Public CommentChair Boyce asked if there was anyone in attendance who would like to provide publiccomment. Seeing none, the public comment period was closed.3. Approval of the December 8, 2021 PIC MinutesChair Boyce asked if there were any amendments to the December 8, 2021 PIC minutes.Councilmember Ross Loudenback, North Bend, moved, seconded by Councilmember DavidBaker, Kenmore, to approve the December 8, 2021 minutes. Councilmember ValerieO’Halloran, Renton, said that she would be abstaining from voting on the minutes as she was anew member and was not at the December meeting. The motion passed 32-0-1. The city ofRenton abstained.4. Chair’s ReportChair Boyce welcomed new members to PIC and thanked members for the opportunity to chairPIC in 2022.5. SCA Executive Director Deanna Dawson reported on recent SCA activities and upcomingtrainings and events.6. PIC OrientationSCA Executive Director Deanna Dawson lead members through an PIC 101 presentation,providing an orientation on role of SCA and how PIC works to develop policy positions on behalfof the SCA’s 38 member cities.7. 2022 PIC Meeting ScheduleSCA Executive Director Deanna Dawson reported that PIC typically adopts a schedule at its firstmeeting of the year describing the time and manner of meetings. PIC typically meets on thesecond Wednesday of each month at 7:00 PM. Due to the COVID-19 public health crisis, the PICis currently meeting remotely.Councilmember Kate Kruller, Tukwila, moved, seconded by Councilmember Joseph Cimaomo,Covington to approve Resolution 2022-1 setting the 2022 Public Issues Committee meetingschedule. There was no discussion. The motion passed unanimously.8. 2022 SCA Legislative AgendaSCA Policy Director Brian Parry reported the SCA legislative agenda is drafted to reflectlegislative priorities found in common in city agendas across the SCA membership. Draft SCAlegislative priorities for 2022 were reviewed by the Public Issues Committee (PIC) at its meetingon December 8, 2021. PIC members provided feedback, which was incorporated into therevised draft legislative agenda where there was consensus and consistency with city legislativeagendas received by SCA. A revised draft was distributed to PIC members by SCA staff onDecember 17 for any additional feedback prior to distribution of the January 2022 PIC packet.PIC voted in December to bring back the draft legislative agenda, with any revisions, to theJanuary 12, 2022 PIC meeting where PIC may take action to recommend final adoption by theSCA board of directors.Deputy Mayor Traci Buxton, Des Moines, thanked SCA staff for their work on the legislativepriorities and noted that she was able to borrow some of the language to help reach consensuson legislative priorities in another forum.Mayor Nancy Backus, Auburn, moved, seconded by Councilmember Joseph Cimaomo,Covington, to recommend the 2022 SCA Legislative Agenda, as presented in Item 8, to theSCA board of directors. There was no discussion. The motion passed unanimously.9. Informational ItemsChair Boyce noted that there was an informational item in the meeting packet related toupcoming levies and ballot measures.10. Upcoming EventsChair Boyce highlighted upcoming SCA events, including:a. Time will be allotted for questions and answers.Members are encouraged to provide any questions or topics of interest to SCA staff inadvance of the meeting to help facilitate discussion.BackgroundThe 2022 Washington State Legislative Session began on January 10 for a 60-day regularsession. Session will come to a close on March 10, 2022. Several important legislativecutoff dates are slated to occur in the first half of February. These are key dates where thefuture of many bills will be decided, and an important time to be in contact with legislatorsabout city priorities.Upcoming cutoff deadlines include: February 3 – Deadline for bills to pass out of policy committees February 7 – Deadline for bills to pass out of fiscal committees February 15 – Deadline for bills to pass out of their chamber of originPIC will be joined at the February meeting by staff from the Association of Washington Cities(AWC) who will provide an update to PIC members on key legislative priorities for 2022. AWC’slatest weekly “hot sheet,” which tracks priority bills AWC is supporting and opposing, can befound here .2022 SCA Legislative AgendaThe 2022 SCA Legislative Agenda as recommended by PIC, was approved by the SCA Board ofDirectors in January. Key priority areas identified by SCA members include requests to promoteeconomic recovery; invest in transportation and mobility; address housing instability; clarifycertain statewide law enforcement reforms; and, address the fiscal needs of cities. Councilmember Sarah Moore, Burien, to fill a vacant alternate position on the KingCounty Flood Control District Advisory Committee; and,Councilmember Kathy Hougardy, Tukwila, to fill a vacant alternate position on theRegional Transit Committee.A full listing of SCA representatives on regional boards and committees, including therecommendations made by the PIC Nominating Committee at their February 1 meeting, can befound in Attachment A .Committee InformationDomestic Violence Initiative (DVI) Regional TaskforceThe goals of the Domestic Violence Initiative (DVI) are to deliver practical improvements to ourregion's legal response to domestic violence and to develop practical steps to improveoperations, streamline communication, raise standards, and minimize barriers that interferewith victim safety and offender