In 2019, 96% of the targets were served, in 2020 70% of the targets were served. So far, for Q1 and Q2 of FY21, 30% have been served. Numbers are based off actual individuals who completed the program. 11

JBCR Pilot: Legislative Authority Code of Criminal Procedure, Chapter 46B, Article 46B.090 Authorized the Jail-based Competency Restoration Pilot Program HHSC awarded 1.7 million to one JBCR pilot program 6/17/2021 13

JBCR Pilot Program Harris County Reduce the number of individuals and wait times for treatment on the Clearinghouse. Provide a cost-effective alternative to competency restoration in a mental health facility or residential care facility. Reduce the demand for state hospital bed days in the area served by the Program. Minimize or ameliorate the stress of incarceration, to the extent possible, for participants in the Program. Serve 60 clients per year. Contract executed in May 2020. 14

Individuals with misdemeanor charges may be grated one extension for a maximum period of restoration of 120 days in a JBCR program. In 2019, 22% of individuals served had charges dismissed and 17% in FY2020. 20
