Synergy between motor sport and mobility was a key part of my election mandate,and it is encouraging to see this happening in such a visible manner so quickly.On the mobility side, we have reinforced our capabilities, and set out a Business Plan for thecoming 18 months. FIA NEWSFIAnewsComo welcomes FIAConference WeekThe week was attended by 379 people from 95 clubs in 75 countriesThe FIA and the Automobile Club of Italy(ACI) co-hosted FIA Conference week inComo at the Villa Erba in the middle of May.The week was attended by 379 people from95 clubs in 75 countries, and included meetingsof all the FIA’s Mobility Commissions, includingthe Legal and Consumer Affairs Commissionwhich has recently evolved from being a Region ICommission to become a Global Commission.The week was opened with an plenarysession attended by Jean Todt, FIA President,Brian Gibbons, FIA Deputy President forAutomobile Mobility and Tourism, and EnricoGelpi, ACI President.In his opening address, Todt described thework of the FIA in Mobility as amongst its mostimportant, stressing that, as the largest consumerISSUE 9 FIAinmotion 4network in the world, it could make a majorimpact in mobility “The FIA Clubs have beenthe ‘Voice of the Motorist’ for many decadesand we must continue this important work atboth the Club and global level,” he said.Todt’s comments were echoed by Gibbons’who noted “the FIA is entering a new era forMobility”, both in terms of the challenge facedby mobility and also by the FIA’s approach.The week officially started with a FIAFoundation forum discussing a number ofissues, including FIA Foundation-led initiativessuch as the International Road AssessmentProgramme (iRAP), the 50by50 fuel economyinitiative, the eSafety Challenge, and theDecade of Action for Road Safety.The week then broke into meetings of the FIA’sspecialised Mobility Commissions. Meetingsof the Camping and Caravanning, Tourism,Road Assistance Services, Legal and ConsumerAffairs, Marketing,Technical, and Road Safety andMobility Commissions took place. Alongsidethese meetings was the iRAP Forum, and ClubCorrespondents meeting.The week also saw meetings of the StatusReview Commission and the World Councilfor Automobile Mobility and Tourism, marking adynamic shift in the proceedings of ConferenceWeek, by introducing senior level meetings,and welcoming members of the World MotorSport Council to what had in the past been anexclusively Mobility focused event.Next year’s meeting of FIA Conference Week isset to take place in Kuala Lumpur at the invitationof the Automobile Association of Malaysia.

World Council confirmsaction in mobilityFIA Deputy President for Automobile Mobility and Tourism, Brian Gibbonsand FIA President, Jean Todt consult during meeting of WCAMTThe World Council for Automobile Mobilityand Tourism (WCAMT) met in Como on 21May, the first meeting of the WCAMT sincethe election of the new presidential team.Amongst its key decisions, the WCAMTdiscussed a proposal for FIA Engagement in theDecade of Action for Road Safety, agreeing thatthere is an opportunity to influence nationalgovernments to make the necessary policychanges, to advocate for safer roads and safervehicles, and to educate motorists about saferbehaviour. Engagement would further givethe opportunity for the FIA’s work in sport toreach a new, broad, and diverse audience withroad safety messages through sporting eventsand sport personalities, and allow both partsof the FIA to work together toward a goalthat serves all FIA’s constituencies.It was suggested to develop a proposal forthe FIA’s involvement in the official launch ofthe Decade of Action in 2011, with an actionplan and communications plan, includingopportunities for Club participation, andappropriate cooperation and coordinationwith the FIA’s partners: the FIA Foundation,the FIA Institute, iRAP and eSafetyAware.This proposal will be reviewed by the twoFIA World Councils in November.The World Council unanimously approvedthe proposed plan for FIA engagement inthe Decade of Action for Road Safety.The WCAMT fur ther endorsed the MobilityBusiness Plan proposing key deliverableswith measurable targets, clear lines ofresponsibility and accountability, and afirm timeline for achieving them. The Planis intended to strengthen the MobilitySecretariat, execute the FIA’s Mobility forAll public policy agenda, foster the exchangeof knowledge among member clubs, identifyinnovative ways to help emerging clubs togrow and prosper, and increase synergieswith the spor ting arm of the FIA.The WCAMT also took steps to reinvigoratethe tourism activities of the FIA, by committingto: address travel and tourism issues ofcommon interest and mutual benefit