6Medical Services CommissionNotes to Financial Statement for the Year Ended March 31, 2015Unaudited1.The CommissionThe Medical Services Commission was established July 1, 1968, by the Province of British Columbiaunder the Medical Service Act and Regulations.The legal authority for the Medical Services Commission to administer and operate the MedicalServices Plan (Plan) is the Medicare Protection Act and related Regulations.Under Section 5(4) of the Medicare Protection Act, the Financial Administration Act applies to theMedical Services Commission as though it is a division of the Ministry of Health. The Plan premiumsand expenditures are included within the Province's Consolidated Revenue Fund, Statement ofOperations, which is audited annually by the Auditor General of British Columbia.2.Significant Accounting PoliciesThe Statement of Operations is prepared for the purpose of presenting the expenditures of the Planand contributions by subscribers and the Province.The expenditures and contributions are recorded on an accrual basis.The total expenditures shown in this financial statement are the same as the expenditures shown inthe Public Accounts of the Province for the Medical Services Plan.3.ExpenditureService costs include payments for eligible services provided by physicians, health care practitionersand diagnostic facilities on a fee for service or alternative contractual basis, and other recruitment,retention, training and planning initiatives with respect to physicians. Payments for these services andinitiatives are in accordance with the Medicare Protection Act and agreements with professionalassociations and health authorities. The expenditures also include estimates of unprocessed claimsfor services performed in 2014/15.Service costs do not include bad debt expense arising from the Plan premiums that could not becollected, commissions paid for collection of overdue accounts or administrative expenses. Bad debtexpense and commissions paid are charged to the Province’s Consolidated Revenue Fund, Vote 49 –Allowances for Doubtful Revenue Accounts and Vote 48 – Commissions on Collection of PublicFunds. Administrative expenses incurred by the Plan are funded by the Ministry of Health.4.ContributionsPremium Revenue represents the Plan premiums paid by subscribers. Premium Assistance representsthe value of subsidy provided by the Province on behalf of eligible persons. General contributionsrepresent the residual amount required by the Province to fully meet the expenditures of the Plan.

MEDICAL SERVICES COMMISSION – 2014/20157UNAUDITED SCHEDULE OF PAYMENTS BY THE MEDICAL SERVICES PLANThe Schedule of Payments is published in compliance with the Financial Information Act and B.C. Regulation371/93, and lists the gross payments made for the cost of insured services paid to each individual account of atleast 25,000 during the fiscal year ending March 31, 2015. All other accounts are shown as a consolidated total.The information is presented in three categories:1. PractitionersPayments to Practitioners are reported alphabetically under the practitioner who performed the services and/orwho allowed others to perform the services, but payment is to the practitioner. Exception – when the practitioneris associated with a hospital, laboratory or health authority and the service provided is laboratory, medicalmicrobiology, radiology or nuclear medicine, or payment received is for the GPSC unassigned inpatientnetwork, the payments for services performed by the practitioner will not be included as Payments toPractitioners, but instead will be recorded as Payments to Organizations. Payments include fee-for-service toresidents of British Columbia and other jurisdictions, locums, Medical On-Call Availability Program, ruralretention, recruitment and education programs, isolation allowance, and interest. The practitioner paymentsexclude benefit payments, which are reported under the British Columbia Medical Association (BCMA).Payments made on behalf of the Insurance Corporation of British Columbia and WorkSafeBC are not included inthe payment amount.2. OrganizationsPayments to Organizations are reported alphabetically by organization (health authority, hospital, group, clinic orDivision of Family Practice). The payments reflect the total amounts paid to a particular account.3. Other AccountsOther Accounts report payments to other provincial agencies, out-of-province payments, miscellaneouspayments, account payments under 25,000, adjustments (such as accruals), and reciprocal agreement recoveries.Readers of this Schedule of Payments should understand that it provides only a record of gross payments. Insome instances, the recorded figure is a payment for the services of a number of practitioners. Practitioners mustpay the expenses of their practice out of this gross amount. No calculation of a practitioner’s net income can bemade from such figures. Conclusions cannot be drawn from these figures about the relative net income of anypractitioner since overhead varies greatly from practitioner to practitioner.The Chair and staff of the Medical Services Commission, and the applicable staff of the Ministry of Health arepublic servants.
