Benedicto presentedto President Ram Baran Yadav his Letter ofCredence as Non-resident AmbassadorExtraordinary and Plenipotentiary of theRepublic of the Philippines to the FederalDemocratic Republic of Nepal on 13 March2009 in Kathmandu.President Yadav was joined by the ActingMinister for Foreign Affairs (Foreign MinisterUpendra Yadav was on official travel out of thecountry), the Chief of Protocol, the Army Chiefof Staff, and the head of the ConstituentAssembly of Nepal.During a brief call on the President after theceremony,AmbassadorBenedictocongratulated him for Nepal’s declaration as afederal democratic republic, and wished himwell on their ongoing national transformation.He expressed the hope that the Philippines cancontinue to be of assistance to Nepal in terms of human resources development, even as the two countriesexplore possible new areas for collaboration, including the promotion of bilateral trade. He also enjoined theNepal Government’s continued cooperation to ensure the welfare of Filipino nationals in Nepal and Nepalesenationals in the Philippines.Meanwhile, in addition to HRD, President Yadav cited agriculture andlivestock as some of the fields wherein the Philippines couldpotentially provide further assistance to Nepal.1

Newsletter“CHALLENGES AND OPPORTUNITIES IN GLOBAL CRISIS”(An excerpt from the speech of President Gloria Macapagal Arroyoat the Philippine Economic Briefing)February 25, 2009We’re all very much aware of the challenges of the global economic crisisconfronted by countries around the world. But I hope we’re also all aware thatensuring that they continue to weather the global economic storm will requirethe cooperation and partnership of the government and the private sector.As I’m sure you can remember, a year ago, we were riding the wave. This year,along with all other developed and developing economies alike, we’re workinghard to make sure that we are not swamped by the world economic crisis.In 2007, the Philippines generated an 8.0 percent GNP growth. In 2008, when two-thirds of the world wentinto a recession, we still managed a 6.1 percent GNP growth. In the fourth quarter of 2008, Japan’s GDPdeclined by 12.7 percent, U.S. by 5.0 percent, Taiwan by 9.0 percent, Thailand by 4.0 percent, Singapore by 3.7,Korea by 5.6. But our GDP went up by 4.5 percent. Up to late last year, Filipinos had no difficulties finding andkeeping the important jobs overseas that were helping their families and contributing to the economy; foodprices were coming under control and inflation was being checked.The world financial crisis appears deeper than most anticipated. However, I don’t think our plans are doomedto fail. We remain cautiously hopeful that we can continue to insulate the Philippines from the full frontalassault that much of the world is experiencing. Yet, we realize with each passing day, that objective becomesa greater challenge and therefore we must always be ready to innovate.Our government is up to the challenge. But it is clear that our success will come only if it is a true team effort.Government will do its part, but the private sector must step up and seize the opportunity we have created: anation that is more stable and secure than at any time in recent memory. Working together, we have createda better deal if you will, than many countries in the region. So now, I call upon the leaders of our privatesector to take up the challenge at this important time: join your government and continue to invest in ournation’s future. Work with us to ensure that our nation’s limited resources, finite resources are able to meetthe objective of improving the lives of the people of the Philippines.We must all band together to shoulder the responsibility of bringing our nation through these challengingglobal times. As I said, to date, we have been successful. But now is not the time to be laid back or inactive. Itis the time to step up to the challenge and work hard to ensure our nation’s bright economic future.We are a tough, proud and resilient people. Our resilience has proven its worth this past year. It will see usthrough to the global economic rebound that we all know will eventually come. But if we are to continue onthe path to progress, we must act together, in common purpose; to provide the long-term opportunities ourpeople want and deserve.Finally, for your commitment to the Philippine economy; a commitment that will continue to pay dividends formany years to come.To all of you, maraming salamat and thank you.3

