Part 1General Information1.0The Open University of Sri LankaThe Open University of Sri Lanka (OUSL), which wasestablished in 1980, is a national university constituted underthe University Act No. 16 of 1978 and the OUSL OrdinanceNo. 1 of 1990 and has the same legal and academic status asany other national university in Sri Lanka. It is the pioneerUniversity in Sri Lanka that offered further education throughdistance mode.The academic programmes of the Open University has beendesigned to enable persons aged 18 and over to pursuecourses leading to Certificates, Diplomas, Degrees and PostGraduate qualifications in their own time and in their ownhomes.The Open University comprises of a central Campus, which islocated in Nawala, Nugegoda, nine Regional Centres(Colombo, Kandy, Matara, Baticaloa, Anuradhapura, Badulla,Kurunegala, Jaffna, and Rathnapura), and several studycentres located throughout the Island.Currently, the Open University consists of five facultiesnamely Faculty of Humanities and Social Sciences, Faculty of1

Natural Sciences, Faculty of Engineering Technology, Facultyof Education, and Faculty of Health Sciences. The Master ofArts in Teacher Education (International) Degree Programme,for which the details are given in Part II of this brochure, isone of the programmes offered by the Department ofSecondary & Tertiary Education of the Faculty of Education.1.1Courses and ProgrammesIn the Open University vocabulary a course is a unit ofstudy, which is generally completed within an academic year.A course can either be compulsory or optional.A programme of study consists of a combination ofcompulsory and optional courses. To meet the criteria for anaward of a certificate, a diploma or a degree it is necessary tocomplete a programme of study successfully.The programmes of study offered by the Open University areas follows:1. 8. Continuing Education Programmes9. Stand Alone CoursesFoundation Programmes provide opportunities to enrol forDegree Programmes. These Programmes are offered in twolevels namely Level 1 and Level 2. A student who completesany Foundation Programme in Arts, Commerce, PhysicalSciences, Biological Sciences, or Technological Sciencesattains qualifications similar to the level required to enter aconventional University.Stand-aloneProgrammes arenotlinked toany keyProgrammes. These can be followed according to theindividual needs of any person.The academic value of a Course is expressed in terms ofCredit rating. It does not mean a student’s performance in anexamination. (Eg. A Credit Pass at G. C. E. Ordinary Level orAdvanced Level).A credit is calculated on the basis of the number of hours astudent has to spend in learning. One credit is consideredequivalent to 50 Notional Learning Hours (NLH) for a taughtcourse. The maximum number of credits a student ispermitted to register for an academic year is thirty-eight (38)including continuing education course. The minimum numberof credits a student can register for an academic year is eight(8). Students who have enrolled for 30 credits may Courses3

1.2Teaching SystemTeaching system of the Open University is based onmultimedia.i.Printed MaterialThe central element in the teaching system is a series ofprinted course material that fulfils several purposes. Theyprovide the student with the primary material for study andoffers the equivalent of lectures that help the student tolearn. It also provides a series of carefully designed selfassessment questions (SAQ) interspersed through thetext. These will also help the student to develop analyticalskills and independent thought.ii. Audio-Visual AidsThese are particularly important for the self-learner. 'Theyare designed to supplement the printed material andenable contact between students and teachers.iii. Face to Face Session (Day Schools)Although the printed material and audio-visual aids aredesigned for students to learn independently, day schoolsare conducted from time to time -to discuss problemsarising from the printed texts and assignments and toconduct practical work related to the courses of study.6

These day schools are conducted by permanentstaff of the OUSL as well as visiting staff fromother Universities, Instructions etc.iv. Library FacilitiesIn all regional and study centres there are library facilities.The library at Nawala is open for students from Monday toSunday from 8.30 a.m. to 6.30 p.m. The library will beclosed on the full moon poya days and university specialholidays. Students at level 3 and above could availthemselves of limited lending facilities on payment of arefundable deposit of Rs.1000/- for Postgraduate degree.1.3StudentEvaluation ndbyAssignmentsFinalExamination.Students are expected to complete the required numberof assignments for each course. Evaluated assignmentsare returned to the students with comments and gradesgiven by the marking examiners.These assignments, which are considered to be a veryimportant part of the assessment system of the OUSL, willdiffer from course to course. For example presentations,learning portfolio, written assignments, Closed Book Test(CBT), Open Book Test (OBT), Revision Tests etc.7

The detail of assignments in each course will be informedto the students at the beginning of each course.After successful completion of Assessments, studentscould be sit for the final examination.The students who are not getting eligibility to sit the finalexamination will have to re-register for the particularcourse. Student those who fail the final examinationshould re-sit for the final examination. But they need notcomplete the assignments again.1.4Regional ServicesOpen University has established Regional / Study CentresIsland wide to facilitate student learning and discussionwith other students. 2.0 Master of Arts in Teacher Education(International) ProgrammeWelcome to the Master of Arts in Teacher Education(International) programme.We are delighted that you are considering joining thisexciting programme of the Open University of Sri Lanka(OUSL).The Master of Arts in Teacher Education rtment of Secondary & Tertiary Education of theFaculty of Education of the Open University of Sri Lanka,in partnership with the Commonwealth of Learning (COL),Canada.2.1Aim and ObjectivesThe goal of the Master of Arts in Teacher Education(International) programme is to develop among teachereducators competencies and practices in relation to thefollowing essment of learning outcomes;2.design, development, and use of educationaltechnologies in teaching and learning;12

