Funding is coordinated through Ohio Department ofEducation. Project RISE served over 1800 students last school year.Project RISE is designed to empower students and their families by providingopportunities to improve the quality of their lives through educational, cultural, andcommunity resources. The McKinney-Vento Actsupersedes conflicting state lawsand local policiesWho is homeless?(McKinney-Vento Homeless Assistance Act of 2001 – Title X, Part C of theNo Child Left Behind Act – Sec 725)The term “homeless children and youth” -(A) Means individuals who lack a fixed, regular, and adequatenighttime residence ; and(B) Includes –(i)children and youths who are sharing the housing ofother persons due to loss of housing, economichardship, or similar reason; are living in motels, hotels,trailer parks, or camping groups due the lack ofalternative accommodations; are living in emergencyor transitional shelters; are abandoned in hospitals orare awaiting foster care placement;(ii)children and youths who have a primary nighttimeresidence that is a public or private place not designedfor or ordinarily used as a regular sleepingaccommodation for human beings (iii)children and youths who are living in cars, parks, publicspaces, abandoned buildings, substandard housing,bus train stations, or similar settings; and(iv)migratory children who qualify as homeless for thepurposes of this subtitle because the children are livingin circumstances described in clause (i) through (ii)Unaccompanied youth include young people who have run awayfrom home, been thrown out of their homes, and/or been abandonby parents or guardiansThe McKinney-Vento Act entitles studentsexperiencing homelessness to:ooooooooImmediate enrollmentThe ability to stay in school of originTransportation servicesTitle IExpedited assessmentFree or reduced lunchWaived feesEducational and enrichment support4