tomembers; to leverage strategic opportunitiesrelated to travel and tourism; and to contributeto the enhancement of responsible travel andtourism on a global basis.An immediate priority will be to under takea sur vey among the FIA membership todetermine their key focus and activities.Based on the outcome of the membersur vey and recommendations received,individuals and clubs will be identifiedand approached to champion theactivities of the respective tourism workstreams and special interest groups bythe end of August 2010. The FIA team, incollaboration with the Chairman of theTourism Commission and the respectivechampions for the work-streams andspecial interest groups, will finalize thestrategic and action plan, with a view toproviding a progress repor t at the 2011conference, to be finalised by the end ofSeptember 2010.Finally the World Council also approvedthe proposals by the Customs Commissionfor revised editions of the FIA ‘Guide toInternational Driving Permits (IDP)’ aswell as the ‘Carnet de Passage en Douane(CPD) Handbook’.The next meeting of the WCAMT willtake place in November.ISSUE 9 FIAinmotion 5

FIA NEWSMiddle East and Mediterraneanwelcome TodtTodt with HRHPrince Faisal binAl Hussein at theJordan RallyThe Arab Council of Touring & AutomobileClubs (ACTAC) announced during the FIASpring Meetings in Dubai that it will set upa permanent administrative office in theregion, to facilitate better communicationandcooperationbetweenACTACmembers.The establishment of the office is timely asit comes during a period where a numberof key meetings were held in the regionbetween the FIA President, club presidents,and key stakeholders.In April, Jean Todt visited the Automobileand Touring Club of Israel (MEMSI), wherehe was welcomed by club president YitzhakMilstein. During his period in the countr yMEMSI facilitated a number of meetingsnotably with the Israeli Minister of Cultureand Spor t, Limor Livnat, to discuss roadsafety and the development of motor spor tin Israel where until ver y recently motorspor t was illegal. The Israeli visit took placealongside the Jordanian round of the WorldRally Championship, where Todt attendeda number of stages with Prince Faisal AlHussein President of the Royal AutomobileClub of Jordan.Todt also made a brief visit to the CyprusAutomobile Association (CAA) meetingISSUE 9 FIAinmotion 6Todt with Prime Minister Moulaye Ould Mohamed Laghdaf,Minister for Culture, Youth and Sports Ciddé Mint Cheikh OuldBoidé, and FMSM President Baham Ould LekhalChairman of the Association, AntonisMichaelides, prior to the FIA SpringMeetings. The Cyprus leg of Todt’s visitfocused discussions on CAA’s effor ts toimprove road safety, and the island's WRCround.Todt also visited Syria and neighbouringLebanon and met with delegations fromboth Syrian FIA members Paul Megarbane,President of the Automobile and TouringClub de Syrie and Walid Shaban Presidentof the Automobile Club de Syrie. A numberof engagements included visits to kar tingfacilities and the Syrian Rally venue. Todtalso met with Syrian Minister of Tourism,Saadallah Agha al-Qalaa.In Lebanon,Todt was received by the President ofthe Republic of Lebanon General MichelSleiman and Prime Minister, H.E Mr SaadHariri. He visited the Automobile etTouring Club du Liban’s headquar ters,meeting with its President Cheikh Fouad ElKhazen and was updated on motor spor tsand road safety projects by Vice PresidentJacques Salha.Todt made further visits to Clubs in North Africameeting with delegations from the FédérationMauritanienne des Sports Mécaniques(FMSM) and the Fédération Royale Marocainede Sport Automobile (FRMSA).In Mauritania the FIA President met withMauritanian Prime Minister, Ould MohamedLaghdaf, Minister of Culture and Spor ts,Mint Boyde, Minister of Transpor tation,Seydi Boubou and Minister of Tourism,Ould Daramane. He held discussionswith FMSM President Baham Ould Lekhalon the development of motor spor ts inMauritania.In Morocco Todt met with AhmedFadli, FRMSA President, and watchedthe Moroccan leg of the World TouringCar Championships with the MoroccanMinister for Youth and Spor ts, MoncefBelkhayate.The Middle East and Nor th Africa’simpor tance in the Federation continuesto grow. In recent years the region haswelcomed a WRC event in Jordan, andnow hosts two rounds of the FormulaOne world Championship, WTCC is nowalso established in Nor th Africa fur therwelcoming Formula Two this year. Inmobility, the region remains one of theprime users of FIA International documentscrucial to the smooth movement of vehiclesacross the regions borders. With Todt’srecent visits the Region can rest assuredthat these contributions are well valued bythe FIA.

