We opened our doors and had our first CNAclass in a 200 square foot classroom and a 100 square foot office. The lack ofeducational or vocational training institutions in a city the size of Bakersfield was themain reason this institution was established.3

Mission and ObjectivesAs we understand the value of education and training in a responsible and productivesociety, we commit to participate in the process of developing self-worthiness tostudents who are seeking career opportunities in the health care field.We aim to provide students with a solid foundation necessary to climb the health carecareer ladder through the implementation of our curriculum that embodies thefollowing:Participation – that every student will have his/her chances in participating in classactivities with emphases in the importance of understanding individual opinions,questions, and the needs for communication;Collaboration - by allowing moments of groups discussions and teamworkacknowledging therefore the individual differences in beliefs, activities and needs;andReturn Demonstration – by providing everyone the chance to verbalize, role-playand/or problem-solve a situation.Philosophy & StatementWe, in Preferred College of Nursing – Bakersfield believe that health is a dynamicstate which we perceive to be a continuum of wellness/illness and that health caretoday emphasizes wellness. This focus is an integral part of our philosophy: toprovide students with the knowledge and skills they need to become competent,critical thinkers, and to attain the sensitivity needed to become caring health careprovider. The goal of health care education at PCN is to prepare today’s students tomeet the challenges of tomorrow. This preparation must extend beyond the masteryof facts and skills. Health care provider must be able to combine competence withcaring and critical thinking. They must address both the physiologic and thepsychological needs of patients. Professional health care practice continues to evolveand adapt to society’s changing health priorities. Nursing education must reflect thesechanges.The college believes in the following ideals:Person – is a human being, an individual with physical, mental and emotional, social,spiritual and cultural attributes. A person can perceive, has concept of self and bodyimage. A person is capable of developing, growing, and learning inside oneself whengiven opportunities within a certain amount of time and space.4

Society – is composed of individuals or persons, male, and female, with varyingneeds, ages, cultures, attributes and capabilities for learning and coping. Whenrecipients of knowledge and experiences, individuals can further themselves infunctioning and productivity so as to sustain quality living.Environment – is physical location, where the person is a social system, hasorganization, power, authority, status, and control. This person can make decisionswithin the setup regarding self-learning process and its success.Health – refers to wellness or illness. It is also the ability to function in dynamic lifeexperiences such as learning and social activities.Learning - is a process of role transaction which involves a certain amount of stress.It includes coping, interaction, and communication while acquiring and applyingknowledge and skills that may be applicable to future endeavors. Learning can takeplace in a given time and within an environment conducive to acquisition ofknowledge.Education – is a process of providing, acquiring, and utilizing knowledge and skills,so as to meet the needs of the learner’s intellect, emotion, and social attributes withthe end-result of achieving a productive and meaningful career.Nursing – is the art and science of assisting clients in the prevention of illness,maintenance of health, and promotion to recovery during differing needs of healthconditions.Health Care Delivery Systems - continue to advance with technological changes toimprove service to clients in an ever-changing world and with the goal of promotingthe quality of life.An educational institution should be able to provide services comparable to the everchanging aspects of healthcare and society. Courses will be in session seven days aweek from 8:00 a.m. to 9:00 p.m., class schedules may vary between available parttime and full time programs. The other way would be to pass standard proficiencyexams to be taken prior to registration such as Test of English as a ForeignLanguage (TOEFL) with a passing score of 500, or International English LanguageTesting System (IELTS).Ability to Benefit StudentsAny student that does not have a high school diploma, or transcript showinggraduation from an accredited high school, or a valid GED certificate must not beenrolled until the student has taken an Ability-to-Benefit test and received a passinggrade. California Education Code (CEC) §94811 defines an ability-to-benefit(ATB) student as a student who does not have a certificate of graduation from aschool providing secondary education, or a recognized equivalent of that certificate.An ATB student must take and pass an independently administered examinationfrom the list of examinations prescribed by the United States Department ofEducation (USDE). This school uses the Combined English Language SkillsAssessment (CELSA), Forms 1 and 2 and must a passing score of 97 on Form 1 and97 on Form 2.All enrollment applications are taken in person, student may call to register dailybetween 9:00am and 5:00pm for upcoming classes.Preferred College of Nursing does not participate in the Student & Exchange VisitorProgram (SEVP) of the Department of Homeland Security (DHS), hence, the school is notapproved to admit students from other countries and to issue 1-20 to enroll nonimmigrantstudents in an M-1 (vocational) visa classification.10

Requirements for Completion:A certificate will be awarded upon successful completion of all courses, with a grade of75% or better and all other curriculum requirements. Students must also meet all applicableclinical, administrative, clerical, classroom and laboratory skill proficiency standards, andmust satisfactorily perform the applicable clinical or practical or hands-on portion of theirtraining. Student must settle all financial obligations from the school.The following are required number of hours for graduation:1. Nurse Assistant Training Program2. Home Health Nursing150 Hours40 HoursEligibility for Licensure:This Nurse Assistant Training program is designed to lead to positions in an occupationand career field requiring state licensure.Upon completion of the program, a graduate may sit for the Nurse Assistant Competencyexam for licensure. Documents must be sent to the Aide and Technician CertificationSection of the California Department of Public Health Licensing and Certification Program(ATCS). The school sends an original and official transcript showing that the studentsuccessfully graduated from the program.The student must send a filled out copy of the fingerprinting form as well as the completednurse assistant initial application form.Criminal Background/Livescan PolicyAn applicant shall be advised to bring his/her fingerprints or livescan for submission to theCalifornia Department of Public Health during registration. He/she shall indicate on theinitial application whether or not he/she has ever been convicted by any court of law of anycrime other than a minor traffic violation.If the answer is yes, his/her enrollment papers shall be held pending upon the result ofhis/her criminal background screening. However, his/her fingerprints together with thecompleted initial application shall be submitted to the California Department of PublicHealth Aide and Technician Certificate Section for clearance.Once cleared, the applicant shall then be notified that he/she can start to attend the nextavailable CNA/HHA training program.11

