Indian Alcohol and Substance AbuseProgramThe Indian Alcohol and Substance AbuseProgram (IASAP) was created by theFY2001 Consolidated Appropriations Act toprovide funding and technical assistanceto federally recognized tribal governmentsto plan, implement, or enhance tribaljustice strategies to address crime issuesrelated to alcohol and substance abuse.Key objectives of IASAP include establish a multidisciplinary advisoryteam to plan, implement, and monitor the proposed strategy. identify, apprehend, and prosecuteindividuals who illegally transport,distribute, and use alcohol andcontrolled substances in tribal communities. prevent and reduce alcohol- andsubstance abuse-related crimes(with a priority on methamphet-amine), traffic fatalities, and injuries. increase coordination among alllevels of tribal government, law enforcement, the tribal criminal justicesystem, and tribal support services. integrate federal, state, tribal, andlocal services and culturally appropriate treatment for offenders and theirfamilies.Tribal Civil and Criminal Legal AssistanceProgramThe goal of Tribal Civil and Criminal LegalAssistance Program (TCCLA) is to enhance the operations of tribaljustice systems and improve accessto those systems, and provide training and technicalassistance (TTA) for developmentand enhancement of tribal justicesystems.The purpose is to provide quality technicaland legal assistance and to s Indian tribes and the tribaljustice community. Grantee objectivesinclude providing procedural justice intribal civil and criminal legal procedures,legal infrastructure enhancements, publiceducation, and TTA for the developmentand enhancement of tribal justice systems.recognized tribal governments that areinterested in engaging in comprehensivestrategic planning to improve tribal justiceand public safety.Training and technical assistance isavailable to these tribes to engage ina data-informed planning process todevelop a written strategic plan that willguide justice system development topromote public safety and effective justicesystem operations. The planning processwill map jurisdiction with Federal and statejustice systems and assess indigenouscomponents such as family, social systems,and cultural values to determine whichtraditional resources can be leveraged toassist with justice system planning efforts.intergovernmental collaborationinitiativesThe Tribal Law and Order Act (TLOA) directsthe Attorney General to provide technicalassistance on strategies to promoteintergovernmental collaboration andrelationships among state, tribal, and localpartners that effectively combat crime inIndian Country or Native Communities andnearby communities. Initially authorized under theIndian Tribal Justice Technical and LegalAssistance Act of 2000 (25 U.S.C. § 3681),the program is sponsored throughthe Department’s Indian Country LawEnforcement Initiative, which providesfederally recognized American Indianand Alaska Native communities withresources (funding, technical assistance,etc.) to develop, implement, enhance, andcontinue the operation of tribal judicialsystems. This flexible funding resource fortribal courts enables tribal courts to plan,implement, and enhance court servicesand programs that meet the unique needsof their respective communities.