FIA host spring meetings in DubaiATCUAE President MohammedBen Sulayem and FIA Region IPresident Werner KrausThe Automobile and Touring Club of theUnited Arab Emirates (ATCUAE) hosted thefirst ever FIA Spring meeting to take placein the Middle East in early April bringingtogether over 200 club delegates.The FIA Spring meeting, which is composedof a number of FIA Region I meetings aswell as a meeting of ARC Europe, have untilnow traditionally taken place in Europe. Thisyear was different with the meeting takingplace in the United Arab Emirates. ATCUAEPresident and FIA Vice President for Sport,Mohammed Ben Sulayem, extended a warmwelcome to the delegates attending theconference , admitting that it was no smalltask getting ready for the event bearing inmind the ATCUAE’s packed calendar overthe last 12 months. Sulayem said he wasdelighted to know that everything was inplace to welcome guests from virtually everycorner of the planet. “Of course the logisticsinvolved are huge, but we are not new toorganising events of such a magnitude,”Sulayem said, adding “Our par tners, such asthe Department of Tourism and CommerceMarketing, Emaar, Dubai ConventionBureau, the Roads & Transpor t Authority,and every arm of the Dubai Governmenthas made available all resources at theirdisposal to fur ther enhance Dubai andthe UAE’s image internationally. Dubai isknown worldwide for its many firsts. This isanother : being host to the first FIA SpringMeeting in the region.”First to welcome the FIA was the UAERoads & Transport Authority (RTA), NaserAbu Shehab, Director of Strategy PlanningDepartment, emphasised the RTA’s primaryvision of ‘safe and smooth transport forall’, explaining the existing and plannedroad and marine transport infrastructurethat has been put in place is to the highestinternational standards. Abu Shehab saidthat apart from providing world-classtransportation, the RTA was conscious ofits duty towards the safety of its commutersand general road users, pointing out thatthe Authority has a dedicated safety andreorientation programme for its drivers andother personnel. Commenting on the RTA’swelcome, Sulayem said “This conferenceprovides us with the opportunity to informthe world of the progress that Dubai andthe UAE is making in the transportationsector, particularly with regard to motoringtourism, related customs & immigrationprocedures, safety and the environment”,Sulayem added.During the meeting a number of decisionswere made on the reorganisation of RegionI. The Regional office will be moved fromGeneva to Brussels, streamlining much ofthe work of the Region with the work ofthe European Bureau. The Arab Councilalso agreed to create its own administrativeheadquarters.ISSUE 9 FIAinmotion 7

European Commission VicePresident Siim Kallas meets the FIAEuropean CommissionVice President SiimKallas with FIA Region IPresident Werner KrausBrussels has welcomed the new collegeof European Commissioners, the men andwomen charged with spearheading Europeanpolicy making for the next five years.No time was lost in the FIA securing a meetingwith Siim Kallas, a former prime minister andfinance minister of Estonia and currently VicePresident of the European Commission andthe Commissioner responsible for transportpolicy. FIA Region I President Werner Krausaccompanied by Sebastià Salvado, RACCPresident (as a result of the Spanish Presidencyof the European Union), met Vice PresidentKallas in Brussels to set out a number of theFIA’s key mobility concerns.With a new European Parliament andCommission installed in Brussels, 2010 isproving to be a watershed year for policymaking. A batch of new legislative proposalsare coming forward that will underpin keydevelopments over next decades in theareas of road safety, transport and mobility,environment, the deployment of intelligenttransport systems and competition in theautomotive sector.In presenting the FIA, Kraus stressed thepriorities of road safety and the right to ultraISSUE 9 FIAinmotion 8clean, safe and affordable mobility for Europeancitizens. Specifically on road safety it wasstressed that the EU’s political commitment atthe highest level coupled with ambitious targetsis crucial for success in reducing the annualdeaths on Europe’s roads. The FIA’s role insupporting the recently adopted UN decadeof road safety aimed at saving five million livesover the next 10 years was highlighted in thisrespect. Vice President Kallas, acknowledgedthe FIA Eurocouncil’s