Credit Granting PolicyThe institution will consider credit from other institutions approved by Bureau for PrivatePostsecondary Education (BPPE) and approved by the California Public HealthDepartment (CDPH).Credit will be determined by written and/or practical examinations. In order for credit to beconsidered, the student must complete the credit granting request form, submit officialtranscripts of course work, take and pass the written and practical competency exams.Hours of credit will be calculated based on hours of equivalency. A maximum of 50 hourswill be credited after meeting all requirementsRequest for credit granting and approval must be done and completed before commencingthe program.Experiential Credit:The school does not give credit for experiential learning. Experiential Learning refers tolearning that is acquired outside of a traditional classroom such as in the case of practicum,internships, student teaching, service learning or cooperative education.Notice Concerning Transferability of Creditsand Credential Earned at our institutionPreferred College of Nursing does not have an articulation or transfer agreement with anyother school, college or university.The transferability of credits you earn at Preferred College of Nursing is at the completediscretion of an institution to which you may seek to transfer. Acceptance of the certificateyou earn in Nurse Assistant/Home Health Aide Training Programs is also at the completediscretion of the institution to which you may seek to transfer. If the certificate that youearned at this institution is not accepted at the institution to which you seek to transfer, youmay be required to repeat some or all of your coursework at that institution.For this reason you should make certain that your attendance at this institution will meetyour educational goals. This may include contacting an institution to which you may seekto transfer after attending Preferred College of Nursing to determine if your credits orcertificate will transfer.Attendance Policy12

Students are expected to attend classes regularly at scheduled times. It is the student’sresponsibility if he or she will be absent or late to notify the school. Any three (3)unexcused absences are considered excessive. Students with three (3) consecutiveunexcused absences or four (4) non-consecutive absences will be terminated. Students withexcused absence must arrange for make up classes or examination. However, absences willremain on record. There are only three (3) makeup tests or assignments allowed during thecourse, excluding the final exam.Leave of Absence PolicyLeave of absence may be granted to a student if acceptable reasons are presented. It shouldbe understood that leave of absence is granted only in extreme cases and must be approvedby the Program Director, who will prescribe the duration of the leave of absence andspecific conditions for resumption of study.The period of leave for which the student has been approved may be excluded from themaximum time frame in which an individual student will be expected to complete theprogram.The official request for “Leave of Absence” form may be obtained from the Admission andRecords office.Student ServicesA) Guidance and CounselingThe faculty and staff are available to help counsel and assist students on any problem,which could have an adverse effect on their ability to complete the course. Problemsthat are beyond the scope of the staff will be referred to various departmentsspecializing in that area. Guidance and counseling are available upon student’s request.B) Learning ResourcesBooks and other reading materials related to the courses offered are available in theschool office for borrowing, and the use of these materials are limited only within thepremises. The placement unit offers assistance withresume writing, interview techniques, and scheduling for interviews. This service is atno additional cost to our graduates. To properly allocate time to the graduate needingassistance, he/she needs to make an appointment with the placement unit or thedirector. Staff members will allocate one (1) hour session of providing job placementassistance for each person. Housing InformationThe school has no dormitory facility under its control and does not provide any housingaccommodation to its students. Furthermore, the school has no responsibility to find orassist a student in finding housing. Students committing misconduct and/or other offenses shall be given counseling on thefirst offense; warning on the second offense; suspension on the third; and terminationof the fourth.2. ProbationA student with excessive tardiness, absences or academic deficiencies such as failure topass remediation will be put on probation.3. Extended Sickness or DisabilityStudents who left school due to sickness and/or disability may be readmitted withoutpaying additional cost except for the unpaid balance, if any, upon presentation of amedical clearance or certificate signed by the attending physician, and shall continuethe course last attended.4. Non-payment of Fees and/or Other ChargesStudents who were terminated from schooling due to non-payment of the fees and othercharges may be readmitted upon payment of the full amount of fees or unpaid balancewithout any additional costs, and shall continue the course last attended.Fees and ChargesThe school does not offer a state or federal financial aid programs. The school offers adirect payment plan with no interest. Student is required to make a down payment and signa promissory note for the remaining balance which is to be paid on a weekly basis over thelength of the program. All fees must be fully paid upon completion of the course. Studentsmay be terminated for non-compliance of promissory note.The schedule of total charges for a period of attendance and an estimated of total chargesfor the entire program is indicated below. The period of attendance and total charges for theentire educational program are the same. The student is responsible for this amount. If thestudent gets a loan, he/she is responsible for repaying the loan amount plus any interest,less the amount of any refund, and that, if the student has received financial aid funds, thestudent is entitled to a refund of the moneys not paid from federal student financial aidprogram funds.Students should pay all required fees in accordance with stated policies or initiatearrangements with the Business Office. The fees listed are subject to change.20