accountability. The Domestic Violence Initiative was formed bythe King County Prosecuting Attorney and the Coalition Ending Gender-Based Violence(formerly the King County Coalition Against Domestic Violence). This committee focuses onimproving the effectiveness of our region’s legal response to domestic violence.The Domestic Violence Initiative Regional Task Force meets quarterly on the second Tuesday ofthe month from 9:00 AM to 11:00 AM virtually until COVID-related restrictions are lifted.Joint Recommendations Committee (JRC)The Joint Recommendations Committee (JRC) is an inter-jurisdictional body that providesfunding recommendations and advice on guidelines and procedures for King County and citypartners on a wide range of housing and community development issues. These include: Affordable Housingo Each year the JRC makes specific funding recommendations for about 5 to 8million in capital funding for housing for very low to moderate incomehouseholds. Community Developmento The JRC makes specific funding recommendations for about 1.5 million of theConsortium's CDBG funds for non-housing capital projects such as communitycenters, public infrastructure projects and parks projects; in addition the JRCadvises the Consortia and the King County Executive on procedures that guidethe community development program. Homelessnesso The JRC allocates about 600,000 of federal funds for homeless and emergencyassistance programs, and advises King County and Seattle on the priorities forthe joint application for federal McKinney homeless assistance funds (anywherefrom 15 to 20 million each year). Consolidated Housing and Community Development Plano The JRC reviews and recommends the Consolidated Plan, and all related plans, tothe King County Executive and Council.SCA PIC Meeting February 9, 2022Item 714

State and Federal Legislative Prioritieso The JRC advises the King County Executive and the County Council's LegislativeSteering Committee on state and federal legislative priorities regarding housing,homelessness, and community development issuesJRC generally meets four to five times a year, with meetings falling on the fourth Thursday ofthe month from 9:00 am to 11:00 AM virtually until COVID-related restrictions are lifted. Inperson meeting location is TBD. Caucus meeting times are TBD.The cities of Auburn, Bellevue, Burien, Federal Way, Kent, Kirkland, Redmond, Renton, andShoreline participate in JRC in their own capacity and are not eligible to be appointed by SCA.King County Flood Control District Advisory Committee (KCFCDAC)The King County Flood Control District is a countywide special purpose district that providesfunding and policy oversight for flood risk reduction capital projects and programs in KingCounty. It is governed by a Board of Supervisors, which is comprised of the members of theCounty Council. The District also has an Advisory Committee composed of elected officials fromthroughout King County which is charged with making recommendations to the District’s Boardof Supervisors related to the annual budget, including capital improvement program projectsand funding levels.2022 KCFCDAC meetings dates and locations to be determined. Caucus meetings are scheduledbefore each KCFCDAC meeting.The cities of Auburn, Bellevue, Carnation, Kent, North Bend, Renton, Snoqualmie, and Tukwilahave their own seats and alternates on the Advisory Board and are not eligible to be appointedby SCA.Regional Transit Committee (RTC)The Regional Transit Committee (RTC) is one of three regional committees formed when votersapproved the merger of the Municipality of Metropolitan Seattle (Metro) and King County inthe 1990s. RTC reviews and makes recommendations to the King County Council on policies forpublic transportation services operated by King County Metro. The committee’s responsibilitiesinclude adopting, repealing, or amending regional transit countywide policies and plansincluded in the committee's adopted work program.RTC meets the third Wednesday of each month from 3:00 pm to 5:00 pm. Currently, meetingsare being held virtually via Zoom. Caucus meetings are held in advance of the RTC meeting from2:00 pm – 3:00 pm on Zoom. Additional caucus workshops may be scheduled if necessary. The plan is updated every four years for adoptionby the Puget Sound Regional Council General Assembly, which includes representatives ofeach jurisdiction in the four-county PSRC region (King, Kitsap, Pierce, Snohomish).PSRC is seeking public comment on the draft RTP through February 28, 2022. The PSRCTransportation Policy Board and Executive Board will make any final recommendations to thefinal plan that will go before the General Assembly in May 2022. Adoption of a long-rangeRegional Transportation Plan is required in order for federal funds to continue to flow to theregion.PIC members are encouraged to review the draft RTP with their cities and provide anyfeedback to inform SCA members on the Transportation Policy Board and Executive Board asthe plan is finalized for adoption. Feedback may also be provided directly to PSRC( web portal ).BackgroundThe Regional Transportation Plan (RTP) is updated every four years to assess the currenttransportation system in the central Puget Sound region, describe future plans for the systemand how they may be funded, and assess how those system improvements will perform as theregion grows.The draft RTP released for public comment in January is the result of work over the past twoyears by members of the PSRC Transportation Policy Board (TPB).