3.design, development, and evaluation of curricularand curriculum related activities;4.management and leadership in teaching, learningand related educational activities.5.research and evaluation of teaching, learning andrelated educational activities, and6.teaching as a profession and the professional rolesand responsibilities of teachers.2.2The Target GroupThe target group for which the programme is particularlyintended consists mainly of teacher educators, serving ininstitutions under the Ministry of Education and Faculties/Departments of Education in Universities.2.3Admission Requirements and ProceduresThe minimum requirement for admission to the Master amme will be as follows.A person seeking admission to the programmeleading to the award of the Degree of Master of Arts inTeacher Education shall be required to have: obtained a Bachelor’s Degree in Education from arecognized University, or13

obtained a Bachelor’s Degree and the PostgraduateDiploma in Education from a recognized University, or e to the Senate,and Should be serving at present as ai.Academic staff member of a recognizedUniversity,ORii. Lecturer of a National College of Education,ORiii. Lecturer of a Teacher Training College,ORiv. In-service teacher Advisor of a TeachingCentre/Ministry of Education/ A Provincial Ministryof EducationORv. Officer engaged in Teacher Education in theNational Institute of Education,ORvi. Principal of a Government/Government Approvedschool (Private/International) Priority will be given to practicing teachereducators who have at least one yearexperience. The programme is conducted in English, Sinhalaand Tamil media. All applicants should have a good command inEnglish, irrespective of the Medium.14

Selection of candidates for the programme will bedone either by a written test or an interview.2.4Registration and Period of Study2.4.1In order to be registered for the degree of Masterof Arts in Teacher Education a student s stated above (under section 2.3).2.4.2A student may acquire the credits required 45Credits from Regular Courses and 06 credits fromContinuing Education course within a maximumofthree (03) academic years from his/her initialregistration to the Degree of Master of Arts inTeacher Education (International) nsstudentorhishas/herhis/herregistration reactivated in accordance with section4.9 of the General By Law.2.4.3Registration fees and course fees as stipulatedunder section 2.8 should be paid by thecandidate.Normally a candidate is allowed topay this amount in two instalments at theregistration of the programme.15

2.4.4When applications are called for registration forthe programme the prospective candidates mayapply fortheprogramme adheringtotheinstructions given therein.2.5Programme Structure and ContentTaking into account the needs of practicing rogramme is very practice oriented in its pedagogicaldesign.A critical and unique feature of this degree programme isits use of authentic learning scenarios to situate the studyactivities in each course. These learning scenarios havebeen developed to reflect the kinds of situations that thestudents are very likely to confront as teacher educators.The MATE (International) programme comprises sixRegular Courses that are focused on the various roles ofteacher educators rather than specific subject mattercontent areas. In adopting this approach, the courses inthe new programme seek to make the learning of facts,principles and procedures a lot more meaningful. The newprogramme also incorporates the completion of aLearning Portfolio project, as opposed to a conventional16

thesis. In addition,local study centre support with library, audio-visualmaterials, computer and internet facilities are provided.2.6Scheme of Assessment2.6.1Regular CoursesIn this programme, conventional methods of assessmentsof learning outcomes have been replaced by tasks andassessment procedures that can be focused on theprocessors of learning, perception and problem-solving.18

There will be no final written examination in any of theRegular Courses. The final assessment of a student inany Regular Course shall be through ContinuousAssessments, in the form of a given number of MiniProjects per course, all of which are compulsory. The totalmarks obtainable for the Mini Projects in a course is 100.The Overall Assessment Mark (OAM) for a RegularCourse will be the total of theContinuous AssessmentMarks (CAM) obtained from all the Mini Projects.A student shall have to score a minimum of 50% of marksallocated for each Mini Project in a Regular Course inorder to gain a pass in that Mini Project. In the compilationof the Overall Continuous Assessment Mark (OCAM) for aRegular Course, only one “C-” (45-49) grade for a MiniProject shall be permitted. A student who fails to obtain50% in a particular Regular Course shall be deemed tohave failed in that course. Such a student may repeat thatcourse by re-registering subject. A student who completesthe requirements of the final assessment of any RegularCourse of the Master of Arts in Teacher Education(International) Programme offered by the Faculty ofEducation should be awarded a Grade and a Grade PointValue based on the overall assessment mark (Z%) asfollows:19

2.6.2 Scheme of Assessment—Continuing EducationCourse (LEE1606)The Continuing Education Course will be offered by es and Social SciencesThere will be a final written examination for the ContinuingEducation Course LEE1606. Continuous assessmentcomponent of the course shall consist of 02 ContinuousAssessment Tests (CATs). The average mark obtained byeach student for CAT1 and CAT 2 are calculated as theOverall Continuous Assessment Mark (OCAM) of thecourse.A student may appear for the Final Examinationirrespective of the mark obtained for the continuousassessment component of the course. The OverallAssessment Mark (Z%) of a student in respect of thecourse shall be based on the OCAM (X%) and the markobtained at the Final Evaluation (Y%) and shall becomputed as follows;If Y 40, thenZ 0.4X 0.6YIf Y 35 and 40 then Z 0.4X 0.6Y subject to a maximum 40.If Y 35, Z Y21

unless he/she resits the examination on a subsequentoccasion and obtains a grade C.A student who repeats a Continuing Education Courseshall be deemed to have obtained a mark which is nothigher than 40% and a grade not higher than C (Marksrange 40 – 44).2.7 Final Evaluation2.7.1Medium of InstructionThis programme of study is available in English, Sinhalaand Tamil media.Some of the printed course material would be madeavailable in English, and some in Sinhala or Tamil.Students are required to submit written work needed forlearning assessment in student’s own language or else astyped documents.2.7.2Award of the Master of Arts in TeacherEducation (International) DegreeA student who obtains a minimum C pass in all courseswill be deemed to have passed and will be awarded theMaster of Arts in Teacher Education (International)Degree23
