CONTENTSINTRODUCTIONSEAMLESS TRANSITION FROMPROJECT DELIVERY TO OPERATIONSGovernanceWHAT IS ORAT?Operational Readiness, Activation and Transition(ORAT) is the integrated approach to managingthe transition of a new airport service or facilityfrom project delivery into active AT is a recognised and proven risk mitigationtechnique that increases opportunities for aseamless transition of new airport projects, services, and facilities from construction to active operations.ProductAn ORAT approach combines the operational goalsof airport owners, operators, and aviation partnersinto a single program — integrating project deliveryand operational readiness activities into one plan toensure that an organisation maximizes the potentialand return on their investment from day one.SystemsORAT is a project andprogramme deliverymethodology whichprovides a standard andstructured approach formanaging multi-stakeholder,cross-functional projectsand rocessTransitionActivationTrials3Next page

CONTENTSINTRODUCTIONUSING ORAT TO REDUCE THE RISKS OFAIRPORT OPENINGS AND OPERATIONSUndertaking the development of a new airport ora major airport expansion will create numerouschallenges for the airport owner, operator and itsaviation partners. All stakeholders need to collaborate to visualiseand plan for how the airport’s operations willchange, so that they are aligned to the new workingenvironment and are prepared to perform fromday one.If these risks are not effectively managed theairport owner can face the negative impactsof a failed or problematic opening, whichcan potentially lead to loss of business anddamage to the airport's reputation.Drawing on our experiencefrom airport projectsaround the world, AECOM’sORAT approach reducesoverall time to market andensures a predictable andsustainable outcome, witheffective and efficientoperations. We encourage, and help implement, earlyadoption of ORAT serviceswithin the planning phase ofprojects so that operationalobjectives are defined asearly as possible — keepingprojects on track forsuccessful openings.Problems associated with airport openingscan be directly linked to a lack of formal ORATprocesses. AECOM’s ORAT approach integratesthe owner, operator, construction delivery, andoperational stakeholder plans; providing a holisticand structured approach for dealing with thechallenges of managing the many risks involved.Major airport projects are further compounded withthe risks involved in the transition from constructionto operations which must be meticulously managed.4Next page

CONTENTSOUR APPROACHOUR ORAT APPROACHOur ORAT approach focuses on creating boththe environment for success through connectedleadership and governance, and the structure forsuccess by adopting a proven ORAT frameworkand approach. Our experienced ORAT leaders help airports deliversuccessful openings by facilitating executive buyin, ensuring enough resources are accounted for, enhancing communication, and delivering effectiveplanning and stakeholder engagement services. We coordinate cross-functional teams of internaland external stakeholders, managing projectdelivery through operational and functional singlepoint-of-contact resources. We have a track record of delivering successfulORAT projects which have provided a safe, sustainable, and smooth transition from projectcompletion through to facility operations. Ourapproach combines strategies, people, processes, facilities, systems, products, and services into onesingle plan.Connecting different stakeholder groups, ourORAT teams continually plan, act, check and revisestakeholder readiness activities along the projectschedule. This helps achieve safe, secure, smooth andsustainable airport operations from the opening date.By harnessing the project knowledge we’ve gainedfrom working on airports across the world, weeliminate common ORAT implementation issues andbridge the gap from construction completion to afunctional airport./ Integrated approach/ Connected leadershipConstructionstakeholders/ Preparing people/ Operations & activation/ TransitionORATTEAMRegulatory &governmentTo mitigate common ORAT issues, we havedeveloped OREx — an advanced informationmanagement tool which leverages technology tosupport operational readiness. CONTENTSOUR APPROACHINTEGRATING ORAT THROUGH PROJECTDESIGN, DEVELOPMENT, AND DELIVERYMaster PlanningFor us, ORAT starts at the very beginning of aproject, as early engagement of ORAT serviceshelps overcome the challenges of deliveringsuccessful airport openings. We help integrateORAT throughout the entire lifecycle of an airportproject — through design, development and deliverystages, and advocate early engagement to ensureoperational objectives are considered and definedat the master planning phase. Our approach overlaps ORAT processes with thetypical project delivery cycle from planning throughto completion. This helps identify scope gapsearly, align business and project priorities, improvecommunication among stakeholders, and preparethe airport operator for acceptance and operation ofa new facility. While early engagement of ORAT services at theplanning stage is our ideal approach to ensuringsuccessful airport openings, we also have thecapability and experience of delivering ORATservices at later stages of a project’s lifecycle, helping keep an airport opening on track even whenORAT wasn’t initially considered at the outset.DesignDeliveryHandoverOperation & egyStrategiesConceptsProcessServicePlan ruption TIONBUSINESSCONTINUITYNext page

CONTENTSORAT SERVICESOUR ORAT SERVICESGOVERNANCEGovernanceConnected leadership focused on ajoint objectiveWe work with clients to establish a robust and formalORAT governance structure to manage projects. This helps align project and business priorities tofacilitate risk management, issue resolution, anddecision making. The framework we use focuses onexecutive-level governance, as well as managementlevels and single points of contacts (SPOCs) acrossstakeholder groups. Our focus cascades down tocore work streams and cross functional focus groupsto maintain regular and effective communication.Good governance fosters understanding, encouragesexecutive ‘buy in’, minimizes uncertainty and guidessenior management and operational stakeholderstowards a combined ProcessTransitionActivationTrials7Next page

CONTENTSORAT SERVICESOUR ORAT SERVICESOPERATIONAL PLANNINGGovernanceStrategies, master planning andoperational conceptsEarly adoption of the ORAT approach begins frominception and master planning. Our ORAT team defineoperational strategies and concepts to influence andalign master planning, design, and development stagesof projects. We then develop this into a comprehensivePlan of Operations covering every aspect of our client’sTarget Operating Model, including product and serviceperformance aspirations. The Plan of Operationsforms the plans for business and operational changesrequired during the operational readiness phase ofprojects including budgeting, associated resourcerequirements, and stakeholder tiesProcessTransitionActivationTrials8Next page

Our ORAT team work with clientsto manage stakeholders to execute operational plansin close coordination with the overall project. Thisensures stakeholder readiness to operate, enablingthe operational trials and ultimately the airportopening. We set up a command / callcentre in the new terminal and staffed it 24 hours a day afteropening for a period of five days to take care of the manydifferent questions and minor building problems.17ScaleCapacity to support two millionpassengers per year. Construction is divided into two projects: BAB andHarvey Milk Terminal 1 Center (T1C). This is an operatingterminal with construction being performed in phases, whilemaintaining flight operations. As Construction Manager for T1C, we are working inconjunction with the project team, and have created amanual that defines the steps and processes to performcommissioning and ORAT. The manual will act as a guidancedocument for use on current and future projects at SFO tocreate an exceptional project outcome. We developed a structured process with documented planning, governance, resolution structure, goals, metrics and reportingto ensure a successful terminal opening. An important factor ofour success was the Stakeholder Engagement Process (SEP)groups which were made up of key airport stakeholders withvested interests in particular systems or operations. Workingcollaboratively with design builders and SEPs, we had 36systems for which we coordinated the operational planning, training, familiarization, operational readiness trials and postopening issue resolution.18The four-year timeline for the project2019Nine gates open in BAB; new consolidatedsecurity checkpoint opens; T1C partially opens2020Nine more gates open in BAB (18 gates total),entire south check-in lobby2021International connector open, seven additionalgates (25 gates total), swing gates open2023BAB and T1C fully operationalNext page
