Manurewa Local Board11 December 20148.1Deputation - Naming "Pedastal Lane" Walkway - Daniel Newman and PeterDilleyPurpose1.Peter Dilley and Daniel Newman have requested an opportunity to speak tothe board to:i)initiate the process to officially name the pathway from the entrance ofPeguero Place to the northern entrance of the Regional BotanicGardens "Pedestal Lane" in recognition of the bravery of the merchantseamen who participated in Operation Pedestal in August 1942; andii)install a plaque or small plinth and seating as a small capitalexpenditure project as part of the board's determination to rename thewalkway.Executive Summary2.The proposal recognises the deeds and bravery of merchant seamen whoparticipated in Operation Pedestal in August 1942, a vital operation to supplyAllied forces on the island of Malta.3.Former Manurewa resident Ray Peguero was part of that merchant convey.Their deeds were vital to the war effort. Maintaining the base at Malta allowedAllied conveys to attack Axis conveys and deny German and Italian armiesvital supplies in north Africa.4.It is a feature of history that the deeds of so many people were vital to the wareffort. Merchant seamen faced the same dangers of war as the regular armedforces, but they did so as non-military citizens. Their merchant ships werepeace time vessels which even if fitted with guns for defense, were notdesigned to withstand an enemy attack. The Manurewa Local Board is requested to eitherfund, partially fund or declines the applications.Executive summary2.The local events support fund of 136,991 is available for distribution by the ManurewaLocal Board over the two funding rounds in 2014/2015 financial year.3.The board allocated 103,000 to annual events in the 2014/2015 Community DevelopmentArts & Culture Manurewa Local Board Work Programme adopted on 12 June 2014(MR/2014/113). Theapplications have been assessed in accordance with the local event support fund guidelines.17.The Manurewa Local Board has the opportunity to refer applications to a more appropriatefund or to allocate funding from within its local event fund.Consideration18.Local boards are responsible for the decision-making and allocation of local board eventfunding including the local event support fund. 19.Manurewa Local Board seeks to provide and support local arts, culture and eventexperiences that connect people with each other, celebrate the unique identity of an areaand are environmentally responsible. It has identified key priorities for the local area withinits local board plan, some of which could be achieved through eventLocal board views and implications20.A local board workshop was held on 2 December 2014 to consider the applications to theLocal Event Support Fund round two. Manurewa Local Board11 December 2014Item 17Auckland Transport Update – December 2014File No.: CP2014/28334Purpose1.The purpose of the report is to respond to local board requests on transport-related mattersand to provide information to Elected Members about Auckland Transport (AT) activities inthe local board area.Executive Summary2.This report covers matters of specific application and interest to the Manurewa Local Boardand its community; matters of general interest relating to AT activities or the transport sector;and AT media releases for the information of the Board and community.Recommendation/sThat the Manurewa Local Board:a)receives the report Auckland Transport Update – December 2014.b)approves the following Local Board Transport Capital Fund projects for detaileddesign: Arts & Plants - Shared path from Manurewa Town Centre to Auckland BotanicGardens Great South Road pedestrianisation - Crossing Improvements along GreatSouth Road The Rail Station/Great South Road connectivity – Improved access to the trainstation from Great South Road, easier movement through South Mall,pedestrian improvements at rear of South Mall, way finding signage, coveredwalkway over bridge and stairway onto platform.c)requests from Auckland Transport confirmation that the aspects of the connectionsproject on South mall property can be funded from the Local Board TransportCapital Fund, prior to going to detailed design for projects on private land.DiscussionLocal Board Transport Capital Fund (LBTCF):3.The Manurewa Local Board is allocated 593,314 per annum from the Local BoardTransport Capital Fund. These funds can be used annually or rolled together to use the fullthree years of funding i.e. 1,779,942 for larger projects.4.During the 2012/13 financial year only 34,178 was spent leaving 559,136 of the annualbudget unspent. This unspent money has been authorised by the Governing Body to berolled over on a one-time-only basis, giving the Manurewa Local Board a total budget of 2,339,078 available in this electoral term to be spent on transport projects.5.In 2012/13 the Board allocated 534,000 to seven projects, and in 2013/14 another 48,000was allocated to one more project. The estimated final cost of these eight projects that willbe spent in the current electoral term is 322,000, the major reason for the reduction in costbeing the reduced scope subsequently decided by the Board for the Wiri Industrial areafootpaths.Auckland Transport Update – December 2014Page 23

