ACE Mandatory DatesDateExplanationMandatory use of ACE for all electronic manifest filing. Transition period begins: ACE filing of electronic entry andassociated entry summary types 01, 11, 03, 51, 52 with or withoutPGA data is encouraged. ACE must be used and ACS will no longer be available for filing of allelectronic entries and associated entry summaries. In addition,electronic FDA, NHTSA, APHIS (Lacey) data must be filed in ACEand ACS will no longer be available. Upon publication of the Final Rule, ACE must be used for filing AMS,APHIS Core, ATF, CDC, DCMA, DDTC, DEA E&C, EPA, FSIS,FWS*, NMFS and TTB data. Hybrid submissions will no longer beallowed. * This requirement for FWS is contingent on FWS having itsregulatory revisions in place by the July 2016 publication of the CBP Final Ruleeliminating hybrid filings.Mandatory use of ACE for all remaining electronic portions of theCBP cargo process.4

Document Image System (DIS)Overview and Benefits: The Document Image System (DIS) facilitates automatedsubmission of documents and specific data by participatingTrade Partners to CBP. Documents requested for Cargo Release purposes, use DISonly. Documents requested for post release purposes, use DIS orupload via ACE Portal. Note: An Action ID is required to upload via the ACE Portal. TheAction ID is provided when 2nd UC message is received. The submitted documents are electronically processed andsecurely stored by CBP. Submitted documents are made available for review by CBP andPartner Government Agencies (PGAs) via the DIS application. DIS will facilitate a single automated gateway that will acceptsupporting documents that may be needed during the cargoimportation and entry summary processes. For more information, please refer to the DISImplementation entationguideAdditional DIS resources may be found on the Featurespage on www.cbp.gov/aceTrade participants may contact their local ClientRepresentatives Branch for trade onboarding proceduresfor transmitting documents to DIS via ABI.15

DIS Document Transmission MechanismsElectronic Data Interchange (EDI) - The preferred mechanism of document transmission in DIS is via anXML payload transmitted to CBP via any one of three EDI technical mechanisms:1. Secure FTP,2. Secure Web Services, or3. Existing ABI MQ mechanismNote: EDI is of greater value in a fully automated scenario for technically advanced, high volume tradepartners since it is supported by a modern, robust, guaranteed delivery and processing infrastructureEmail - DIS will allow all documents to be transmitted via Email. Associated meta data is sent in Subject line and Body of emailNote: Email is more suitable in scenarios that are ‘Quick-Easy-And-Interim’; Semi-Automated, and LowVolume (total email size including all attachments may not exceed 10MB).Meta-Data - Meta-data is associated data submitted by the trade along with a transmitted document.Meta-data elements are used to: Link the document to supporting contextual data Search for specific documents within DIS Further describe a transmitted document Provide specific transactional references for that document (Entry Summary, Bill, etc.)16

Scenario 1: Applying for a NewACE Exporter Account35

1. Go to cbp.gov and under the Trade Tab, and under ACE and Automated Systems,select the option to Apply for an Account.36

2. On this page, select the option to Fill out an Online Application for an ExporterAccount.37

3. User needs to follow instructions to complete and submit the required information forcreating an Exporter Account.38

Scenario 2: Creating a ExporterAccount from an Existing ACEAccount42

2. Then, the User can verify the Top Account information and select continue.44

3. The User will be prompted to provide information for the Exporter account.45

4. The User will press continue and move on to complete Steps 2, 3 and 4.46

5. After completing the steps, the User is given a chance to review the information.47

6. Upon saving the data, the Exporter account has been created.48