vision of future roadsafety actions needed in Europe.Reflecting on the EU’s current road safetyaction plan with its ambitious target ofa 50% reduction in road fatalities in theperiod 2001 to 2010 which worked well butultimately did not achieve its target, Kallassought the view of the FIA on target setting.Salvado recommended a positive approach,“Achieving 80% of a 50% reduction goalis far better than a 100% achievement of a10% reduction goal,” he said. “One shouldnever be afraid of setting ambitious goals”he encouraged. Recognising that the risk ofbeing killed in a road accident differs acrossEurope (as much as four times higher in highrisk countries) the FIA Eurocouncil is callingfor an aggregated fatality reduction target of40% with differentiated targets for high (50%),medium (35%) and low (22%) risk countries.Similarly an aggregate 30% reduction targetfor severe injuries should be calibrated toaddress different road users according totheir risk level.FIA clubs’ activities in benchmarking the safetyand quality of Europe’s mobility infrastructure,innovative projects and research as well asexchanges of best practice and experiencewere presented to Vice President Kallasas some of the tools used by FIA clubs toachieve road safety improvements even in theabsence of legislation.The FIA’s Commitment to improvingEuropean road safety was underscored bythe fact that more than 45 FIA clubs andthe FIA European Bureau have signed theEuropean Commission’s Road Safety Charter,identifying various commitments to promoteand improve road safety at home. As partof the FIA European Bureau’s commitmentto promote and encourage clubs in EasternEurope to adopt road safety chartercommitments, Werner Kraus invited the VicePresident to the next Road Safety Workshopin Brussels, October 2010 that will be cohosted by the Serbian club AMSS and the FIAEuropean Bureau.

The FIA develops disabledtraveller guideBert Morris, former head of motoring policyfor the AA, has been developing a new guidetargeting mobility abroad for disabled travellers,with the help of a FIA Foundation grant. TheGuide will show holders of national disabilityparking card permits, where and when a drivermay use his or her card around the world.FIA clubs around the world are supporting theinitiative by providing information about thelevels of recognition accorded to holders offoreign disabled parking permits visiting theircountries. The idea for the projects expands onprevious work by the FIA for European disabledtravellers and their rights. The survey, is beingco-ordinated by the FIA European Bureau, andhas successfully surveyed FIA clubs across thefour regions.The information has been gathered in two keyareas. Firstly to show where and when theParking Card can be used, for example in allcountries a Parking Card holder has the rightto park in a parking space marked with thewheelchair symbol, but in many countries theCard holder may be exempt from parking metercharges, and in others drivers may be allowedto park on a road where parking is prohibitedto everyone else. Secondly to identify thosecountries that will recognise the Parking Cardof a foreign visitor, those that will not, and thosethat will issue a disabled visitor with their ownnational parking card for a temporary period.The information is not solely for motorists'use. Often the local law enforcement agenciesare unaware of cross border agreements ondisabled parking, and still issue foreign visitorswith parking fines despite the rights accordedin their own legislation.“With age, drivers increasingly have to copewith disabling frailty as do their families, sons anddaughters who become their main providersof mobility. Having a Parking Card as a driveror passenger will be a significant contributor tohelping keep them mobile. Through this initialwork, the FIA and the clubs can and must layclaim to ownership of the issue, and be seen tobe the champion of our disabled members andtheir families”, explains Morris.The ‘FIA Guide for the disabled traveller’ shouldbe completed later this year. It will be web basedfor easy access, and can be updated with newinformation so it will ‘not be wrong for long’.ISSUE 9 FIAinmotion 9

