PREFACET h e opinions of the Court of Claims reported herein arepublished b y authority of the provisions of Section 18 of theC o u r t of Claims Act, Ill. Rev. Stat. 1985, ch. 37, par. 439.1 etseq.T h e Court of Claims has exclusive jurisdiction t o hear a n ddetermine the following matters: (a) all claims against theState of Illinois founded upon any law of the State, or uponany regulation thereunder b y an executive or administrativeofficer or agency, other than claims arising under the Workers’Compensation Act or the Workers’ Occupational Diseases Act,or claims or certain expenses in civil litigation, (b) aH claimsagainst the State founded upon any contract entered into withthe State, (c) all claims against the State or t i m e unjustlyserved in prisons of this State w h e r e the persons imprisonedshall receive a pardon f r o m the Governor stating that suchp a r d o n is issued on the grounds of innocence of the c r i m e forwhich they w e r e imprisoned, (d) all claims against t h e State incases sounding in tort, (e) all claims for r e c o u p m e n t m a d e b ythe State against any Claimant, (f) certain claims to c o m p e lreplacement of a lost or destroyed State warrant, (g} certainclaims based on torts b y escaped inmates of State institutions,(h) representation a n d indemnification cases, (i) all claimspursuant to the L a w Enforcement Officers, Civil DefenseWorkers, Civil Air Patrol Members, Paramedics a n d FiremenCompensation Act, (j) all claims pursuant to the IllinoisNational Guardsman’s a n d Naval Militiaman’s CompensationAct, a n d (k)all claims pursuant to the C r i m e Victims C o m p e n sation Act.A large n u m b e r of claims contained in this v o l u m e havenot b e e n r e p o r t e d in full d u e t o quantity a n d generalsimilarity of content. These claims have been listed accordingto the t y p e of claim or disposition.
