities affecting Black Nova Scotians incomparison with other Nova Scotians.As well, in 1996, the ground breaking Final Reportof the Royal Commission on Aboriginal Peoplesdescribed in length the impact of residentialschools and acculturation in general on nativecommunities all over the country.7Avis E. CANADIAN RACE RELATIONS FOUNDATIONcatastrophes erupt and likewise, are re-shelved whenthings appear “resolved”.Meanwhile, teachers are being faced, often withvery little preparation, with the challenges of theincreasing diversity in the schools and theacquisition of the new skills it requires. Suchabilities include the development of openmindedness, a will to learn and teach about othercultures, a profound respect for difference, arecognition of one’s own biases, a belief inindividuality and human-ness for all. At a time ofsevere cutbacks, added responsibilities, andcurriculum changes in some provinces, thelearning and undertaking of these principles of socalled multicultural, anti-discrimination, inclusive,intercultural or anti-racist education may appearas an additional burden for some, or even a totallyunnecessary assignment for others. Even whenthey want to and are committed to the issues, notall teachers have been provided with the necessaryskills to examine issues of white privilege, socialidentity and dominance in the Canadian society10,or to discuss racial harassment openly in aclassroom discussion.Aboriginal and racial minority students in our schoolsystem11. By making the visible invisible, we can betterignore its needs, and our role in their causes and/orsolutions. These type ofcomments can even come fromteachers who mean well! The school system, as wellas other Canadian institutions is still driven by anoverwhelming belief that racism is not a Canadianproblem.12The reports that have been written demonstrate notonly the ways in which the presence of racism inthe education system has been failing minoritychildren in our schools, but also how their needscould be better addressed. Nevertheless, programsand departments in school boards are being cutand more often than not, the Antiracism andethnocultural equity departments (when theseexist) are the first to go. Also disappearing is thesupport for English as a Second Language (ESL)and French as A Second Language (FSL) classes,the professional development for teachers, and theattention paid to these crucial issues. Aboriginaleducation principles are still not addressedappropriately in non-Aboriginal controlled schoolsand the need for better Aboriginal studiescurriculum is urgent, considering the fact that 67%of Aboriginal children attend non-Aboriginal controlledschools.13Did You Know?In Toronto’s new amalgamated school board,none of the 47 superintendents and less thantwo percent of the board’s executives belongsto visible minorities.Now Magazine, vol. 17, no. 48, July 30 –August 5 199811This practice often derives from the denial of the existence ofstructural racism in the school system by teachers. Métis children attend provincial and territorial schoolsalmost exclusively .about 42 percent of First Nations people lived off-reserve in 1991, andin almost all instances, their children attended provincial schools. In the same year, 46 percent of students residing on reserves attended provincial schools. Thus, 68.7 per cent of FirstNations students were in provincial school systems.” in the Royal Commission on AboriginalPeoples - Final Report : Without proper policies, and programs, Aboriginal andracial minority students will still fail to identify with thecurriculum or encounter role models within the schoolwho would keep them from disengaging from schooland/or limit their aspirations to sports andentertainment. They will fail to think of themselves ashigh-achieving individuals who feel accepted andincluded in their own school environment.Furthermore, they will not refrain from dropping out,or from accepting to be “pushed out”14 because of alack of belief and hope in the system - and inthemselves.At this point, the issues and solutions have beenidentified and most school boards have draftedanti-racism policies15. In order for these policiesto be effective, though, there must be consistencyin application, rather than dealing with volatileproblems on a case to case basis. The onus is ongovernments and school boards to put these policiesand their practical and everyday implementationon their agendas.
