The two Presidentsheld bilateral talks on 17 October and discussed waystowards enhancing bilateral cooperation between thetwo countries. PRESIDENT PAYS AN OFFICIAL VISIT TOJAPANAt the friendly invitation of the Government of Japan,President Mrs. Bidya Devi Bhandari paid an officialvisit to Japan from 20 to 22 October and attended theEnthronement Ceremony of His Majesty the EmperorNaruhito in Tokyo on 22 October.During the visit, Prime Minister of Japan Mr. ShinzoAbe met with the President on 21 October. Variousaspects of bilateral relations, including infrastructuredevelopment, trade expansion, investment promotion,human resources development and tourism, amongothers, were discussed during the meeting.While in Myanmar, the President visited places ofhistorical and cultural importance, including Yangon,the old capital, and Bagan, a UNESCO world heritagesite. The President also visited Pyin Oo Lyin andinteracted with the citizen of Myanmar of Nepali origin.President Mrs. Bidya Devi Bhandari with Japanese PrimeMinister Mr. Shinzo Abe, Tokyo, 21 October 2019President Mrs. Bidya Devi Bhandari with President ofMyanmar U Win Myint, Nay Pyi Taw, 17 October 2019While in Japan, the President also had a meetingwith President of India Shri Ram Nath Kovind on 22October. The two presidents expressed satisfaction overthe age-old and friendly relations subsisting betweenthe two countries and underlined the importance ofexchanges of high-level visits on a regular basis inorder to advance the bilateral ties. The two Presidents

underscored the need of timely completion of theprojects under bilateral cooperation and further expandthe areas of cooperation.The President also attended welcome receptionhosted in her honor by the Embassy of Nepal inTokyo. Addressing the guests at the reception, thePresident appreciated the continued cooperation ofthe Government and the people of Japan for socioeconomic development of Nepal. Similarly, she calledupon the Nepali Diaspora in Japan to contribute tothe development and prosperity of Nepal through theinvestment of capital, technology, skills and knowledgethey have earned in Japan.3MOFA BULLETINCurrent AffairsPresident Mr. Xi Jinping and Prime MinisterK P Sharma Oli held delegation level official talkson 13 October, the second day of the visit. In themeeting, both the leaders exchanged views on furtherconsolidating multi-dimensional relationship betweenNepal and China. After comprehensive discussions onsubstantive matters of bilateral and multilateral frontsat the delegation level talks, the two sides issued afourteen-point Joint Statement which reflects presentstate of Nepal-China relations and guides the bilateralcooperation for the days to come.3. During the meeting, both sides exchangedviews on further strengthening mutual cooperationin the areas of disaster risk reduction and emergencyresponse, with special focus on the implementation ofthe MOU on Disaster Risk Reduction signed betweenthe Ministry of Home Affairs of Nepal and Ministry ofEmergency Management of China during the visit ofChinese President Xi Jinping to Nepal.5. GOVERNOR OF THE YUNNAN PROVINCEOF CHINA VISITS NEPALGovernor of the Yunnan Province of the People’sRepublic of China Mr. Ruan Chengfa visited Nepalfrom 24-27 November. During his visit, Governor Mr.Chengfa called on Vice President Mr. Nanda BahadurPun, and Minister for Energy, Water Resource andIrrigation Mr. Barshaman Pun on 25 November. Duringthe call on views were exchanged on mutual interestsbetween Nepal and China in general, and Nepal andYunnan province in particular.6. A JAPANESE DELEGATION VISITS NEPALA 25-member delegation led by Mr. Takami Nakada,Deputy Director-General for International AffairsMinister’s Secretariat, Ministry of Agriculture,Forestry and Fisheries (MAFF) visited Nepal inthe second week of November. The delegationpaid courtesy calls on Minister for Foreign Affairs,Minister for Labour, Employment and Social Security,Minister for Agriculture and Livestock Development,Minister for Energy, Water Resources and Irrigation.During the visit, Nepal Agriculture Research Council(NARC) and Japan International Research Center forAgriculture Sciences (JIRCAS) signed a Memorandumof Understanding (MoU) on developing agriculturaltechnologies to increase agricultural production andimprove natural resource management7. FOREIGN MINISTER VISITS RUSSIA ANDSERBIAMinister for Foreign Affairs Mr. Pradeep KumarGyawali paid an official visit to the Russian Federationfrom 24-27 November and held a meeting with theForeign Minister Mr. Sergey Lavrov on 25 November.The two Foreign Ministers exchanged views onvarious aspects of bilateral relations and underscoredthe importance of the exchange of high-level visits andagreed to enhance bilateral cooperation in trade andinvestment. They also discussed ways for promotingtourism and people-to-people contacts. The twosides also shared views on fostering partnership andcooperation in regional and multilateral forums on theissues of common concerns.Foreign Minister Mr. Pradeep Kumar Gyawali and RussianForeign Minister Mr. Sergey Lavrov jointly addressing thePress after Delegation Level Talks, Moscow,25 November 2019They underlined the need of building a strong economicpartnership and agreed to explore ways and means forenhancing economic and trade relations for mutualbenefit. Foreign Minister Gyawali thanked the RussianFederation for providing assistance and cooperation toNepal for the last five decades in many areas, includingdisaster response, human resource development,infrastructure development and cultural exchanges.Foreign Minister Mr. Gyawali also visited the MoscowState Institute of International Relations (MGIMOUniversity) and delivered a speech on Nepal-Russiarelations in a Talk Program organized at the MGIMO.The Talk Program was attended by faculty and studentsof the University.Foreign Minister Mr. Pradeep Kumar Gyawali paid avisit to the Republic of Serbia from 27-28 Novemberand held delegation level talks with the Deputy PrimeMinister and Minister of Foreign Affairs of SerbiaMr. Ivaca Dacic on 28 November. During the talks,the two Foreign Ministers took stock of overall aspectsof bilateral relations and exchanged views on furtherenhancing cooperation between Nepal and Serbia ineconomic, social, cultural and technological avenues.They also underscored the need for setting up apermanent mechanism between the two foreignministries in order to facilitate regular contacts andexchanges. The two sides also agreed on the needfor an enhanced level of cooperation and partnershipin regional and multilateral forums on the issues ofmutual concerns and interests.8. NEPAL AND NORWAY ESTABLISHBILATERAL CONSULTATION MECHANISMNepal and Norway have established a bilateralconsultation mechanism. A Memorandum ofUnderstanding (MoU) establishing the BilateralConsultation Mechanism between Foreign Ministriesof Nepal and Norway was signed at the Ministry ofForeign Affairs in Kathmandu on 04 November.