FIA NEWSFIA attends Women and SportConferenceThe Women in Motor Sport Commission membersThe newly-formed Women & Motor SportCommission attended the InternationalWorking Group World Conference on Womenand Sport (IWG), which was hosted in Sydney,Australia, in May.Michèle Mouton, President of the Women& Motor Sport Commission said: “Ourparticipation in the 5th World Conferenceperfectly integrated with one of our mainaims, which is to collaborate with internationalorganisations to evolve the place of women inall areas of sport.”The IWG was established in 1994 at the 1stWorld Conference on Women and Sport heldin Brighton, England. As an independent coordinating body consisting of representativesof key government and non-governmentorganisations, its vision is to realise a sustainablesporting culture that enables and values the fullinvolvement of women in every aspect of sport.ISSUE 9 FIAinmotion 10The 5th IWG World Conference offereda unique opportunity for participants fromaround the world to share experiences,strengthen international connections and findways to stimulate action at local, national andinternational levels.The Lausanne Network for Women inInternational Sport, which was foundedin 2006 by Lilamani de Soysa, a co-optedmember of the IWG, and Brigitte Zuffereyfrom the Fédération Internationale deMotocyclisme (FIM), was invited to attendthe conference. Its members, who include anumber of international sporting federations- including the FIA - outlined their vision andconcrete actions already taken to increase thecontribution, visibility and influence of womenwithin international sport.Representing the Women & Motor SportCommission, Frédérique Trouvé presentedits goals and objectives, highlighting how theCommission is committed to establishingpolicies that will strengthen women’s rolesin motor sport. She also outlined how theCommission plans to play an active role inthe development of specific actions andcampaigns.In conclusion, Mouton added: “Commitmentto collaboration was the IWG’s objective atthe last conference in Kumamoto, Japan, in2006. Progress could be measured in Sydney.It is now our intention to contribute to the6th World Conference in Helsinki in 2014by helping to increase the representation ofwomen at the highest levels within sportingorganisations.”During its trip to Sydney, the Women &Motor Sport Commission was supported bythe Confederation of Australian Motor Sport(CAMS).

Peru hosts FIA Regional RoadSafety WorkshopFIA Region IV’s office in Buenos Aireshosted a regional workshop on RoadSafety, 12-14 April in Lima Peru, with theactive par ticipation of the region’s memberclubs. The workshop was co-hosted bythe Touring y Automóvil Club del Perú(TACP).On the first day of the workshop par ticipantsexchanged experiences of road safety in theirrespective countries. The following two dayswere spent working on the standardisationof Road Safety training materials, aiming tobring a common approach to clubs in theRegion, as well as supporting many clubs inthis endeavour. The standardisation processwas under taken by the nine Road Safetytechnical exper ts from each country thatattended the workshop, who had previouslycarried out a review together with threeother member organisations in preparationfor the workshop.The workshop was also attended byofficials of the Ministr y of Transpor t ofPeru as well as the Managing Director andthe Regional Director of the InternationalRoad Assessment Programme (iRAP), whotalked about the work plan and the resultsof the programme in the region. TheExecutive Secretar y of the Interim RoadSafety Commission for Latin America andthe Caribbean was also present.The Region hopes that this workshopwill be the first of many actions it plansto under take as par t of its plan tosuppor t the UN Decade of Action onRoad Safety.WTCC Backs Decade of Action“The FIA is committed to playing an activerole in implementing the UN’s Decade ofAction for Road Safety. The solutions to RoadSafety are known, governments around theworld must act to implement the UN’s ActionPlan for Road Safety and save five million livesover the next 10 years.”FIA President and WTCC driversshow their support for the campaignThe World Touring Car Championship held anumber of events in Morocco, to support theUN Decade of Action for Road Safety, priorto the start of the Marrakesh round of thechampionship.Drivers from the championship participatedin a Make Roads Safe photo call with FIAPresident Jean Todt. The photo call formspart of a wide range of initiatives by thechampionship, such as the branding of itssafety car which has been running this seasonwith liveries displaying the WTCC’s supportfor the Make Roads Safe campaign and GlobalRoad Safety.
