// A Word of WelcomeOPENING UP HORIZONSFounded in 1971 in the Pointe de Bretagne area, theUniversity of Western Brittany (UBO) is a multidisciplinaryuniversity, attuned to the social, economic, political, cultural or environmental changes of our societies and theassociated challenges. With a strong local foothold and network, its focus is naturallyturned towards the sea (we are ranked 12th in the ShanghaiAcademic Ranking of World Universities for the oceanographycategory) but its national and international influence alsoreaps the benefit from, in particular, its strengths in both theinformation and technology sciences and the human and socialsciences.BrestAs a metropolitan university, much of UBO’s activity takes placeon the Finistère campuses (Brest, Quimper and Morlaix). Butits influence spreads across the whole of Brittany, in particularthrough the Higher National Teacher Training and EducationInstitutes (INSPés) of the Regional Educational Authority, andfrom 2020 through the Alliance Universitaire de Bretagne clustercreated with Université Bretagne-Sud and the Brest graduateschool of engineering (ENIB).As a multidisciplinary university, it has an ambitious research andtraining policy that seeks to advance knowledge and improvequalifications for students and professionals in Western Brittanyand h long-standing experience in continuing vocational training,it offers numerous placement-study programmes, mainlythrough apprenticeships. As an innovative university, it supportslocal economic development through the inventiveness of itsresearchers and the creativity of its graduates.Open-minded and outward looking, UBO enhances andstructures its positioning, both through its research-led activitiesand its quality in teaching, and through its numerous partnershipswith universities around the world, notably China, Canada,Australia, South Africa and, of course, all of the EU countries. Inthis respect, setting up the European University of the Seas (SEAEU), with the universities of Cadiz (Spain), Kiel (Germany), Gdansk(Poland), Split (Croatia) and Malta will be one of UBO’s centralactivities in the coming year.Matthieu Gallou,President of UBO5
