01 WHAT IS AN INTEGRATED AGRO-INDUSTRIAL PARK? An integrated agro-industrial park (IAIP) isa geographic cluster of independent firmsgrouped together to gain economies ofscale and positive externalities by sharinginfrastructure and taking advantage ofopportunities for bulk purchasing and selling,training courses and extension services. IAIPs will include open area production zones,controlled environment growing, precisionfarming, knowledge hubs and researchfacilities, rural hubs, agri-infrastructure,collection centres, primary processing hubs,social infrastructure and agri-marketinginfrastructure, among others. IAIPs will have modern infrastructure. Generalinfrastructure includes: roads, power, water,communications, drainage, sewerage, asewage treatment plant and an effluenttreatment plant, among other infrastructure.INTEGRATED AGRO-INDUSTRIAL PARKS IN ETHIOPIAETHIOPIA Specialized infrastructure consists ofcold storage units, quarantine facilities,quality control labs, quality certificationcentres, raw material storage and centralprocessing centres, among other specializedinfrastructure. Each IAIP is served by a network of ruraltransformation centres which provide linkagesto producers.

11 HIGH POTENTIAL COMMODITIESETHIOPIACoffeePoultryEthiopia produces the best Arabica coffee in the world andis known for having a wider genetic variety of coffee thanany other coffee producing country. Ethiopian coffee iswell known for its special aroma and flavour, a uniquenessthat makes it preferable for blending with coffee from othercountries. Currently, Ethiopia is among the top five coffeeexporters in the world.Demand for chicken products is growing quickly in Ethiopia.The Government recently set new targets to bring meatproduction to 164 tonnes and egg production to 3.9 billioneggs by 2020 through improved poultry breeds.SesameProduction of sesame in the country has doubled in the pastfive years. Ethiopia produces a variety of different sesameseeds which are highly valued on the international market.Currently, there are efforts to improve yields and there ispotential to expand sesame seed production in Ethiopiathrough additional land cultivation.MeatWith a cattle population of 55 million, Ethiopia ranks first inAfrica and tenth globally. Meat processing in Ethiopia holdsenormous potential for development as it is currently largelyundertaken through traditional practices on a small scale.Ethiopia already has well-established partners in the meattrade, including Cote d’Ivoire, Congo Brazzaville, Dubai,Egypt, Saudi Arabia and Yemen.DairyThe size of the livestock population, the natural endowmentof favorable climatic condition for improved, high-yieldinganimal breeds, provides Ethiopia with significant potentialto further develop its dairy sector.INTEGRATED AGRO-INDUSTRIAL PARKS IN ETHIOPIAHoneyVaried agro-climatic conditions and biodiversity favours adiversity of honeybee flora and a large number of honeybeecolonies. Ethiopia is the tenth largest honey producingcountry in the world and the largest in Africa. It ranks fourthin the world in terms of bee wax production and export.MaizeEthiopia produces more than six million tonnes annually andrecently adopted improved inputs and technologies. Maizeprovides wide opportunity for establishment of both largeand medium diversified industrial enterprises.TomatoTomato is currently grown in almost all parts of Ethiopia.Provided that access to seed varieties and extension servicesare improved, major insects and diseases are controlled andharvesting and post-harvesting are optimized, yields oftomato can reach up to 80 tonnes per hectare which assuresconsistent and abundant supply.PotatoThe agro-ecology and soil conditions of Ethiopia are suitablefor potato production. Compared to major cereals, potatois a short duration crop that can yield up to 30-35 tonnesper hectare during a three to four month growing period.Between 2008/09 and 2012/2013, the total productionincreased by 125% and yield by 44%.

18 INCENTIVES FOR INDUSTRIAL PARK DEVELOPERSLand The Government of Ethiopia provides land forindustrial park and manufacturing enterprises at avery low priceETHIOPIA An investor entitled to a duty-free privilege whobuys capital goods or construction material fromlocal manufacturing industries will be refunded thecustoms duty paid for raw materials or componentsused as inputs for the production.Income tax exemption Industrial park developers are exempt from incometax for 10 years if the park is developed within AddisAbaba or special zones of Oromia (surrounding AddisAbaba) and for 15 years if elsewhereCustoms duty Customs duty exemptions of up to 100% on importsof capital goods. Spare parts worth up to 15% of the total value of theimported investment capital goods. Investors granted with a customs duty exemptionwill be allowed to import capital goods duty freeindefinitely if the investment is in the manufacturingand agriculture sectors.INTEGRATED AGRO-INDUSTRIAL PARKS IN ETHIOPIAOther rights Design, construct, develop, exploit industrial parkand provide services. Sub-lease developed industrial park.