Manurewa Local Board11 December 2014Item 176.The balance that still needs to be allocated to new projects in order to fully spend theavailable budget is therefore 2,017,358.Local Board Transport Capital Fund (LBTCF) – Potential Projects:7.Auckland Transport has provided the Local Board with a Rough Order of Cost (ROC) for thethree projects outlined below. The Board has now prioritised these and has requested tomove to the design phase for all projects. The full workshop presentation can be found atattachment A. These are: Arts and Plants, Great South Road/Railway station connectivity,Great South Road predestrianisation.The ‘Arts & Plants’ pedestrian and cycle link to Nathan Homestead and Auckland BotanicGardens:8.The Manurewa Local Board is investigating a pedestrian and cycle link to NathanHomestead and Auckland Botanical Gardens. Projects under investigation include: a newshared path, seating, new informative signage and safe crossing treatments.Great South Road pedestrianisation:9.The Board is investigating a range of options for making Great South Road, Manurewa morepedestrian friendly. Improvements may include: Building a gateway to Manurewa andenhanced pedestrian crossing facilities.The Rail Station/Great South Road connectivity:10.This project will incorporate a range of practical opportunities to better link the Great SouthRoad and the Train Station. 12.Auckland Transport proposes to install electronic School Zone for Alfriston College and40km/h School Speed Zone in the vicinity of South Auckland Middle School. Theseelectronic signs which are equipped with alternating flashing beacons will be installed on themain roads approaching the school and will operate at the beginning and end of each schoolday to increase driver awareness of the school, as well as reinforce driver expectation of thepresence of children.General Information Items:Lower alcohol limits a milestone for road safety13.Lower legal alcohol limits to come into force on 1 December will begin making New Zealandroads safer from day one, providing safer journeys for all New Zealanders as the countryheads into the festive season.14.Legislation passed earlier this year means that from 1 December, the legal alcohol limit fordrivers aged 20 years and over will be lowered from 400 to 250 micrograms of alcohol perlitre of breath (or from 80 to 50 milligrams of alcohol per 100 millitres of blood), bringing NewZealand’s law into line with the limits already in place in the majority of OECD countries.The alcohol limit for drivers under the age of 20 will remain at zero.15.The lower alcohol limit is a game-changer for road safety in New Zealand, and with theholiday season fast approaching, the message is clear – if you’re going to drink don’t drive,and if you’re going to drive don’t drink.16.The NZTA has been undertaking a public information campaign to remind New Zealandersof the change, with promotions beginning in early November with the rollout of posters andcoasters in pubs and bars. Promotional activity stepped up from 16 November withtelevision, radio and outdoor advertising all focussing on the simple message of loweralcohol limits for drivers 20 and over from 1 December.17.Reducing deaths and serious injuries from drink-driving is a key plank of the Government’sSafer Journeys strategy, which looks across the entire road system to improve safetythrough safer roads and roadsides, safer speeds, safer vehicles and safer road use.Five year time limits for new driver licences from 1 December18.Changes to New Zealand’s Graduated Driver Licensing System aimed at improving thesafety of novice drivers and motorcyclists are set to come into force at the beginning ofDecember, including the introduction of a five-year time limit on new learner and restrictedcar and motorcycling licences.19.The changes to the Land Transport (Driver Licensing) Rule mean that drivers or riders whoobtain or renew their learner or restricted licence after 1 December 2014 and who haven’tmoved on to the next licence stage within the following five years will need to pass anothertheory test to renew their licence after it expires.20.The changes will encourage novice drivers and motorcyclists to progress to a full licencewithin a reasonable timeframe.21.The changes are part of the Government’s broader Safer Journeys strategy which aims tosignificantly reduce deaths and injuries on New Zealand’s roads.