Bothdelegations underlined the importance of high-levelvisits to further consolidate bilateral relations andcooperation, and agreed to plan such exchanges in thenear future.Foreign Ministers of Nepal and Serbia jointly addressingthe Press after Delegation level Talks, Belgrade,28 November 2019Joint Secretary of Europe America Division at theMinistry of Foreign Affairs of Nepal Mr. Nirmal RajKafle and Ambassador of Norway to Nepal Mr. LasseBjørn Johannessen signed the MoU on behalf of theirrespective Ministries. Both the Foreign Ministerswitnessed the signing.As per the MoU, Nepal and Norway will hold regularconsultations alternatively in Kathmandu and Oslo inorder to review bilateral relations and identify newareas of cooperation between the two countries, as wellas exchange views on regional and international issuesof mutual interest.The Joint Commission was co-chaired by Mr. ShankerD. Bairagi, Secretary of the Ministry of Foreign Affairsof the Government of Nepal and Ms. Paola Pampaloni,Deputy Managing Director for Asia and the Pacific ofthe European External Action Service for the EU.Prior to the Joint Commission meeting, the 3rd meetingof the Sub-Commission on Development Cooperationbetween Nepal and the EU was held in the Ministry on 7November. The meeting exchanged views on the wholespectrum of the ongoing development cooperationbetween Nepal and the EU and also discussed futurecourse of action. The Sub-Commission was co-chairedby Mr. Nirmal Raj Kafle, Joint Secretary of Europeand the Americas Division at the Ministry and Ms.Libuse Soukupova, DG, International Cooperation andDevelopment at EEAS of the EU.9. THE 11TH MEETING OF NEPAL-EU JOINTCOMMISSION CONCLUDESThe 11th meeting of the Joint Commission betweenNepal and the European Union (EU) was held inKathmandu on 8 November. A wide range of issuesof mutual interest were discussed. ATION VISITS NEPALParliamentary State Secretary of the German FederalMinistry for Economic Cooperation Mr. Nobert Barthlevisited Nepal from 2-5 October. While in Nepal,Mr. Barthle paid a courtesy call on the Prime MinisterMr. K P Sharma Oli and also had meetings with highdignitaries, including Minister for Culture, Tourismand Civil Aviation, and Minister for Communicationand Information Technology. During his visit, aNepal-German Business Forum was organized inKathmandu and a Technical Vocational School inDhading established with the support of GermanCooperation was inaugurated.B. REGIONAL & MULTILATERALAFFAIRS1. PRIME MINISTER MR. K P SHARMA OLIPARTICIPATES IN THE 18TH NON-ALIGNEDMOVEMENT (NAM) SUMMITPrime Minister Mr. K P Sharma Oli participated inthe 18th Summit of Heads of State and Governmentof the Non-Aligned Movement (NAM) held in Baku,Republic of Azerbaijan from 25-26 October. TheNepali delegation was comprised of spouse of thePrime Minister Mrs. Radhika Shakya, Minister forForeign Affairs Mr. Pradeep Kumar Gyawali, ChiefAdviser to the Prime Minister Mr. Bishnu Rimal,Foreign Affairs Adviser to the Prime Minister Dr.Rajan Bhattarai, Foreign Secretary Mr. Shanker DasBairagi, Permanent Representative of Nepal to theUnited Nations Mr. Amrit Bahadur Rai, and seniorofficials at the Ministry of Foreign Affairs.Prime Minister Mr. K P Sharma Oli was elected as theVice-President of the Summit representing the AsiaPacific region. In this capacity, the Prime Ministerchaired the afternoon session of the Summit on 25October.The Prime Minister addressed the general debate of theSummit on 26 October under the theme of Upholdingthe Bandung Principles to ensure concerted andadequate response to the challenges of contemporaryworld. In his statement, referring the Non-AlignedMovement as a synonym for peace, security, justiceand development, the Prime Minister highlighted itstime-tested value and appeal. He also underscored therole of the Movement in ensuring prosperity for all sothat no one would be left behind, as envisioned by theSustainable Development Goals.Sharing the context of Nepal, the Prime Minister statedthat as enshrined in the Constitution, the objectives ofNAM have been the fundamentals of Nepal’s foreignpolicy. He also expressed Nepal’s wish to see a NAMthat is internally cohesive, united, strong and externallyinfluential so that the entrenched global inequalitiesare uprooted for once and all.On the occasion, the Prime Minister also informedthe gathering about the decision of the Governmentof Nepal to host the Sagarmatha Sambaad, a globaldialogue forum in Nepal and to hold its first editionin April 2020, under the theme of Climate Change,Mountains and the Future of Humanity.While in Baku, the Prime Minister held separatebilateral meetings with Vice President of IndiaVenkaiah Naidu; President of Pakistan Arif Alvi;Prime Minister of Bangladesh Sheikh Hasina and thePresident of Azerbaijan, among others, on the sidelines of the Summit.2.