Romulo visited the Republic of Lebanon and the SyrianArab Republic on 16 to 19 February 2009.The Philippines established diplomatic relations with Lebanon andSyria in 1946, almost 63 years ago. It opened its Embassy in Beirutin 1996 and in Damascus in December last year. Our DiplomaticMissions in these Arab States are at the forefront of the vigorousimplementation of Philippine foreign policy especially in theenhancement of trade and cultural exchanges and in the continuedpromotion of the welfare of Filipino expatriates.In Beirut, the Secretary met with President Michel Sleiman, PrimeMinister Fouad Siniora and Foreign Affairs and Emigrants MinisterFawzi Salloukh, while he called on President Bashar Assad, PrimeMinister Naji al Otri and Foreign Minister Walid al Moallem inDamascus.He personally conveyed the Philippine Government’s appreciationfor the valuable support and cooperation of the two countries forthe safe repatriation of about 10,000 Filipino expatriates fromLebanon during the July 2006 Hizbullah-Israel war.His meetings with thehighest officials of theArab States werelikewise intended toenhancetheinteraction of thePhilippines with theOrganization of theIslamicConferenceand the Arab Leagueas Lebanon and Syriaare members of theseorganizations. It was a task that I vigorously carriedout, keenly aware of the historic imperative ofcorrecting a grave injustice.It was a task in which we succeeded becausethe President herself was our most convincingadvocate – reaching out to key players in theUS Congress. Her visit to Washington early thismonth came at a crucial time: the provisions onour veterans were in danger of being droppedin the midst of budgetary difficulties anddemanding and new priorities. During thatvisit, the President met with key Congressionalleaders and made a powerful pitch for ourveterans.Section 1002, Title X of the Stimulus Bill alsoknown as the American Recovery andReinvestment Act of 2009, recognizes themilitary service of our veterans and grants alump-sum of 15,000 for US-based veterans and 9,000 for those living in the Philippines.With the passage of the bill containingprovisions on Filipino veterans, the UnitedStates honors its promise to the Philippines,one of its staunchest allies. The passage of thisbill further cements and strengthens thefoundations of our deep and historicpartnership.I am very grateful to our supporters in the USCongress who I met and held dialogues over theyears.I thank our steadfast supporters in theU.S. Congress particularly Sen. Daniel Inouyeand Sen. Daniel Akaka, as well as Sen. HarryReid, Sen. Richard Lugar, former Sen. TedStevens, Speaker Nancy Pelosi, Rep. Bob Filner,Rep. Darrell Issa and Rep. Subhash Goyal is thefounder Chairman of STIC Travel Group ofCompanies, which he started in 1973, one ofthe largest travel businesses in India, with 40offices having over 450 employees.He was unanimously elected as the Presidentof the Indian Association of Tour Operatorsfor 6 years in a row (1995-2000). The meeting was chaired by H.E. Hj Sidek Ali, High Commissioner of Brunei Darussalam andoutgoing ANDC Chairman.The meeting brought together the Heads of Mission of the 10 ASEAN member-States in New Delhi. AmbassadorFrancisco L. Benedicto, who was attending his first ANDC session, was warmly welcomed by his counterparts.The meeting served as an opportunity for the ASEAN Ambassadors to update each other about their respectiveMissions’ activities. Ambassador Benedicto informed the gathering about the conduct of the Inaugural Meeting ofthe RP-India Joint Working Group on Agricultural Cooperation, and the 10th Meeting of the RP-India Joint WorkingGroup on Trade and Investment, on 21 August and 21-22 November 2008, respectively, in New Delhi.The Ambassador also informed his counterparts about the assignment of a Philippine Commercial Attaché in India,in the person of Mr. Vichael Angelo D. Andi MuhammadGhalib, the Ambassador of Indonesia.Philippine Air Force Commanding General Visits IndiaThe Commanding General of the Philippine Air Force (PAF), Lieutenant General Oscar H Rabena AFP, visitedBangalore, Karnataka on 11 to 13 February 2009 to attend Aero-India 2009, Asia’s premier Air-Show. DefenceMinister A K Antony formally inaugurated the event in the presence of union and state officials and other topdignitaries. The show aimed to bring under one roof, exhibitors from all around the globe to showcase the best inaviation, including both flight and static displays of a wide range of civil and military aircrafts from leadingmanufacturers, vendors and suppliers. The Chiefs of the Air Forces of fifty (50) friendly nations were invited by theMinistry of Defence, Government of India in cooperation with the Confederation of Indian Industries (CII).Gen. Rabena was accompanied byCol. Jeffrey H Delgado, the AssistantChief of Air Staff for Plans, A5, of thePhilippine Air Force. Col. Alex CCapiña, Philippine Defense andArmed Forces Attaché in New Delhi,accompanied the delegation andprovided assistance during their stayin Bangalore. A second batch of 50 students visitedBangalore, Chennai, Kolkata, New Delhi, Agra andJaipur in 2008. This year’s batch, which includedfive students from each ASEAN country, visitedChennai, Hyderabad, Mumbai, New Delhi, Agra and Jaipur.The annual program includes visits to Indian institutes of technology and management, factories,educational sites, IT parks, and places of historical and cultural interest to enable them to have a firsthandexperience of India, as well as to talk and interact with their Indian counterparts.
