LRTF Schedule of Labor and Equipment Rates Fiscal Year 2023 Applications to the Living Roadway Trust Fund (LRTF) for FY2023 may require matching funds. In an effort to standardize the match that is provided, the Iowa DOT is putting forth this guidance. Matching funds for LRTF applications, for both labor and equipment, can use actual departmental cost rates, if they are known, or quotations if they have been obtained in writing from vendors and included with the grant application. Otherwise all other labor and equipment rates must follow the guidelines below. Labor: Volunteer time being used to leverage LRTF funds is to be valued at the Federal Volunteer Labor Rate for the United States at 28.54/hour1. For activities required to complete the project other than labor, the Mean (average) Hourly Wage obtained from the US Bureau of Labor Statistics State Occupational Employment and Wage Estimates for Iowa2 are to be used for a given occupation are to be used where applicable and appropriate. Equipment: Each year the Iowa DOT’s Office of Local Systems establishes its own sheet of Equipment Rates. 3 These equipment rates are to be used when actual departmental costs or use rates are not known. LRTF does not create these rates, but has adopted them for use. They are listed on pages 2-6 of this document.
